About this file
This document is a set of instructions for vendors to submit technical proposals for a contract opportunity issued by the Illinois Department of Human Services (DHS) for an inserter solution for its industrial mail processing unit. This bid is only for the technical proposal and required documentation, and pricing must be submitted separately under a different bid number, B-23419. Due to the COVID-19 emergency, paper submittals will not be accepted, and the technical proposal and pricing will be submitted electronically through two separate bids to ensure the pricing remains sealed until the technical evaluation is completed. The instructions provide a link to a tutorial on how to respond electronically to an RFP.
The document also includes details on the related state and local contract opportunity, which is for the DHS RFP Mailroom Inserter Equipment Technical Proposal Only. The contract is specific to the state of Illinois, and no pricing information should be included in the technical proposal submission.

Vendor Instruction to submit Technical Offers for B-23402
This BID is for technical responses and other required documentation. DO NOT SUBMIT PRICING ON THIS BID NUMBER. Pricing to be submitted under Bid #-23419.
Create quote:
Items Tab – DO NOT ENTER PRICING HERE. Pricing will be submitted on Bid #23419.
Attachments tab – Attach technical responses, Contract Offer to the State, Forms A or Forms B and any other required documentation per the solicitation document.
NOTE: Pricing must be submitted on Bid #23416 before the Bid Opening Date.
Due to the COVID-19 emergency declaration, closure of many State Buildings and escalated health concerns, paper submittals will not be accepted. To allow electronic submittals for Request For Proposals, submittals will be divided into two BidBuy Bids: one for the technical proposal and to attach all required documentation and the other for pricing. This will ensure the Pricing remains sealed until after technical evaluations are completed. For further information please see CPO Notice 2020.06 here:
