About this file

This is a Request for Information (RFI) document from the State of Colorado's Office of the State Controller (OSC) regarding vendor inquiries for a Comprehensive Annual Financial Report (CAFR) solution. The RFI addresses the implementation of a system to compile and integrate financial data from multiple sources into a single consolidated report. The solution will serve approximately 12 primary users at the OSC with edit and approval rights, along with 126 seasonal data contribution users from state departments and institutions of higher education. The system must integrate data from over 100 documents, including 67 unique Excel statements from the CGI Advantage ERP system, MS Word documents, Excel spreadsheets, and supporting illustrations. The State anticipates project kick-off around June 30 when final financial data becomes available, with a deadline for report completion on or before December 15.

The current environment utilizes CGI Advantage (ERP) and CGI InfoAdvantage (reporting software) as the source financial applications, with all financial data consolidation currently performed manually. The State has the capability to produce consolidated output containing statement names, column names, row names, and amounts for direct CAFR generation, or to export the 67 statements in Excel format for import into the CAFR system. The RFI specifies that beginning consolidation at the ERP software level is not considered an option within the scope of this initiative. The State declined to disclose whether previous solution demonstrations had been conducted but indicated willingness to schedule vendor demonstrations after the RFI process concludes.

RFI AAEA 2017 – 034

Vendor Inquiries

1. How many users are expected to use this CAFR solution? Is the targeted solution of this RFI for use by specific State of Colorado agencies, or for state-wide use?

· Primary users: 12

· Primary users - users at the Office of the State Controller (“OSC”) that would have edit and/or approval rights for designated areas of the report.

· Data contribution users: 126

· Data contribution users - users at state departments and institutions of higher education that would provide information for the report via rights to populate templates with data. These would be "seasonal" users who need access during a predefined and limited period each year.

2. What is the source financial application currently being used?

· CGI Advantage (ERP) CGI InfoAdvantage (reporting software)

3. As mentioned in the overview section 2nd bullet, “…the system should compile different data from different sources into one document….” Is integration to multiple data sources expected? If, yes how many?

· The ERP system is programmed to provide 67 unique statements in Excel that are compiled together.

· Notes and Exhibits to the financial statements are provided by multiple individual contributors using MS Word documents and/or Excel spreadsheets.

· Illustrations, artwork (photo cover and state logos)

· The latest report totaled 282 pages with 122 table of contents references

· Publishing the CAFR will require the integrating well over 100 documents into a single report.

4. As mentioned in the overview sector, “The final data that the State and Vendor will use to create the CAFR will be delivered June 30; however, the State anticipates significant prep work prior to that date. The State’s deadline for the final report is on or before December 15.” Does this mean that the project kick-off date will be around 30th when the data will be made available to commence the work?

· Yes. The State creates many preliminary versions of the complete financial statements.

5. Is the State of Colorado expecting the solution to provide financial data consolidation facilities in addition to the stated requirements that target incorporation of available CAFR data into a report, presumably consolidated already? If so, please explain.

· The State has the capability to produce a single output report containing statement name, column name, row name, and amount from which the CAFR statements can be generated. Or the State can produce the 67 statement in Excel and import them into the CAFR. The software can utilize either path. Beginning at the ERP software and doing a complete consolidation is not considered an option.

6. How is financial data consolidation being performed today (e.g. spreadsheets, system, hybrid)? If any portion of financial data consolidation is within a system today? Is financial data consolidation part of the scope of this request?

· The ERP system is programmed to generate 67 individual financial statements that are compiled into a single MS Word document and published using Adobe. The ERP system only provides the 67 statement. All consolidation is done manually.

7. Has the State participated in any solution demos specific to this initiative in preparation for this RFI? If so, what demos have taken place?

· The State declines to answer this question, however, if a Vendor would like to give a demonstration to the State then one may be scheduled after the RFI is concluded.
