About this file
This is a Vendor Affidavit regarding the Use of Coercion for Labor and Services required by Hillsborough County Public Schools in connection with the Hood Cleaning Services procurement for Student Nutrition Services. The affidavit is mandated under Section 787.06(13) of the Florida Statutes and must be completed by an authorized officer or representative of any nongovernmental contractor executing, renewing, or extending a contract with the school district. The contractor must certify under penalty of perjury that the company does not engage in human trafficking or labor coercion, including practices such as using or threatening physical force, unlawful restraint or confinement, exploitative debt-based labor schemes, document confiscation, financial threats, fraud, deceit, or controlled substance provision for exploitation purposes. The affidavit requires the authorized signatory to provide their name, title, and signature date, confirming the accuracy and truthfulness of the certification.
This affidavit is a mandatory compliance document required as part of the bid submission process for the Hood Cleaning Services contract. All prospective vendors must complete and submit this affidavit alongside other required certifications, including Non-Collusion, Foreign Country Contracting Prohibitions, Drug-Free Workplace Certification, and additional Human Trafficking Prevention documents. The affidavit does not involve pricing, set-asides, or funding information but serves as a critical due diligence and compliance verification mechanism to ensure contractors meet Florida statutory requirements regarding ethical labor practices and the prevention of human trafficking in state and local government contracting.
