About this file
This is a Building Automation System (BAS) proposal submitted by Mid-Atlantic Controls Corporation (MACC), a general contractor, for the VCU Cabell Library Special Collections Renovation project located in Richmond, Virginia. The proposal outlines comprehensive BAS installation and integration services for the fourth-floor renovation, including the replacement of obsolete Distech LON controllers with new Distech BACnet MS/TP controllers, integration into the existing Tridium Niagara Jaces system, and commissioning of direct digital controls. The scope encompasses controller replacement for one AHU-4A unit, one hydronic chilled water system, twelve existing VAV controllers, and eleven fan-powered box controllers. The proposal was submitted on September 22, 2026, with a bid validity period of 90 days. The bid price is $112,375.67 and includes progress billing, submittals, operation and maintenance manuals, engineered control drawings, as-built drawings, system graphics, installation, startup, checkout, and a one-year parts and labor warranty.
The proposal explicitly excludes instrumentation not listed in the scope, removal of ceiling materials, performance and payment bonds (with a notation that 3% should be added if required), Davis-Bacon wages, and after-hours labor. MACC notes that certain installation tasks, including valve installation and therm-o-well installation, are to be performed by other contractors. The proposal does not indicate any set-asides or special contracting provisions. No addendums were received at the time of submission.
