1.1 SCOPE OF WORK

The objective of this solicitation is to obtain additional convenient parking for VA patients and relieve overcrowded parking on the KC VA Medical Center campus. With the increase of staffing and growth of the patient population, the campus has struggled to provide adequate parking. There is inadequate property available for additional surface parking due to the topography of the site. Numerous construction projects have also decreased the availability of parking spaces. To relive the congestion, the KC VA Medical Center has taken several steps in a long term effort to accommodate both patients and staff. Additional parking is under construction at a nearby facility (Honor Annex) to move fleet vehicles off the main campus. Additional staff and patient overflow parking currently leased from an adjacent, privately owned church property directly south of the main campus and serviced by the KC VAMC shuttle system. The addition of structured parking, as solicited in this design/build request for proposal, will significantly improve inpatient parking and provide better access to care for our veterans.

Many of the VA’s patients have mobility issues and this project will decrease the travel distance for arriving patients as well as provided additional covered parking during inclement weather. The proposed facility will consist of parking garage and associated site improvements, complete and adequate for assignment as 589-CA3-370 Inpatient Parking Garage.

1.1.1 Minimum Requirements

Requirements stated in this RFP are minimums; design and construction shall meet or exceed the requirements. The design and technical criteria contained and cited in this RFP establish minimum standards for design and construction quality. Innovative, creative, and life cycle cost effective solutions which meet or exceed these requirements are encouraged.

1.1.2 Project Description

This project shall consist of the design and construction of a 323 space parking garage (589-CA3- 370 Inpatient Parking Garage) complete with required utilities, storm drainage, communications, electric, HVAC, fire protection/alarm systems, IDS, force protection measures, paving, walks, curbs, parking, access roads, exterior lighting, site improvements, grading and landscaping on Government-owned land at the Kansas City VA Medical Center, 4801 E Linwood Blvd, Kansas City, MO 64128 .

1.1.3 Options, Betterments and Exceptions

Also included in the RFP are options described at 1.9 below. All voluntary betterments and project exceptions should be clearly described in the offeror’s proposal and will be weighed in determining a best value offering

1.2 DESIGN OBJECTIVES

1.2.1 Applicable Criteria

Applicable design and construction criteria references are listed in this Statement of Work and in the Basis of Design Technical Specifications. Criteria shall be taken from the most current

references as of the date of issue of the RFP, unless noted otherwise. Referenced codes and standards are minimum acceptable criteria.

1.2.1.2 Referenced Documents

This RFP and its referenced documents define the necessary criteria to plan and design the parking facility. Functional space requirements, including general lighting, communications, power, tempered air requirements, and finishes, are contained in the Veterans Administration Technical Information Library (http://www.cfm.va.gov/TIL/) which also provides general criteria and guidance for the design of Veterans Administration facilities. Typical functional space layouts and inventories are provided in the RFP Basis of Design Drawings; Contractor’s designers shall adapt these to the final floor plans.

1.2.1.3 Source Selection

Where manufacturer or vendor names are called out, the intention is generally to provide guidance on desired quality and features for the system or material. Unless the manufacturer or vendor is identified as “sole-source,” or with similar language, the Contractor may provide the equivalent or better system or material of another vendor or manufacturer.

1.2.1.4 Project Units

The project shall be designed and constructed using English (inch-pound) units of measurement.

1.2.2 Primary Consideration

The primary consideration of this solicitation is to obtain a 323 space parking garage within funds available, and to maximize design quality. Offerors are encouraged to review the RFP to familiarize themselves with all RFP requirements.

1.2.3 Design Quality

Design quality is achieved through the optimization of interior planning, integration of the building[s] with the site, sustainability, selection of building materials and systems for low-cost

maintenance and operation, and an overall balance of esthetics and functionality. The Veterans Administration encourages a project design of award-winning caliber.

1.2.4 Design Freedom

Requirements stated in this RFP are minimums. Innovative, creative, or cost-saving proposals, which meet or exceed these requirements are encouraged, and will be considered more favorably.

1.2.4.1 Basis of Design

The project basis of design was developed by the KC VA Medical Center, and an A/E design team; this conceptual design is accepted by the Government.

1.2.4.2 Basis of Design Documents

The Basis of Design Drawings, this Statement of Work, and the Basis of Design Technical Specifications, along with the other information and requirements in this RFP, serve as requirements for Contractor building design and construction completion, along with other code, regulatory and professional practice requirements. The extent of development of these RFP documents in no way relieves the successful offeror from responsibility for completing the design, construction documentation, and construction of the facility in conformance with Applicable Criteria and codes.

1.2.4.3 Contractor Design Responsibility

The Basis of Design illustrates desired general arrangements, orientation, and adjacencies, and provides an exterior image which is acceptable to the Government – it is not intended to dictate the final layout and image for the project. The Contractor’s designers shall develop and refine the conceptual site and building design in their completion of the design and construction documents. Such development shall be consistent with the criteria and acceptable to the Government.

1.2.4.3.1 Aesthetic Integration

Design building(s) to enhance or complement the visual environment of the campus or neighborhood. The design shall reflect a human scale, and primary entrances shall be architecturally designed for easy visibility. Exterior materials, roof forms, and detailing shall be compatible with surrounding development and adjacent buildings, and shall follow established architectural themes. Exterior colors shall conform to KC VA Medical Center Design Standards. Use architectural elements to reflect human scale, break up building massing and roof lines, and add visual interest; such as stringcourses, reveals, corbels/cornices to produce shadow lines, stone or pre-cast sills and similar elements, inserts, detailing, etc.

1.2.4.3.2 Project Design Development

The Contractor shall accommodate minor site and building plan changes by the Government in the early stages of the design process, as a normal part of the design development process. The Contractor may adjust spaces, within the overall and specific functional area guidelines, as required to accommodate structural layout, and as necessary to provide adequate space for mechanical, electrical and communication spaces. The mechanical and

electrical spaces must provide adequate space to safely and efficiently accommodate equipment operation and maintenance. The spatial relationships and adjacencies in the RFP drawings, however, must be maintained, unless the Contractor recommends changes to the Government, and the Government accepts such changes. The Contractor shall provide rational for any changes and identify proposed changes as project betterment or as exception to the project criteria.

1.2.4.3.3 Exterior Design

The Contractor shall develop and refine the exterior image and esthetics of the building as part of the design development process. The Contractor shall utilize materials, detailing, fenestration, lighting and ornamentation to develop a high-quality exterior image for the facility.

1.2.4.3.4 Material Selection

The Contractor’s architect shall select the final palette of colors and materials for building interior and exterior to produce a pleasing appearance, coordinated throughout.

1.2.5 Installation Design Guidance

1.2.5.1 KC VA Medical Center Master Plan

The KC VA Medical Center Master Plan provides comprehensive documentation of the existing conditions of natural, man-made, and human resources. It also guides future land-use development. Design of this project shall incorporate the design guidance and criteria contained in the KC VA Medical Center Master Plan.

1.2.5.2 Other Campus Construction

Numerous projects are under construction on the KC VA Medical Center Campus and other planned projects may be initiated before notice to proceed of the Inpatient Parking Garage. Contractor should be aware of these plans and projects and coordinate their proposal to minimize impact of Medical Center functions and maintain access to care for patients.

1.2.6 Energy and Resources Conserving Features

Public Laws 102-486 and 109-58, Executive Order 13423, and Federal Regulations 10 CFR 435, require federal buildings to be designed and constructed to reduce energy consumption in a life- cycle, cost-effective manner using renewable energy sources when economical. Products designed to conserve energy and resources by controlling the amounts of consumed energy or by operating at increased efficiencies should be considered. Minimum requirements for this project are listed in this Statement of Work.

1.2.6.1 Energy Conservation

Energy conservation techniques shall be considered as they relate to site design, site engineering, building design, and building engineering. Techniques which conserve energy, improve functionality, and can be justified by life cycle cost analysis as cost-

effective are encouraged. Integration of energy conservation systems with the building design (lighting, structure, mechanical systems, and esthetics) is essential to facilitate functionality and maximum energy savings. If an alternative energy generation method is proposed for use as the project's primary energy source, documentation shall be submitted to the Contracting Officer, verifying the system’s reliability, life-cycle cost effectiveness, and ability to meet the project’s peak demand.

1.2.7 Sustainable Design

LEED-NC 2.2 is the Government’s current criteria for sustainable design. The project shall be designed and constructed in accordance with LEED guidance. See also Part 14 of this Section and Section 01 81 13. This project will not be certified as a LEED project, but be designed and constructed as a LEED principled project.

1.2.8 Antiterrorism and Force Protection Considerations

Project design and construction shall comply with the Department of Defense Antiterrorism (AT) Standards for Buildings, UFC 4-010-01, and other AT criteria listed in Part 2 of this Statement of Work. The site and building basis of design has been developed in general accordance with AT requirements. Applicable levels of protection in Table B-1 of UFC 4-010-01 are acceptable.

Contractor shall continue to coordinate AT design with the Government throughout design and construction.

1.2.8.1 Occupancy

The Inpatient Parking Garage is a Low-Occupancy Building

1.3 CONTRACTOR RESPONSIBILITY

1.3.1 Comprehensive Project Delivery

The Contractor shall provide all labor, materials, equipment, supplies, permits, fees, and consultant services to design and construct this parking garage complex. The complex shall be a complete and usable facility, meeting the requirements of this RFP. The Contractor shall develop a complete site, building and structural design package.

1.3.2 Government Project Responsibility

For purposes of clarification, this RFP identifies parts of the Project for which some responsibility is borne by the Government. The responsibility for some work items addressed elsewhere in the RFP is brought to the Contractor’s attention in the following table. If not identified as Government-furnished in the table below, or elsewhere, all work required by the RFP is the responsibility of the Contractor.

1.4 SURVEY AND GEOTECHNICAL INFORMATION

1.4.1 Site Survey

A survey was performed by a licensed surveyor and is provided in these documents. The Contractor shall, at its own expense, obtain any additional information required to provide a complete and useable design. Do not contact the surveyor during the preparation of proposals for the solicitation.

1.4.2 Subsurface Investigation

A preliminary Subsurface Characterization report has been performed by a professional engineer, and is provided in Attachment A to this Statement of Work. Do not contact the engineer during the preparation of proposals for the solicitation. The Contractor shall perform its own geotechnical investigation to establish soil characteristics for site earthwork, foundation, paving and cathodic protection design and construction.

1.5 RFP BASIS OF DESIGN DRAWINGS

Basis of design drawings are included as a part of this RFP providing information and criteria for the Contractor’s completion of the design. The basis of design drawings are provided in both PDF and DWG format and may be utilized by the contractor for preparation of their design. The Contractor assumes liability for use of information contained in these documents.

1.6 SPECIFICATIONS

1.6.1 Basis of Design Technical Specifications

Basis of Design Technical Specifications are provided in PDF and DOC format. They shall be utilized as design and submittal criteria, and minimum standards for the corresponding construction work, and shall be met or exceeded unless Contractor obtains specific Government approval for proposed reductions. Basis of design specifications shall not be considered complete and suitable for final construction specifications. Contractor’s designers shall expand the specifications to provide comprehensive, three-part, CSI-format Specifications and shall edit the Specifications to indicate actual products to be used in the construction. Final specifications shall include as a minimum, a description of the technical requirements, criteria for determining whether the criteria are met, and quality control requirements and procedures. The standards referenced in the outline specifications establish minimum requirements for the final construction specifications. The Contractor assumes liability for use of information contained in these documents.

1.6.2 Additional Specifications

All Basis of Design Technical Specification sections provided in this RFP may not be required for this project, and designers shall provide additional Specification Sections or items if necessitated by their final design or RFP requirements.

1.6.3 Contractor Design Responsibility

Some Basis of Design Technical Specification Sections are more detailed and extensive than the majority; these represent the Government’s required specification approach to this project.

Contractor’s designers must still take complete responsibility for the design and specification of the project, and shall satisfy themselves that these Sections are complete and suitable for the final

design. Most of the basis of design specification sections are adapted from typical Veterans Administration Technical Information Library Master Construction Specifications (PG-18-1) and reflect KC VA Medical Center approved approaches and products. The basis of design specification requirements shall be used as the basis for selection of construction materials, products, and systems.

1.6.4 Basis of Design Document Conflicts

In case of conflicts between the project-specific requirements in Section 01 02 00.00 48 or 01 03

00.00 48, and the requirements in the Basis of Design Technical Specifications, project-specific requirements of Section 01 02 00.00 48 or 01 03 00.00 48 governs. This is true for all Basis of Design Technical Specification Sections, including the more extensive and detailed Sections.

1.6.5 Additional Specification Requirements

Contractor’s final specifications may be developed from Veterans Administration Technical Information Library Master Construction Specifications (PG-18-1), UFGS, one of the industry prototype specifications (such as MasterSpec), or Contractor’s designers’ company specification system. Use of UFGS is not required.

1.7 SITE

1.7.1 Existing Site

The site is described on the RFP basis of design drawings included as part of this solicitation. This proposed site is currently occupied by 102 staff surface parking consisting of 8 motorcycle parking spaces, 2 accessible parking spaces and 92 standard parking spaces. These spaces will be demolished for construction of the Inpatient Parking Garage. Motorcycle parking will not be replaced within the new Inpatient Parking Garage. The loss of the 94 car parking spaces will be used in calculating the net additional parking of the proposed Inpatient Parking Garage and used in determining Best Value. If the Contractor’s proposal affects other existing parking spaces, this should be clearly noted in the proposal and included in the gross and net parking calculations.

The area north of this surface parking lot is a landscape area which includes a small metal canopy used by staff as a break area. This area is not used in basis of design drawings, but is considered as part of the constructible site. The metal pavilion may be relocated within the construction limits. To the east of the proposed Inpatient Parking Garage is Building 15 also referred to as Freedom Tower and houses VA research staff and laboratories. The Contractor should note the utilities and systems on the west side of Building 15 and ensure that these remain in operation both during and after construction. Access must be provided to these utilities for maintenance. To the south of the proposed site is a sloping landscape area and Building 6. Building 6 houses the campus facilities and M&O operations. The landscape area is considered part of the constructible area, however the windows of Building 6 must be maintained and adequate offset distances maintained for code and fire protection of existing Building 6. Access to and egress from both Building 6 and Building 15 must be maintained during all phases of construction. To the west of the proposed site is the main access drive through the campus. This drive will be maintained in the final design and allow for public and emergency traffic.

Site work includes all design and construction of site features described in the RFP, including but not limited to, site planning, clearing, grading, erosion control, site drainage, utility systems,

pavements, pedestrian and vehicular circulation systems, signage, site lighting, physical security measures, fencing, and site furnishings.

1.7.2 Special Utilities and Supplementary Construction

Temporary construction power and utilities will be provided from existing KC VA Medical Center infrastructure. The Contractor’s plan must be approved by contracting officer and project manager.

1.7.3 Demolition Considerations and Requirements

Use of ground penetrating radar is required for utility location prior to construction. Results of this survey should be incorporated into the design documents and submitted to the Government for review prior to construction.

1.7.4 Environmental Considerations and Mitigation Requirements Should any suspected hazardous materials be encountered during site investigations or construction, the Contractor shall immediately stop work in the affected area, notify the Contracting Officer, and await Contracting Officer’s direction before proceeding with additional work in the area.

1.7.4.1 Radon

The site has been identified as being in an area where average indoor radon concentration is likely to exceed 2 picoCuries per liter. The Contractor shall incorporate Passive Barriers plus the underfloor and vent stack provisions for a Sub-slab Suction System with a Passive Suction Stack into the design and construction of the building. At the completion of construction, and prior to occupancy, the Contractor shall perform radon testing to verify indoor radon concentration. If the testing shows level above the EPA action level, the Contractor shall install the fan required to create an Active Suction Stack. Design and construction shall comply with the requirements of UFC 3-490-04A, Design: Indoor Radon Prevention and Mitigation.

1.7.4.2 Mold

Mold Prevention. Buildings must be designed and constructed to maintain space humidity at reasonable levels.

1.7.4.3 Asbestos Containing Materials

The site has not been inspected for ACM. Prior to any building demolition, the Contractor shall perform a thorough demolition-level asbestos inspection in accordance with applicable Federal, State, and local regulations. The goal of the inspection is to identify ACM, including that which may be located inside walls, above ceilings, under floors, and other inaccessible areas. The inspection shall be conducted by an accredited asbestos building inspector. Any ACM identified as a result of this inspection shall be treated as a changed condition.

1.7.4.4 Lead Exposure

The Contractor shall comply with the requirements of OSHA 29 CFR 1926.62 - Lead Exposure in Construction during building and structure demolition. The hazardous waste

criterion for lead wastes is established under the federal Resource Conservation and Recovery Act (RCRA), Subtitle C, as 5.0 mg/L measured with the Toxicity Characteristic Leaching Procedure (TCLP). In addition, the crushing or recycling of materials with LBP is strictly prohibited.

1.7.5 Site Development Constraints

The KC VA Medical Center is located on Federal property. No local or state level zoning or building permits are required. KC VA Medical Center Facilities Department acts as the governing code authority and permitting agency.

1.7.6 Contractor’s Use of the Site

Except for utility service provider access and observation and oversight by the Government, the Contractor shall have complete use of the site within final limits of construction to be recommended by the Contractor and approved by the Government. The General Contractor is responsible for assuring that all subcontractors working on the project and their employees also comply with these regulations.

1.7.6.1 Security Procedures

Prime Contractor is responsible for all Non-VA personnel whether employed directly by the Prime Contractor or a sub-contractor hired to perform work on project 589-370, Construct Patient Parking Garage. a. All personnel hired to perform work on the project 589-370 will be scheduled by the Prime Contractor with the VA Project Manager in groups no larger than 15, for Safety and Infection Control Orientation.

1.7.6.2 Workforce Scheduling

Submit workforce schedules 3 weeks in advance of need for their performance of work at the VA Medical Center. Lead-time is necessary for an adequate interval for background check, Safety Training, and Badging. Contract personnel shall not enter the KC VA Medical Center property or project site or perform work at the medical center without an appropriate badge issued by the VA. Badges must be displayed at all times.

1.7.6.3 Inspection

Contract personnel may be subject to inspection of their personal effects when entering or leaving the project site.

1.7.6.4 Notice

For working outside the “regular hours” as defined in the contract, the Prime Contractor shall give 3-day notice to the Contracting Officer and Project Manager, to make security arrangements for the employees. This notice is separate from any notices required for utility shutdown described later in this section.

1.7.6.5 Photography Prohibited

No photography of VA premises is allowed without written permission of the Contracting Officer and the Project Manager.

1.7.6.6 National Emergency

VA reserves the right to close down or shut down the project site and order Prime Contractor and Contract Personnel off the premises in the event of a national emergency. The Prime Contractor and Contract Personnel may return to the site only with the written approval of the Contracting Officer.

1.7.7 Verification of Conditions

The Contractor shall field verify existing conditions prior to beginning work. The Contractor and the designers of record shall be responsible for investigating all differing site conditions, discrepancies, and field related issues that are encountered during the design and construction process. The designers of record shall be responsible for providing guidance to the Contractor for the resolution of all such issues. The Contractor shall provide notice to the Government of any such issues prior to proceeding and with sufficient time to avoid cost or schedule impacts.

1.7.8 Verification of Utilities

The Contractor and the designers of record shall be responsible for verifying the condition, location, and capacity for all utilities necessary for the project. The Contractor and designers of record shall further verify that all utilities will meet the requirements of this project.

1.7.9 Regulatory Compliance

The Contractor shall assure that the site development complies with all applicable local, State and Federal regulations.

1.8 FUNCTIONAL AND AREA REQUIREMENTS

1.8.1 Gross Building Area

The building designs shall provide building gross areas as indicated below. The building gross floor areas may not increase or decrease in size without Government approval, except for minor deviations necessary to accommodate building systems. Gross building area shall be calculated in accordance with TI 800-01, Chapter 5, Section 1.c. The minimum gross area of the buildings is a minimum requirement of this RFP.

1.8.1.1 Inpatient Parking Garage

The building gross area shall be between 29,235 SF and 32,159 SF.

1.8.2 Room Supplemental Requirements

Individual spaces shall meet the functional and environmental requirements based on UFC 4-171- 05 paragraph listed in the Room by Room Supplemental Requirements table below, as well as any applicable code requirements and additional requirements noted in this Section.

1.8.2.1 Target Areas

The areas shown in the “Target Area” column of the table typically allow minor variation. It is acceptable for the actual clear area of any space to vary from the values in the table by plus or minus 5%, except as noted below or in the Room by Room Supplemental Requirements. If space sizes are varied, functionality and furniture requirements shall be maintained. Building gross minimum areas described in Paragraph 1.8.1 remain applicable.

1.8.2.1.1 Standard Parking

Typical standard parking spaces shall have a minimum with of 9 feet and minimum depth of 18 feet.

1.8.2.1.2 Accessible Parking

Accessible parking stalls shall have a minimum width of 9 feet and a minimum depth of 18 feet with an accessible adjacent area of 5 feet wide and the length of the parking space on both sides for entering the vehicle.

1.8.2.1.3 Accessible Van Parking

Van parking stalls shall have a minimum with of 11 feet and a minimum depth of 18 feet with an accessible adjacent area of 5 feet wide and the length of the parking space on both sides for entering the vehicle.

1.8.3 Room Requirements

Project requirements not covered by UFC 4-171-05 for individual areas or rooms are described in the “Additional Requirements” column in the following table and elsewhere in this RFP.

1.9 OPTIONS AND BETTERMENTS

1.9.1 Options

The Government has identified Option Items that they wish included in the project if available funds allow. The Option Items are identified in the RFP, listed individually on the Bidding Schedule, and described briefly below.

1.9.1.1 Option A – Covered Pedestrian Walkway.

1.9.1.1.1 Option A.1

As an option the contractor should provide a covered pedestrian walkway to connect the Inpatient Parking Garage to existing Building 15. The exclusion of the covered walkway from the scope of work should not affect accessible pathways.

1.9.1.1.2 Option A.2

As an option, the contractor should provide a covered pedestrian walkway to connect the Inpatient Parking Garage to the future OEF/OIF main entrance. The exclusion of the covered walkway from the scope of work should not affect accessible pathways.

1.9.1.2 Option B – Suicide Mitigation Measures

As an option, the contractor should provide screening, fencing or barriers to prevent suicide by jumping from levels of the parking deck. Design of the barriers should inhibit climbing. The Inpatient Parking Garage should be designed to allow for future installation of screening if the Government elects not to install this feature as part of this RFP.

1.9.2 Betterments

Betterments are features, materials or systems that exceed the requirements of this RFP. The Contractor is encouraged to provide betterments to the design, while staying within the Project cost limitations. Such betterments may be Contractor suggested, or respond to Government desires listed below. The offeror shall provide sufficient information on proposed betterments for the Government to determine quality and quantity.

1.9.2.1 Additional Parking

As betterment, in the contractor may propose additional structured parking spaces above the minimum required net and gross spaces required. A total project cost per structured parking space will be used in best value evaluation.

1.9.2.2 Surface Parking

As betterment, the contractor may propose additional surface parking spaces within the constructible area of the project above the minimum required net and gross spaces required. A total project cost per net additional parking space will be used in best value evaluation.

1.9.2.3 Future Expansion

As betterment, the contractor may propose options for future expansion of the structured parking beyond the minimum required spaces established in the RFP.

1.9.2.4 Motorcycle Parking

As betterment, the contractor may propose additional motorcycle parking spaces for those lost in demolition. These will not be used in the total project cost per parking space.

1.9.2.5 Access Control

As betterment, the contractor may propose a garage access control system. The garage is to be used exclusively for patient parking. No staff or visitors will be allowed access to the garage. To facilitate control of access and reduce policing and staffing of the facility, the Contractor may propose an entry system to be used with VA Patient ID cards.

1.9.2.6 Medical Transport

As betterment, the contractor may propose one or more elevators capable of accommodating a stretcher for medical transport from the garage to the main building.

1.9.2.7 Contractor Offered Betterments

The Contractor may propose additional betterments determined to add value to the project and remain within the project budget limitations.

1.10 USER BACKGROUND INFORMATION

1.10.1 User Population

This facility is designed to service the VA Patient population.

1.10.1.1 Mobility

A high percentage of the VA Patient population has mobility issues. Consider travel distance, wheel chair and mobility assistance scooter travel paths in the siting and planning of the building.

1.10.1.2 Staffing

The garage facility will not be staffed by a parking attendant.

1.10.1.3 Security

The garage will be patrolled and surveilled by KC VA Campus Police.

1.10.1.4 Employees

The parking garage will not be accessible or used by KC VA Medical Center Staff.

1.10.1.5 Hours of Operation

The parking garage will be available to the VA Patient Population 24 hours a day.

14, acceptable criteria. Administrative, contractual, and procedural features of the contract shall be as described in other sections of the RFP. Sources for criteria documents are listed below.

2.1.1 Specific Requirements

In order for a facility to be occupied by Veterans Administration personnel and the public, the design and construction must meet specific requirements. The Government’s primary guidance on fire protection is Department of Veterans Affairs Fire Protection Design Manual for construction of Veterans Administration real property ( http://www.cfm.va.gov/til/dManual/dmFire.pdf ).

Improvements shall comply with Department of Veterans Affairs Fire Protection Design Manual, and shall comply with the specific applicable requirements of IBC, NFPA 101, and other commercial codes and standards that are referenced in Fire Protection Design Manual. The Contractor shall complete a Fire Protection/Life Safety Code Submittal for the project to demonstrate compliance. See Attachment G to this Statement of Work for Government format.

2.1.2 Referenced Standards

Design and construction of KC VA Medical Center real property improvements shall also comply with the requirements of this document and with the current edition of the industry and Federal Government standards listed in this RFP. Where is Department of Veterans Affairs Fire Protection Design Manual or any other Federal Government standard refers to other Federal Government standards not listed in this RFP, the standards not listed in this RFP do not apply

2.1.3 State and Local Agencies

State and local code and regulatory agencies do not have jurisdiction over Federal Government construction on KC VA Medical Center Federal property. However, the Veterans Administration wishes to comply with State and local codes and regulations, and the Contractor remains responsible for such compliance. Therefore, design and construction of on KC VA Medical Center real property improvements shall also comply with all current and applicable State and local codes, and with all other applicable laws and regulations governing development, design and construction at the site. If certain of such requirements appear particularly onerous, or hamper required functionality of the project, the Contractor may recommend the Government waive the requirement or implement a lesser requirement. The Government’s acceptance of such recommendations is not assured.

2.1.4 Conflict Precedence

Where any of the applicable requirements conflict, the most stringent shall govern. In no case shall building code, fire protection and life safety requirements be reduced below those required in is Department of Veterans Affairs Fire Protection Design Manual and this RFP.

2.1.5 International Mechanical Code

The requirements of the International Mechanical Code (IMC) shall apply except as follows. Where conflicts exist between the IMC and the requirements of this document, this document shall govern. Where the IMC references the ICC Electrical Code, the NEC National Electrical Code shall be the applicable code. Where the IMC references the International Fuel Gas Code, the NFPA 54 National Fuel Gas Code shall be the applicable code. Where the IMC references the International Fire Code, the National Fire Codes published by the National Fire Protection Association (NFPA) shall be the applicable code. Buildings shall be the applicable reference. The requirements of ASHRAE Standard 62.1 Ventilation for Acceptable Indoor Air Quality shall be used in lieu of the ventilation requirement contained in the IMC.

2.1.6 Primary Criteria

The primary criteria and guidance for detailed design of KC VA Medical Center facilities is Design Manuals PG-18-10 (Design Manual or DM) and VA Parking and Design Manual & Demand Model (http://www.cfm.va.gov/til/dManual.asp ). The Contractor shall follow the guidance of the DM in developing the project design, unless this RFP directs otherwise. For the purposes of this RFP, when the word “should” is used in the DM, it indicates a mandatory requirement for this project. When the DM references Government criteria documents not referenced in this RFP, those criteria do not apply to this project.

2.1.7 Accessibility

Design and construction must comply with Architectural Barriers Act Accessibility Standard (ABAAS) for Federal Facilities (PG-18-13) and VA Barrier Free Design Standard, whichever is most stringent.

2.1.8 Clean Water and Clean Air Act

Design and construction shall comply with applicable Federal laws and regulations, such as EPA Clean Water and Clean Air Act and OSHA requirements.
