About this file
This design narrative describes the scope of work for a Department of Veterans Affairs project to provide a new primary electrical feed to Building 1 at the Thomas E. Creek VA Medical Center in Amarillo, Texas. The project involves designing and installing a new electrical service from the main switchgear to supply Building 1, including a new automatic transfer switch for generator power. It will also replace aging electrical equipment in Building 1, modernize the distribution voltage, and make the building electrically independent by removing its connections to Buildings 4, 7, and 8. The design will fully evaluate electrical loads and demands to size the new infrastructure accordingly. Minor architectural modifications and no structural changes are anticipated. The cost estimate for the base project is $2,329,006.

GENERAL INFORMATION
1.1 PROJECT DESCRIPTION
A. CB Design Group, in collaboration with its consulting engineers, is providing professional services and documentation for schematic design, design development and construction documents for the
Thomas E. Creek VAMC Primary Electrical Feed to Building 1 (504-21-120) project at the
VAMC Amarillo (Amarillo, TX). Design for new electrical service to Building 1 and interior electrical modernization of Building 1 that can safely and efficiently handle the building’s foreseeable electrical demand and consumption. New electrical service to Building 1 and associated interior electrical distribution shall be designed and sized to meet VA and NEC standards. Evaluation of new infrastructure for design and construction shall include, but is not limited to, the following:
Verifying electrical demand and consumption requirements for all of Building 1 to include all existing electrical loads and the new AHU tower planned for future construction.
A new electrical service from the main switchgear to supply Building 1. Disconnecting electrical service from Building 4 to Building 1.
• A new ATS for generator power to Building 1.
• New panels, transformers, switches, conduit, wiring, etc. associated with the new electrical service inside Building 1. This includes all emergency panelboards and transformers in electrical room 1163. The panelboards are the old Westinghouse panelboards and CBs are very expensive and are not HACR rated. The equipment appears to be original and needs to be replaced. In room 1127 there are several old transformers that step down 480V to 120/240 3 phase. T.E.C. VAMC desires a uniform voltage in Building 1, instead of 120/208 3 Phase in parts of the building and 120/240 3 Phase in other parts.
• Removal of all panels, transformers, switches, conduit, wiring, etc. associated with demolition of the old electrical service inside Building 1.
• Removing any power to Building 7 from Building 1 and finding another source for this power. New generator power will be brought from Building 20 to Building 7 and an automatic transfer switch will be installed in Building 7. The UPS circuit from Building 1 to Building 7 will be removed and a new UPS will be installed in Building 7. Building 7 needs to be self-sufficient in all electrical aspects.
• Removing any power to Building 8 from Building 1 and finding another source for this power. Building 8 needs to be self-sufficient in all electrical aspects.
• This project will impact the entire building and shall be completed without adversely affecting hospital operations.
B. Submissions shall comply with the AE submission instruction for Minor and NRM Construction programs Program Guide PG-18-15, volume C, with respect to Schematic Design, Design
Development and Construction Documents.
1.2 DESIGN GENERAL SCOPE
A. CB Design Group has reviewed the requirements of this phase of work and has prepared 100% concept design narrative for review and approval by the West Texas VACHS in accordance with
Supplement B, Statement of work.

SITE DEVELOPMENT
3.1 SITE DEVELOPMENT EVALUATION
A. Analysis of Site:
1. The project site will be minimally impacted by the project. Trenching between Building #35 and building #7 will be necessary to run necessary and will partially occur on parking lot D parallel to N. Edman rd. (Alternate #1).
2. Trenching between Building #1 and Building #4 will be necessary to install the new 480V service feeds duct bank.
Section 4.0
ARCHITECTURAL
4.1 BUILDING EXTERIOR EVALUATION
1. Modifications to the building exterior is only expected to include closing a few of the windows on the first floor where they are within 10’-0” from the new transformer locations. This will involve demolition of existing windows and filling the window spaces using similar material as the existing adjacent construction. Windows openings in the interior side of Building #1
Physical Therapy room (#1115) will be infilled with metal studs and drywall and painted to match adjacent walls finishes.
4.2 BUILDING INTERIOR EVALUATION
1. Minor modifications will be required in the existing electrical rooms to accommodate new electrical service equipment. New finishes will be provided Patch and repair will be minimum but required and will match the finish on the existing walls.
Section 5.0

c. As an Additive Alternate, the service Building 7 will be provided with an automatic transfer switch and generator circuit from Building 20.
d. The existing UPS circuit from Building 1 to Building 7 will be removed and a new 30 KVA UPS will be installed in Building 7 and be connected to the existing
UPS panel in Building 7.
3. Building 8
a. Building 8 service is fed from a 480 volt, 3 phase circuit from Building 1. This circuit feeds an exterior dry type 150KVA transformer. This existing circuit from
Building 1 and transformer will be removed.
b. The new medium voltage circuit feeding Building 7 will be extended from the loop feed transformer and used to feed a new 13.2KV-208/120V, 150 KVA pad mounted transformer near Building 8. The secondary will be used to re-feed the existing Building 8 panels.

APPENDIX A1
QUALITY ASSURANCE / QUALITY CONTROL
PLAN
A1.1 QUALITY ASSURANCE / QUALITY CONTROL
OVERVIEW
The Construction Specifications Institute (CSI) defines quality assurance (QA) during design as “the procedures for guarding against defects before and during the execution of the work.” Quality Control
(QC) during design is defined by CSI as “the procedures for evaluating completed activities and elements of the design for conformance with requirements.” CB Design follows basic principles we have developed over many years of practicing architecture.
Do It Right the First Time
• Quality is achieved not by merely finding mistakes and correcting them, but by refining the process over time to prevent mistakes from happening in the first place. Our Quality Control committee meets regularly to discuss issues, procedures and guidelines to improve our process.
Never Make the Same Mistake Twice
• Before drawings are released, we use checklists composed of issues that have been addressed and resolved on similar projects. At the project kick off we gather your lessons learned and integrate them into our QA/QC checklist, so we don’t repeat mistakes of pervious teams.
Two Heads Are Better Than One
• At the completion of each phase of the work, the drawings and specifications are reviewed by our Design Review Committee. A fresh set of eye can uncover issues which need further clarification.
Execution
• All team members do internal QA/QC checks before sending their drawings and specifications to CBDG for overall coordination and final QC check.
• CBDG maintains and adds to a QC Manual that is shared between team members. This has been developed over our many years of experience.
QUALITY ASSURANCE
QA starts with hiring qualified staff and continually training staff to be current with the latest design and construction technologies. For project specific QA, the first step is to review and understand the owner’s program and seek clarification on any ambiguities.
Other QA processes include:
• Assigning a Project Manager/Architect throughout the lifecycle of the project
• Reviewing codes
• Reviewing regulatory agency regulations, ordinances, standards
• Reviewing owner’s design guidelines
• Participating in regular coordination and progress meetings
• Reviewing owner provided information
• Reviewing consultant provided information
• Teaming with qualified consultants
QUALITY CONTROL
CB Design implements several quality processes at each phase of the design that fall within the area of
QC, including:
• Principal level involvement throughout each phase of the project
• Reviewing cost estimates to ensure project design aligns with budget
• Internal reviews of design and design documents
• Code plan reviews by each discipline lead
• Using AIA Document D200 – Project Checklist
• Using project specific checklist based on owner’s requirements (Supplement B to SF 252)
