A minimum of two relevant past performance references for similar projects completed within the last two years is required; prior Federal Government work experience will be considered in the evaluation. Contractors must also provide a project schedule with their proposal, as the Government seeks completion as soon as possible following contract award. The evaluation priority order is: (1) Experience, past performance, and technical proposal; (2) Schedule; and (3) Price.

Site) located at 600 East High Street, Carlisle, PA : Drilling and Related Activities Instructions to Offerors and Evaluation Criteria
1. INSTRUCTIONS TO OFFERORS - SUBMISSION OF QUOTES:
Vendors are required to meet all solicitation requirements in addition to those identified as evaluation factors.
Failure to meet a requirement may result in a vendor submission being ineligible for award.
Questions shall be submitted by 1:00 PM EST on August 26, 2026.
Quotes shall be submitted by 3:00 PM EST on August 31, 2026.

In addition to price, the schedule and technical factors below will be used to determine best value. Technical Factors and schedule are more important than price:
2. PRICE
The Government anticipates that a purchase order will be issued as a result of this Request for Quote. The vendor shall propose sufficient detail to meet the requirements of the Statement of Work (SOW). The Government will evaluate the past performance record of the proposed vendor for this requirement. The vendor shall submit relevant work experience in the following areas including past performance and relevance to the current SOW.
3. Evaluation of Offers - Evaluation and Basis of Award:
This resulting order will be awarded to the vendor that can provide the services that represent the best value to the Government. Best Value includes possessing the required certifications to complete the requirement. The Government will make award to the responsible vendor whose submission conforms with the solicitation terms and conditions and represents the “Best Value” to the Government. Therefore, award may be made to other than the lowest priced offer.
Comparative Evaluation: The Government may perform a comparative evaluation (comparing offers to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation
The Contractor’s written proposal of no more than two (2) pages in length (excluding resumes/licenses/experience) shall include evidence of the following qualifications:
RIVER/WATER DRILLING and SEDIMENT SAMPLING EXPERIENCE, PAST PERFORMANCE and TECHNICAL PROPOSAL (Technical Factor): The Contractor is required to be a Delaware certified/licensed driller with previous drilling and test pit sampling experience. The Contractor shall provide proof of the certification/license and a resume of the individual(s) that will be conducting the work. They should provide a brief write up of how they plan to perform the tasks in the SOW, how many people they plan to have on-site for each task and what equipment they plan to use to perform the work.
The Contractor shall provide at a minimum two relevant references/past performance reports for similar projects conducted within the last two years. If the Contractor has performed work in the past for the Federal Government, that performance will be considered when determining the capability to perform the work.
SCHEDULE: The Contractor shall provide a schedule for their work and submit it with their proposal. The government would like this work to be completed as soon as possible after contract award.
The award to the Contractor shall be evaluated in terms of and in order of priority:
1. Experience, past performance and technical proposal
2. Schedule
3. Price
