The Contractor must prepare and submit a Work Plan within 10 business days of the kickoff meeting (due 5 business days post-award), obtain all required well construction permits from the State of Delaware, submit Call-Before-You-Dig notification tickets 2 business days prior to drilling, and submit well completion reports within 30 days of well construction. All work must comply with Federal, State, and local requirements and Volpe Standard Operating Procedures, with the Contractor responsible for permit fees and equipment security. The period of performance extends from contract award through January 31, 2027, with work hours Monday through Friday, 8:00 a.m. to 4:30 p.m., and all travel costs to be included in pricing. Phase II Environmental Site Assessment Fort DuPont Parade Ground, Delaware City, Delaware
STATEMENT OF WORK
1.0 INTRODUCTION
Under an Interagency Agreement, the U.S. Department of Transportation John A. Volpe National Transportation Systems Center (Volpe Center) is providing support to the U.S. Environmental Protection Agency (EPA) Targeted Brownfields Assessments (TBA) Program. As part of this effort, a Phase II Environmental Site Assessment (ESA) that includes a requirement for the advancement of soil borings and the construction of groundwater monitoring wells at the Fort DuPont Parade Ground (the Site) located at 260 Old Elm Ave, Delaware City, Delaware.
2.0 BACKGROUND
The objective of this Phase II ESA investigation is to determine if known contamination stemming from former military operations at the Fort DuPont property has impacted soil or groundwater at the Parade Ground (OU-9). Samples of soil and groundwater obtained through the advancement of soil borings and the installation of groundwater monitoring wells will be collected to assess any impacts from potential contaminants of concern.
The Site is composed of portions of two tax parcels totaling 18.7 acres. The Site is located within Delaware City’s Historic Preservation and Redevelopment District and is an operable unit (OU-
9) within a larger investigation being conducted across the greater Fort DuPont property. Most of the Site is an open, grassy field that served as a parade ground for the former military fort.
Structures at the site include the three-story Commanding Officer’s Quarters building with a small parking area and driveway, an open-air pavilion, a flagpole, and sidewalks along the Site perimeter. The area surrounding the Site is bounded by the Delaware River, Delaware City Branch Canal, and the Chesapeake and Delaware Canal. Wells installed at other OUs near the Site identify groundwater depth to be 2 to 5 feet below the ground surface (ft. bgs) and generally flows west towards the Delaware City Branch Canal. A pumphouse located to the east of the Site has a stormwater outfall that runs beneath the Site and may locally influence groundwater flow patterns. A review of the Natural Resources Conservation Service National Cooperative Soil Survey shows that the soil located at the Site consists of urban land complexes classified as moderately-well to well drained and primarily consist of loams and sands.
The Site location and the boundaries of the investigation are included in the Field Sampling Plan, provided as Attachment 1.
3.0 TASKS TO BE PERFORMED
The Contractor must be a Delaware licensed driller and shall conduct all work in accordance with Federal, State and local requirements as well as applicable Volpe Standard Operating Procedures
(SOPs, see Attachment 2). Please provide the DE license when providing a quote for this work.
Where inconsistencies exist, the Contractor shall follow the most stringent requirement. A schedule for these tasks is provided in Section 4. The Contractor is responsible for security for staged equipment, if applicable.
3.1 Work Plan
The Contractor shall attend a kickoff meeting with Volpe Center representatives within five (5) business days of the contract award. During the meeting, Contractor tasks and schedules will be discussed. Prior to the meeting, the contractor shall thoroughly review any Government-furnished information provided to them.
Within ten (10) business days of the kickoff meeting, the Contractor shall submit the following in writing to the Volpe Center as part of a brief Work Plan:
1. A description of Contractor’s approach to the tasks as outlined in the following subsections, including the personnel, machinery, and other equipment that is planned to be used.
2. A proposed schedule of the remaining Contractor tasks as outlined in the following subsections.
3. A description of any required permits and well completion reports needed to perform the work. The Contractor shall be responsible for preparing and obtaining those permits and reports. Volpe anticipates that a well construction permit and well completion reports for review and approval by the State of Delaware will be required for this work. Copies of the permits shall be submitted to the Volpe Center prior to the start of Site work. If no permits are required, justification for this should be cited.
4. A copy of the license of the well driller to be in direct on-site supervision of well construction.
5. Site Safety and Health Plan, which shall include personnel health and safety precautions to be followed and a Risk Management Plan that identifies major risks and hazards the site and discusses ways to minimize these risks.
The Volpe Center will review the Work Plan within five (5) business days of receipt and submit any necessary revisions before approving. If revisions are needed, a revised Work Plan should be returned to the Volpe Center within five (5 business days) of receiving comments.
3.2 Utility Clearance
The Contractor shall notify Call-Before-You-Dig (811) services in sufficient time before the commencement of soil boring activities. The Contractor shall follow all applicable laws and requirements to complete this notification. A copy of the notification ticket shall be submitted to the Volpe Center prior to beginning the following tasks.
In addition to Call-Before-You-Dig notification, the Contractor shall utilize ground penetrating radar and electromagnetic technologies (or equivalent equipment) to verify Call-Before-You-Dig markings and to complete a private utility locate to clear each proposed boring location. If obstructions are present that require a proposed boring to be moved, the Volpe Center will work with the Contractor to identify and clear an alternate location.
3.3 Soil Boring Advancement
The Contractor shall advance soil borings at 10 locations with 2-inch cores to a depth of 10 ft. bgs or 5 ft. below the water table (whichever is deeper) unless refusal is encountered at a shallower depth. If refusal that is not believed to be bedrock is encountered, a second attempt will be made to advance an offset boring. Additionally, if insufficient sampling material volume is recovered from a boring, an additional offset boring may be required. The borings will be drilled in accordance with Volpe SOP-010 Direct Push Technique Drilling (Attachment 2).
As soil borings are advanced, the Contractor shall lay soil sleeves out for logging, volatile screening, and sampling by Volpe personnel.
Completed borings shall be backfilled by the Contractor to surface grade using remaining drill cuttings from that borehole and additional clean sand or similar material as needed. Any drill cuttings determined by the Volpe Center to be grossly contaminated will not be placed back into the boring; they will placed into drums as described in Task 3.5.
Since soil borings are anticipated to intersect the water table, prior to monitoring well construction, the Contractor shall prepare and submit any required well construction permits for review and approval by the State of Delaware in accordance with the Delaware Regulations Governing the Construction and Use of Wells (7 DE Admin. Code 7301). The Contractor is responsible for any permit fees. Following soil boring activities, the Contractor shall prepare and submit any required well completion reports for review and approval by the State of Delaware within the required timeframes.
The locations of the proposed soil borings are shown in Figure 3 of the Field Sampling Plan (Attachment 1).
3.4 Groundwater Monitoring Well Construction
The Contractor shall construct four groundwater monitoring wells at the locations shown in Figure 3 of the Field Sampling Plan (Attachment 1). The monitoring wells shall be constructed in accordance with the Delaware Regulations Governing the Construction and Use of Wells (7 DE Admin. Code 7301) and Volpe SOP-013 Monitoring Well and Piezometer Installation.
Prior to monitoring well construction, the Contractor shall prepare and submit any required well construction permits for review and approval by the State of Delaware. The Contractor is responsible for any permit fees.
At each location, a six-inch diameter boring shall be advanced to a depth of at least 5 feet below the water table. Monitoring wells shall be 2 inches in diameter and constructed of schedule 40 polyvinyl chloride (PVC). The wells shall include a 10-foot well screen with 0.010 inch slots set 5 ft. above and 5 ft. below the water table, as practical. Based on nearby investigations, the top of the water table is anticipated to be encountered between 1 to 3 ft. bgs. A PVC riser above the well screen shall extend approximately 3 feet above grade. The annular space around the well shall be filled with gravel pack up to two feet above the top of the well screen, if practical. A bentonite seal approximately 2 feet thick shall be placed above the filter pack. A grout seal shall be placed to fill the annular space above the bentonite. A six-inch steel or aluminum locking stick-up well protector will be placed over the riser.
Following monitoring well construction, the Contractor shall prepare and submit any required well completion reports for review and approval by the State of Delaware within the required timeframes.
3.5 Drums for Investigation-Derived Waste
The Contractor shall provide five (5) 55-gallon steel drums at the start of drilling activities for Volpe to use for containerizing investigation-derived waste such as purge water or grossly contaminated soil.
The Contractor will not be responsible for handling or disposing these drums. The Volpe Center will conduct any further characterization and disposal of the drums as needed.
4.0 SCHEDULE
The Contractor shall prepare a schedule for completing the above-described tasks in this SOW and shall include it with their technical proposal. The period of performance for this effort shall be from date of award to January 31, 2027. Approximate work hours are from 8:00 a.m. to 4:30 p.m.
Monday through Friday. There is to be no work on the weekends, Government holidays, or outside of set work hours unless approved and coordinated with the Volpe Center COR. Schedule delays or impacts stemming from inclement or extreme weather will be evaluated as needed.
5.0 DELIVERABLES
The Contractor shall prepare the following required deliverables in the quantities described in Table 1 below:

6.0 TRAVEL
Contractor travel may be required in execution of contract tasks. All travel costs shall be built in and included in the pricing of line items for which travel may be required and in total fixed price amount.
7.0 PROJECT COORDINATION AND SITE ACCESS
The Contractor shall coordinate all activities and access through the COR & the alt point of contact.
Contact with facility personnel and the property manager shall be coordinated through the COR with assistance from the Volpe site support team.
