Summary of Standard Operation Procedures

This document comprises two Standard Operation Procedures (SOPs) from the U.S. Department of Transportation Volpe Center detailing technical drilling and monitoring well installation procedures.

SOP 010 – Direct Push Technique Drilling (No. 010, Ver. 1.0, Date: 01/09/23) addresses procedures for sampling subsurface soil using direct push technology at depths below 50 feet. The SOP describes the equipment required (personal protective equipment, sampling/analysis plans, field notebooks, photoionization detectors, cameras, tape measures, and polyethylene sheeting), definitions of key terms (below ground surface, catcher/retainer, drill string, extension rods, impact head, push depth, and sampler), and detailed procedural steps. Procedures include mobilization and equipment inspection, document review for sampling investigations, site access coordination, PPE requirements, borehole location documentation with photographs, drilling equipment inspection with contractor-supplied materials, installation of safety cones and barriers, soil core receipt and maintenance with proper labeling and chain of custody, equipment decontamination, and handling of drill cuttings and excess sample material as investigation-derived waste per applicable SOPs. Quality assurance and control responsibilities are assigned to Volpe field staff to ensure all SOP steps are correctly performed.

SOP 013 – Monitoring Well and Piezometer Installation (No. 013, Ver. 1.0, Date: 01/09/23) prescribes procedures for installing permanent groundwater monitoring wells and piezometers to collect groundwater samples and measure elevations. The SOP defines ten key terms including annular space, bentonite seal, casing, filter pack, grout, monitoring well, piezometer, standpipe cover, surface-mount, and tremie. Equipment requirements include PPE, HASP, SAP, well installation materials (piping, screens, casings), weighted tape measures, water level indicators, well screens, tremie pipes, filter pack materials, bentonite, grout, standpipe covers, concrete, expandable plugs, padlocks, identification labels, cameras, and GPS coordinate collection devices. Procedures encompass obtaining necessary permits and licenses, document review, equipment inspection, PPE requirements, confirmation of underground utility locations, drilling subcontractor mobilization, borehole depth verification, well construction per proposed specifications, filter pack installation, bentonite/cement grouting, and final well casing configuration with protective coverings. Quality assurance requires contractor inspection of drilling equipment and materials prior to work commencement, with Volpe representatives ensuring compliance with SOP procedures and design specifications.
