BAA Appendix J Questions & Answer
4.1 FIRES/SCALABLE EFFECTS WEAPONS
4.1.1 Improved Effectiveness of Fragmentation Weapons
Question 1. Who or what are the targets?
Answer 1. The target is expected to be personnel wearing winter clothing and helmets, standing, prone, foxhole.
Question 2. What is the required level of destruction?
Answer 2. Lethal area is defined as 1.5 fragments per square meter with fragment penetration of 10-12 inches of 10% tissue stimulant.
Question 3. What delivery system(s) is required, e.g. shot gun, rifle, grenade launcher, other?
Answer 3. M320 40mm Grenade Launcher, M203 Grenade Launcher.
4.1.2 Payload
Question 1. Is there a UUV currently being fielded for SOCOM warfighters that is considered to be the platform of choice for the required payload?
Answer 1. There is no currently fielded UUV to support Maritime Disablement Operations (MDO). A UUV, however, has been under development for several years. Although the payload bay is fairly small (1.1 cubic feet in volume with dimensions of 12 ½” diameter and 18” long), should the proposed payload provide an effective MDO capability, accommodations in so far as bay size would be considered.
Question 2. Can you please define if the UUV is utilized as an offensive strike platform or intercept?
Answer 2. It is envisioned that the UUV would intercept a target vessel and deliver a payload to enable Maritime Disablement Operations (MDO). We welcome all suggestions as to payload and are not wedded to any specific MDO technique.
Question 3. Is any additional information available about the Payload Development?
Answer 3. Yes, but specific questions must be asked in order to provide succinct and meaningful answers.
Question 4. Are bidders required to develop realistic CONOPS and method of employment of their proposed systems as part of this process?
Answer 4. No specific CONOPS is required to answer the BAA. However, it would be difficult to evaluate a proposed technical solution without envisioning how it would be employed.
4.3 Protection
Question 1. Vehicle and/or personnel?
Answer 1. We are interested in both vehicle and personnel protection, with an emphasis on personnel.
Question 2. What threats?
Answer2. Threats are listed in the BAA Appendix J.
Question 3. What weight/areal density, e.g. wt. per unit area or total weight?
Answer 3. We specifically did not list weights as we want the topics to be broad. We want materials that are as lightweight as possible.
Question 4. Flat or conformal?
Answer 4. Flat is fine at first, but the technology would need to eventually accommodate some slight curvature (e.g. SPEAR or SAPI plates).
Question 5. Stealth or Embedded Sensors?
Answer 5. None
