About this file
This is a manufacturer statement submitted by the University of Southern Mississippi School of Ocean Science & Engineering regarding a proposed sole source purchase of SeaSonde antenna repair services. The document, dated July 20, 2026, is a letter from CODAR Ocean Sensors, Ltd., the manufacturer of SeaSonde oceanographic high-frequency radar systems, confirming the technical requirements and compatibility specifications necessary for repair and replacement of antenna components. The statement supports the university's intent to procure repair services exclusively from CODAR, as detailed in CODAR Quote ID RMA2645-Q1. The procurement notice indicates that comments and objections will be received in accordance with Section 31-7-13(C) of the Mississippi Code until 8:00 a.m. on the specified deadline, with the RFx number listed as 3150006944.
CODAR Ocean Sensors, Ltd., a USA-based company founded in 1986, manufactures all SeaSonde system hardware and software exclusively in the United States. The manufacturer asserts that replacement antennas must be constructed and tuned identically to original CODAR-supplied components to maintain system integrity, ensure accurate automated monitoring and diagnostics functions, and prevent potential damage to electronics. Any non-compatible antenna substitution would render diagnostic measurements unreliable and compromise the radar system's automated diagnostic capabilities. The sole source justification establishes that only CODAR Ocean Sensors, Ltd., located in Mountain View, California, can provide guaranteed compatible repair services and replacement parts meeting these technical and operational requirements.

Manufacturer Statement on SeaSonde® Sole Source and Compatibility of System Hardware & Software
To Whom it May Concern:
CODAR Ocean Sensors, Ltd. (CODAR) is a USA-based company founded in 1986 focused on high frequency (HF) radar technology for oceanographic applications. All of the SeaSonde oceanographic HF radar system hardware and software are designed, manufactured, distributed, serviced and supported in the United States, exclusively by CODAR Ocean Sensors, Ltd.
The SeaSonde Combined Transmit-Receive Antenna (or separated SeaSonde Transmit Antenna and Receive Antenna pair) supplied as part of each SeaSonde Radar Unit is specially designed to be compatible with SeaSonde electronics and automated diagnostic software. Replacement and use of any other transmit and/or receive antenna that is not constructed and tuned identical to that supplied by CODAR Ocean Sensors will produce different measured values in automated monitoring and diagnostics functions that render those measurements useless in the course of ongoing system monitoring and maintenance. This would also impair the integrity of the radar system and remove its capability for automated diagnostics, and may even cause damage to the electronics.
It is therefore important for the SeaSonde Radar Unit system integrity that any required replacement part be guaranteed compatible which can only be purchased from CODAR Ocean Sensors, Ltd.
The CODAR repair services and replacement parts offered in CODAR Quote ID: RMA2645-Q1 meet these requirements.
