About this file

This is a Scope of Work document from the Tennessee Department of Transportation (TDOT) for a statewide used motor oil recycling program. TDOT is soliciting bids to establish a five-year agreement with a single contractor for the removal, transport, and recycling of used motor oil from 23 TDOT facility locations organized across four regional service areas. The total procurement volume is approximately 148,000 gallons, with individual facility storage tanks ranging from 500 to 5,000 gallons. Contractors must respond to pickup requests within five business days of notification and complete collection when tanks reach at least 80% capacity. The bid period opens November 12, 2025, at 2:00 PM CST and closes December 12, 2025, at 2:00 PM CST, with proposals submitted through the EDISON Supplier Portal. Services are to be delivered to Property Services Management in Nashville with a final due date of December 15, 2025. The contract will be structured as a five-year agreement with potential for a 180-day extension at the state's discretion.

Contractors must submit all-inclusive per-gallon pricing for each of the four regions, with no additional charges permitted beyond labor, equipment, transportation, trip charges, and fees. Pricing submitted at bid shall become the contract rate upon award and remain firm for 365 days, with any subsequent adjustments requiring verifiable documentation. Contractors must possess and maintain a valid Used Oil Management Permit, EPA ID number for hazardous waste transportation, Tennessee Department of Environment and Conservation hazardous waste certification, valid certificate of insurance naming the State of Tennessee as additional insured, and state transporting permits. Contractors may reject oil contaminated with more than 10% water or halogens exceeding specified limits, with TDOT arranging alternative disposal of rejected materials. The solicitation does not specify set-aside designations, incumbent vendors, or explicit budget ranges, though contractors must comply with state procurement regulations, non-discrimination policies, and the Iran Divestment Act, and disclose any debarment history, fraud convictions, or terminated public contracts within the past three years.
