The contractor will be responsible for the removal, transport, and recycling of used motor oil in compliance with all applicable federal, state, and local regulations. TDOT facilities are organized across four regions with a combined total of 23 pickup locations, ranging from 500-gallon to 5,000-gallon storage tanks. The contractor must respond to pickup notifications and complete collections within five business days of notification. The contract term is five years, with pricing submitted in response to the solicitation becoming the contract rate upon award.

The contractor must submit all-inclusive pricing on a per-gallon basis with separate rates for each of the four regions, covering all associated costs including labor, equipment, transportation, trip charges, and fees with no additional charges permitted. Key contractor responsibilities include maintaining required oil permits, valid insurance certificates, state transporting permits, and compliance with EPA regulations. The contractor may reject oil containing more than 10 percent water or halogens exceeding specified thresholds, with full responsibility for verifying oil condition at pickup. TDOT representatives must be present during service to verify all quantities, and completed manifest documents must be provided at each pickup site. The contractor must provide and maintain all necessary personnel, equipment, and facilities to perform services, including adequate resources to respond to contingencies or service disruptions.
