About this file
This is a Questions and Answers clarification document issued by the US District Court for Puerto Rico on August 3, 2026, addressing vendor inquiries related to RFQ USDCPR 26731.
The clarifications address submission requirements, current and planned audiovisual systems, cabling and infrastructure responsibilities, and equipment specifications. Vendors are permitted to submit responses electronically only, without requiring hard copies. The Court currently uses DCR recording software and plans to transition to JVR. Regarding infrastructure, the Court will handle decommissioning of old cabling and e-waste disposal through its existing providers. All structured cabling will be replaced and must be certified for use. The Court will provide equipment lists, network information including switches, VLAN configuration, fiber infrastructure, and network ports required for the AVoIP system; contractors should not include these items in their proposals. For power locations, the Court notes that electrical drawings may be difficult to obtain and considers them non-essential. Regarding user interface and control systems, the Court will provide its GUI design to ensure consistency across all courtrooms, but contractors have the option to build new Crestron code or build upon the Court's existing code, with the latter potentially offering greater efficiency.

US DISTRICT COURT- PR
RFQ USDCPR 26731
CLARIFICATION #2- AUGUST 3, 2026
QUESTIONS FROM VENDOR/ ANSWER USDC-PR
1. Can we confirm that RFP responses must be delivered via hard copy in addition to electronic copy, or will electronic copy suffice?
Electronic will be fine.
2. Which recording software/solution does the Court’s currently use?
DCR for the moment, planning to move to JVR
3. Can we confirm that the previous cabling that is required to be decommissioned is that shown in the drawing package document C. USDCPR -26731 Drawings Hato Rey?
Don’t worry about decommission, we will take care of that.
4. For any cabling that is to be reused, can the Court confirm that existing structured cabling shown on the drawings has been tested and certified for reuse, or should contractors include replacement of any cabling found to be unsuitable?
All cables are being replace and they need to be certified
5. Can the Court provide a list of existing equipment that is intended to remain in service versus equipment that is to be removed as part of this project (including displays, cameras, DSPs, amplifiers, network switches, and control processors)? I.e., is everything listed as GFE staying?
That is in the equipment list provided in RFQ
6. Once courtrooms are decommissioned and old hardware removed, will the vendor be responsible for e-waste or does the Court have an existing provider?
We have our provider.
7. Is the Court able provide a set of architect drawings that show existing power locations?
I will have to find the electrical drawings for each courtroom, it might take some time, but I don’t see this relevant.
8. Will all required network switches, VLAN configuration, fiber infrastructure, and network ports required for the AVoIP system be provided by the Court, or should they be included in the Contractor's proposal?
We will provide all information in regards of network.
9. Would the courts be willing to accept a new UI and Crestron code or do we need to integrate and modify the existing code?
We will give you our design of the GUI so all courtrooms follow the same pattern, but you can build your own code or build on ours which it will make the job easier that start from new.
