About this file

This document is a Specification for Unplanned Drydock Repairs for the USCGC SPAR (WLB-225B), a 225-foot Coast Guard cutter.

The specification details comprehensive repair and maintenance work to be performed at a commercial contractor's facility during fiscal year 2026. The vessel is a B-class buoy tender with diesel propulsion featuring two Caterpillar 3608 main engines producing 3,100 BHP each, a controllable pitch propeller system, and associated auxiliary systems. The work encompasses ten primary work items spanning fire prevention requirements, major inspections and repairs of the propulsion system components, drydocking operations, and sea trials support. Critical work items include Fire Prevention Requirements in Drydock; OD Box Major Inspection and Repair; Controllable Pitch Propeller System Maintenance; Controllable Pitch Propeller Hub General Maintenance with Enhanced Awareness Level; Propeller Blade Removal and Installation; Drydocking; Temporary Services; Propulsion Shaft Seals Mechanical Overhaul and Inflatable Renewal; Towing Services; and Sea Trial Performance Support.

The specification invokes multiple Surface Forces Logistics Center Standard Specifications covering general requirements, welding and allied processes, fire prevention and response, ship structure preservation, and drydocking operations. The contractor must provide qualified technical representatives certified by the original equipment manufacturers (Rolls Royce for the controllable pitch propeller system and Bird-Johnson Company), perform work in accordance with referenced Coast Guard technical publications and drawings, comply with occupational safety standards for shipyard employment, and maintain rigorous environmental protection measures. Government-furnished property includes overhaul kits, seals, valves, washers, o-rings, lifting devices, and miscellaneous components with an estimated combined value exceeding $89,000. The specification requires comprehensive quality assurance inspections for preservation work, critical inspection reports for propeller and shaft seal work to be completed within the first 25 percent of the contract period, submission of condition found reports for all major inspections, and demonstration of satisfactory post-repair operational testing and sea trial performance.

18 (Rev-0)

WARNING!

Ensure the OD Box is properly supported at all times and the weight of the OD Box is never held by the oil tubes or extension tube. Improper dismounting practices has been theorized to contribute to oil tube damage and potential catastrophic failure.

3.2.2 Disassemble the OD Box under the OEM Tech Reps guidance and per Section 6-7.2 “OD Box

Disassembly” of CG Tech Pub 3524, Section 245.

3.2.3 Clean and inspect all wear parts for damage. Submit CFR with any negative findings. Use new low-lint cleaning cloths, conforming to Commercial Item Description (CID) A-A-59323 Type II, to clean external surfaces of oil and residue.

3.2.3.1 Perform the 12 QA check points at end of this specification.

3.2.4 Rotary Seal mating surface. The two end rotary seal’s sealing/mating surface must be polished to

20 micro inches surface finish or better. To clarify lip seals being discussed are depicted as PC#4 in attached Figure 2, “Drain Port Modifications”. They are Item N-2-4-24 in the GFE Overhaul Kit.

NOTE

Recently when a new OD box was introduced leakage occurred during operational testing from these end lip seals. During investigation, it was discovered the surface finish being too rough of sealing surfaces was the cause, polishing the surfaces cured the leakage.

3.2.5 Verify that the Drain Port Modification has been completed.

3.2.5.1 Rolls Royce has developed a new drain port design that drills 1/8” holes in the OD Box to relieve back pressure on seals.

3.2.5.2 Enclosed Figure 2 “Drain Port Modifications” illustrates the location of new holes.

1. To remove the coupling. Unbolt the MRG to Main Propulsion Shaft coupling and disconnect CPP oil tubes and remove shaft or slide/drift shat aft to allow necessary room for coupling removal. The Main

Propulsion Shaft actions are not detailed in this coupling procedure and are found elsewhere.

2. Prepare coupling for removal. Remove #38 retainer plate. In its place obtain/fabricate a temporary bearing plate. Ensure the CPP oil tubes inside the LS shaft are safely retracted inside the hollow shaft and will not be damaged. Ensure rigging is proper to support weight as well as allow coupling’s axial movement. Coupling’s weight is approximately 894lbs.

NOTE

Do not lift the coupling with steel cables or chains fed through the coupling flange bolt holes as this will damage the surface finish and result in a poor fit of the flange bolts for reassembly.

ILLUSTRATION 1, Coupling Components

3. Install at least four (4) 1.25” DIA SAE Grade 5 Threaded rod symmetrically around the coupling, tying the coupling to a properly sized strongback. Bolt holes are 2.5” DIA so larger threaded rod may be used. Detail 22-E of CG DWG 225B WLB 243-1 best illustrates the subject flange’s bolt hole pattern e.g. bolt circle for strong back matching. Two of the minimum four threaded holes should be in the coupling bolt holes in line with the 2 keys. Place a pneumatic jack (50-ton max) between strong back and the coupling’s temporary bearing plate. A hydraulic jack substitution may be requested by Contractor with reasoning included for USCG consideration and potential approval.

Figure 1, Coupling Removal Procedure (Page 1 of 3)

31 (Rev-0)

ILLUSTRATION 2, Coupling Removal Illustration

4. Pull the strongback, jack, and bearing plate tight using threaded rod’s nuts.

WARNING

Following step involves high temperature and heavy weight with and increased risk of injury. Proper personal protection gear for excessive heat and handling of weight should be employed.

5. Quickly heat the coupling (only) to between 300F and 400F. An infrared gun must be used to monitor the temperature. Heating quickly and effectively is necessary so as to raise the temperature of the coupling without raising that of the shaft also. Often a distinct pop will be heard from the coupling as the thermal expansion frees it from the interference. That is normal and another indication coupling has been heated enough to remove. For historic comparison, record KW used, heating time, and maximum temperature achieved. Do not heat the coupling for a longer period of time then necessary, as the shaft will then be sure to heat up.

6. Heating method will be by induction heating coils. An induction heater of approximate 35KW is suitable. The coupling’s OD is approx. 16” dia (for induction heating blanket selection/sizing). Ensure the heater/blanket covers the entire surface of the coupling and has good contact with the coupling surface

(but not overlap onto shafting).

7. To reinstall coupling. Install at least four (4) 1.25” DIA SAE Grade 5 Threaded rod symmetrically around the coupling, using the same holes as capscrews #83 occupied. Ensure threaded rod is fully threaded into hole.

Figure 1, Coupling Removal Procedure (Page 2 of 3)

32 (Rev-0)

33 (Rev-0)

ILLUSTRATION 3, Coupling Installation Illustration

WARNING

Following step involves high temperature and heavy weight with and increased risk of injury. Proper personal protection gear for excessive heat and handling of weight should be employed.

8. Heat coupling to same to between 300F and 425F using same induction heater. An infrared gun must be used to monitor the temperature. Pre-install the threaded rods into the end of LS Shaft Quickly move coupling once heated onto LS shaft with installed keys, install spacer and nuts and quickly advance until coupling bottoms on the shaft’s shoulder. Draw coupling in with nuts on threaded rod as required. With proper coordination and heating of the coupling, it should advance with little resistance and torque on nut

(when/if used to aid advance).

9. Quickly remove spacer and threaded rod, then install #38 retainer plate, with the 6(ea) capscrews to ensure coupling remains tightly butted on shoulder during cool-down period. Once cooled down final torque Item #83 capscrews.

10. Proceed with final assembly of propulsion train shafting following directions and requirements found elsewhere.
