About this file

This is an Evaluation Factors and Basis for Award document for an unplanned drydock repair solicitation for the USCGC SPAR (WLB 206) located in Duluth, Minnesota. The U.S. Coast Guard intends to award one firm-fixed price contract to the responsible quoter offering the best value using a Lowest Price Technically Acceptable (LPTA) evaluation approach. The solicitation closing date is September 18, 2026, at 2:00 p.m. EST, with quotes to be submitted electronically to Derek Lazaroff at Derek.W.Lazaroff2@uscg.mil. The anticipated award date is September 23, 2026, and the period of performance is September 28, 2026, through October 28, 2026. Offerors must request current vessel configuration drawings no later than September 11, 2026, and must be registered with the Joint Certification Program (JCP) to access export-controlled references and specifications; failure to request drawings or provide adequate documentation will render a proposal non-responsive.

Evaluation will be conducted across three factors: (1) Technical Capability, rated acceptable or unacceptable based on meeting specification minimum requirements with supporting documentation including written summaries, certifications (welding, drydock, AMPP Senior Inspector/NACE Level 3 or QP-1), and proof of JCP certification; (2) Price, evaluated for fairness and reasonableness including definite and optional CLINs plus foreseeable costs such as transportation, per diem, and operating costs, with additional cost considerations for vendors located outside 320 nautical miles (368 statute miles) from Duluth, Minnesota; and (3) Past Performance, reviewed through Contractor Performance Assessment Reporting System (CPARS) records or Past Performance Questionnaires from customer references for similar inspection, maintenance, repair, testing, and transportation services completed within the past three to five years, with ratings of "Satisfactory" or higher deemed acceptable. Required submission documents include completed SF1449 form, cost schedule on Excel spreadsheet, small business certifications if applicable, insurance proof, planning documents for out-of-area vendors, SAM UEI and Tax Identification Number, and past performance documentation.

MACKINAW’S primary missions are ice breaking and aids to navigation work on the Great Lakes. Due to the transit time out of St. Lawrence Seaway and down the U.S. East Coast, an availability outside of the Great Lakes will further reduce the number of days away from homeport available for operations. Additionally, physical access to contractor facilities outside of Great Lakes is limited by seasonal openings of the Great Lakes and St. Lawrence Seaway.

2. Foreseeable costs (crew lodging, messing, rental vehicles, fuel, and authorized crew travel in accordance with the Joint Travel Regulations) will be added to the pricing and will be an economic consideration for award.”

Factor 3 - Past Performance

Contractor will provide three (3) awarded completed projects that are listed in CPARS for the Government to review.

In addition, the Government will also review responses to past performance questionnaires only if no record of past performance is available in CPARS.

Past Performance refers to the quality of recent project experience from the customer's perspective. The Offeror shall arrange for the reference customer point of contact for two projects to fill out the Past Performance Questionnaire included with this solicitation. Ensure the reference is clearly marked for the applicable Offeror when submitted. The Government will not release the questionnaire forms to the Offeror at any time, in order for the Government to solicit candid, unbiased responses and comments. These references must be relevant to the work which will be performed in this contract. Relevant work is defined as inspection, maintenance, repair/refit, testing, storage, and transportation services as detailed in the Specification. References must be recent within the past three (3) years.

The Government will evaluate each of the CPARs records provided by the contractor or in lieu of CPARs record, each PPQ submitted by their customer. CPARs or PPQ ratings of “Satisfactory” or higher will be considered acceptable. CPARs or PPQ ratings below “Satisfactory” will be considered unacceptable.

The following adjectival ratings will be assigned to the Past Performance:
