About this file
This is a Questions and Answers document for RFQ 70Z08526QIBCT0065 concerning the USCGC SPAR Underwater Docking (UDD) project.
The document addresses four key questions from contractors regarding shore power infrastructure and connectivity requirements per SFLC Specification 8635. Regarding shore power, the Government clarified that SPAR will supply its own shore ties and determined that an isolation transformer is not necessary, contrary to the specification language and the contractor's previous experience with the USCGC Alder 2016 docking project. For cable configuration, the SPAR has cables with plugs on each end, though these plugs are not removable—a potential issue for contractors needing bare cables to connect to meter sockets. Contractors are encouraged to schedule an on-site visit with CWO Jason Wilson at (210) 701-9864 to verify the exact cable configuration available on the vessel. Question 3 regarding the five internet lines specified in SFLC 8635 was posed but not answered in this document.

Questions and Answers
Q1: The way that I read SFLC Spec 8635 is that Coast Guard will not supply a shore power isolation transformer or shore power cable.
We will not be able to source these items in time if we are required to provide them.
I looked through the specification for the last 225 docking that we did in 2016 for the USCGC Alder and that specification had the same notes that we would not be able to use the vessels shore power cable and that an isolation transformer would not be supplied by the government, but we were able to use the ships cable and the Government did provide the transformer.
Can you please confirm if the Government will be providing the isolation transformer and if we can plan to use the ships shore power cable to go from the ship’s connection to the transformer?
A1: SPAR will supply their own shore ties, and we’ve determined that the isolation transformer isn’t necessary.
Q2: Does the Spar have cables that have plugs on one end and no plugs on the other end? Or are there plugs on each end of the cables?
A2: Plugs on each end, but they are not removable.
Q3: Our IT person is wondering about the 5 internet lines called out in SFLC 8635.
He is wondering if we can just run 1 pair of fiber and give the SPAR 5 ports on a network switch near the dock? Or do we need 5 separate lines?
A3:
Q4: If the plugs are not removable that will be an issue, we will need to have bare cables on the one end to tie into our meter socket.
Our electrician remembers that the Alder had two sets of cables, one set had plugs on each end and one set had plugs on only one end.
Could I send our electrician over to the Spar this morning to confirm exactly what they have onboard?
A4: Yes. You may contact CWO Jason Wilson at (210) 701-9864 to schedule a visit.
