About this file

This is an Asbestos and Lead Survey Report prepared by Advantage Environmental & Safety Services (AESS) for the United States Coast Guard Sector San Diego facility located at 2170 N. Harbor Drive, San Diego, California. The survey was conducted on July 15, 2026, with the report issued on August 3, 2026 (Job No. 26-092). The survey encompassed four buildings: Building D (Berthing Room), Building C (Recreation Room with nursing room and janitor closet), Building C-2 (restrooms), and Building F (Kitchen). AESS collected twenty-nine bulk samples representing eighty-six individual material layers for asbestos analysis via Polarized Light Microscopy (PLM) and eleven bulk samples for lead analysis via flame atomic absorption spectroscopy, all submitted to Schneider Laboratories Global, Inc. for testing.

The survey identified asbestos-containing material (ACM) in three samples: Sample 071526-CGSD-12 (2% Chrysotile asbestos in texture/taping mud/drywall from Building C Main Recreation Room ceiling), Sample 071526-CGSD-22 (2% Chrysotile asbestos in granular material beneath ceramic wall tile in Building C-2 bathroom), and Sample 071526-CGSD-24 (2% Chrysotile asbestos in texture/taping mud/drywall in Building C-2 bathroom). These results exceed the 1% regulatory threshold under 40 CFR Part 61 (NESHAP) and 40 CFR Part 763 (AHERA). Lead was detected in two Building D samples below the federal regulatory threshold for lead-based paint: 39.0 mg/kg (0.0039%) in ceramic floor tile grout/thin-set and 34.9 mg/kg (0.00349%) in beige paint on drywall. AESS recommends that the identified ACM materials be handled by a licensed asbestos abatement contractor prior to disturbance, that personnel handling lead-containing materials follow OSHA Lead in Construction Standard requirements, and that waste from removal of these materials be properly characterized for disposal. The remaining twenty-six asbestos samples and nine lead samples tested negative or below laboratory reporting limits.

1.0 Executive Summary

Advantage Environmental & Safety Services (AESS) was retained to perform an asbestos- and lead-containing materials survey of designated interior areas at the United States Coast Guard (USCG) Sector San Diego facility, located at 2170 N. Harbor Drive, San Diego, California 92101 (the “Site”). The survey was performed on July 15, 2026 by Matt Bailey, Certified Site Surveillance Technician (CSST) and Lead Sampling Technician, of AESS, and consisted of representative bulk sampling of suspect asbestos-containing materials (ACM) and suspect lead-containing building materials within four buildings (Building D, Building C, Building C-2, and Building F) identified on the sample location diagrams provided as Figures 1 through 4 (Section 5.3).

Twenty-nine (29) bulk samples (representing 86 individual material layers) were collected and submitted for

Polarized Light Microscopy (PLM) analysis of asbestos content. Chrysotile asbestos was detected at 2% by visual estimation in three (3) of the twenty-nine samples: Sample 071526-CGSD-12 (texture/taping mud/drywall, Building C, Main Rec Room ceiling), Sample 071526-CGSD-22 (granular material beneath ceramic wall tile, Building C-2, Rm C9/C10 bathroom), and Sample 071526-CGSD-24 (texture/taping mud/drywall, Building C-2, Rm

C13/C14 bathroom). These three results are above the 1% analytical threshold used to define asbestos-containing material under 40 CFR Part 61 (NESHAP) and 40 CFR Part 763 (AHERA); the associated materials are confirmed ACM. No asbestos was detected in the remaining twenty-six samples. Eleven (11) bulk samples were collected and submitted for lead analysis by flame atomic absorption spectroscopy (EPA Method 7000B).

Detectable lead was identified in two (2) of the eleven samples — both in Building D — at concentrations of 39.0 mg/kg (0.0039% by weight, Sample 071526-CGSD-Pb2, ceramic floor tile grout/thin-set) and 34.9 mg/kg

(0.00349% by weight, Sample 071526-CGSD-Pb3, beige paint on drywall), both below the federal regulatory definition of lead-based paint (≥ 0.50% by weight / ≥ 5,000 mg/kg). No lead was detected above the laboratory reporting limit in the remaining nine samples.

A summary of findings and AESS recommendations is provided in Sections 5.0 and 6.0 of this report. Complete laboratory analytical reports, chain-of-custody documentation, and the sample location diagrams (Figures 1–4) are included as Appendices A and B, with applicable personnel certifications provided in Appendix C.

2.0 Introduction and Scope of Work

This report presents the results of a limited asbestos- and lead-containing materials survey conducted by AESS at the request of the United States Coast Guard in connection with planned maintenance, renovation, or abatement-related activities at Sector San Diego. The purpose of the survey was to identify the presence and approximate concentration of asbestos and lead in designated suspect building materials so that appropriate handling, abatement, and disposal procedures can be planned prior to disturbance of those materials.

The scope of work performed by AESS included the following:

• A visual survey of designated interior spaces within Building D (Berthing Room), Building C (Rec Room, including the nursing room and janitor closet), Building C-2 (restrooms serving Rooms C9/C10 and C13/C14), and Building F (Kitchen) to identify homogeneous areas of suspect asbestos-containing and lead-containing materials.

Advantage Environmental & Safety Services | Confidential – Prepared for U.S. Coast Guard | Page 3 of 31

• Collection of twenty-nine (29) representative bulk samples of suspect ACM in general accordance with 40

CFR Part 763 (AHERA) protocols.

• Collection of eleven (11) representative bulk samples of suspect lead-containing materials (paint and ceramic tile/glaze).

• Submission of all samples under chain-of-custody to Schneider Laboratories Global, Inc. (Richmond, Virginia), an accredited analytical laboratory.

• Preparation of sample location diagrams and this summary report of findings.

This survey was limited to the specific materials, locations, and areas identified by AESS field staff and shown on the sample location diagrams in Figures 1–4 (Section 5.3). AESS did not perform a comprehensive, building-wide hazardous materials survey. Refer to Section 7.0, Limitations, for additional information regarding the scope and applicability of this report.

3.0 Site Description

The Site is the USCG Sector San Diego facility located at 2170 N. Harbor Drive, San Diego, California. The areas surveyed include a berthing room (Building D), a recreation room complex including a nursing room and janitor closet (Building C), two restroom groups serving Rooms C9/C10 and C13/C14 (Building C-2), and a kitchen

(Building F), as depicted in the sample location diagrams (Figures 1–4, Section 5.3). Suspect materials sampled included ceramic wall and floor tile with associated setting materials (grout, thin-set, and glue), painted drywall, texture and taping mud/joint compound systems, FRP glue, carpet glue, baseboard and baseboard glue, and glossy brown floor coating over a cementitious substrate.

4.0 Survey Methodology

4.1 Asbestos Sampling and Analysis

Suspect ACM was identified by visual inspection and grouped into homogeneous areas based on material type, color, texture, and apparent date of installation. Representative bulk samples were collected from each homogeneous area using wetting techniques and dedicated sampling tools to minimize fiber release, double-bagged, labeled, and submitted under chain-of-custody to Schneider Laboratories Global, Inc. Samples were analyzed by Polarized Light Microscopy (PLM) in accordance with EPA Method 600/R-93/116 and 40 CFR Part

763, Appendix E, Subpart E. Materials composed of multiple layers (e.g., tile / setting bed / grout, or drywall / joint compound / texture) were analyzed and reported by individual layer.

4.2 Lead Sampling and Analysis

Suspect lead-containing painted surfaces and ceramic tile/glaze were sampled by removing a representative bulk chip or section of material. Samples were submitted under chain-of-custody to Schneider Laboratories Global, Inc. and analyzed for total lead content by flame atomic absorption spectroscopy in accordance with EPA

Method 7000B. Results are reported in milligrams of lead per kilogram of sample (mg/kg, equivalent to parts per million) and as percent lead by dry weight.

5.2 Lead Analytical Results

Eleven bulk samples (Schneider Laboratories Order No. 698176) were submitted for total lead analysis.

Detectable lead was identified in two samples, both in Building D: 071526-CGSD-Pb2 (39.0 mg/kg, 0.0039% by weight; ceramic floor tile grout/thin-set, Berthing Rm NW Wall) and 071526-CGSD-Pb3 (34.9 mg/kg, 0.00349% by weight; beige paint on drywall, Berthing Rm North Wall). Both concentrations are below the current federal regulatory threshold defining lead-based paint (0.50% by weight / 5,000 mg/kg) but confirm the presence of lead in these materials. No lead was detected above the laboratory reporting limit in the remaining nine samples.

Results are summarized in Table 2; the complete laboratory report is included as Appendix B.

6.0 Conclusions and Recommendations

6.1 Asbestos

Chrysotile asbestos was confirmed at 2% by PLM in three of the twenty-nine samples (three of 86 analyzed layers) collected within the areas surveyed: Sample 071526-CGSD-12 (texture/taping mud/drywall, Building C, Main Rec Room ceiling), Sample 071526-CGSD-22 (granular material beneath ceramic wall tile, Building C-2, Rm

C9/C10 bathroom south wall), and Sample 071526-CGSD-24 (texture/taping mud/drywall, Building C-2, Rm

C13/C14 bathroom south wall). These results exceed the 1% analytical threshold defining asbestos-containing material under 40 CFR Part 61 (NESHAP), 40 CFR Part 763 (AHERA), and applicable Cal/OSHA asbestos regulations. AESS recommends the following:

• The texture/taping mud/drywall system at the Building C Main Rec Room ceiling (071526-CGSD-12) and the

Building C-2 Rm C13/C14 bathroom south wall (071526-CGSD-24), and the granular material beneath the ceramic wall tile at the Building C-2 Rm C9/C10 bathroom south wall (071526-CGSD-22), should be presumed to be ACM throughout the associated homogeneous area and handled by a licensed asbestos abatement contractor prior to any activity that would disturb, cut, drill, sand, or otherwise impact these materials.

• Any maintenance, repair, or renovation work planned in the vicinity of these three sample locations should be preceded by notification to the appropriate air quality management district and compliance with applicable NESHAP demolition/renovation notification requirements if the quantity of ACM to be disturbed exceeds regulatory thresholds.

• The remaining twenty-six sampled materials did not contain asbestos above the laboratory reporting limit and are not subject to asbestos-specific handling requirements based on these results.

This finding applies only to the specific materials and locations sampled. Per the note on each sample location diagram (Figures 1–4), any suspect material encountered outside the scope of this survey that is not represented by a collected sample should be presumed to contain asbestos or should be sampled and analyzed prior to disturbance.

6.2 Lead

Detectable lead was confirmed in two materials, both in Building D: ceramic floor tile grout/thin-set at the

Berthing Room NW wall (Sample 071526-CGSD-Pb2, 0.0039% by weight) and beige paint on drywall at the

Berthing Room north wall (Sample 071526-CGSD-Pb3, 0.00349% by weight). Although these concentrations fall below the federal regulatory definition of “lead-based paint,” they confirm lead is present in these materials.

AESS recommends the following:

• Personnel performing demolition, grinding, sanding, cutting, or removal of the ceramic floor tile grout/thin-set and painted drywall at the 071526-CGSD-Pb2 and 071526-CGSD-Pb3 sample locations should be made aware that the material contains lead and should follow applicable OSHA Lead in Construction Standard (29

CFR 1926.62) requirements, including exposure assessment as warranted by the specific task and controls performed.

Advantage Environmental & Safety Services | Confidential – Prepared for U.S. Coast Guard | Page 12 of 31

• Debris and waste generated from removal of these lead-containing materials should be evaluated for appropriate disposal classification (e.g., TCLP or total threshold limit concentration [TTLC] waste characterization) prior to disposal, consistent with California hazardous waste regulations.

• The remaining nine sampled materials (ceramic wall and floor tile and additional painted drywall locations) did not contain lead above the laboratory reporting limit and are not subject to lead-specific handling requirements based on these results.

As with asbestos, any suspect painted or glazed material outside the scope of this survey should be presumed to contain lead or should be sampled prior to disturbance.

7.0 Report Limitations

This report has been prepared for the exclusive use of the United States Coast Guard for the specific Site, scope, and purpose described herein. The findings and conclusions are based on conditions observed and materials sampled at the time of the July 15, 2026 field survey and on the analytical results provided by Schneider

Laboratories Global, Inc. AESS did not sample every material or every location within the facility; materials of similar appearance located in inaccessible or concealed areas were not inspected. Actual conditions may vary from those described in this report, and this report should not be relied upon as a comprehensive, building-wide hazardous materials survey. This report is not intended, and should not be used, as a bidding or specification document for abatement work without further review and, if necessary, additional sampling by AESS.

8.0 Certification
