About this file
This is a Statement of Work (SOW) for the renovation of the Tracy Hall Unaccompanied Personnel Housing Recreation Room at USCG Sector San Diego, Building C, located at 2170 N. Harbor Drive, San Diego, CA 92101. The approximately 1,066 square-foot military barracks recreation room requires comprehensive renovations across three areas: the kitchen, janitorial closet, and bathroom, using standard commercial-grade prefabricated materials and fixtures. The renovation must be completed within 45 calendar days of the Notice to Proceed and during standard work hours of Monday through Friday, 0730 to 1600 hours, excluding federal holidays.
The kitchen scope includes demolition of existing cabinets and island (without disturbing asbestos-containing ceiling materials), installation of approximately 15 linear feet of high-durability wood cabinets, a commercial-grade undercounter ice machine (50-80 lbs daily capacity), a prefabricated commercial kitchen island (6-8 feet), a ductless or wall-vented exhaust fan with no ceiling penetrations, 10-12 lockable metal or laminate storage cubbies, four additional GFI electrical outlets, reinstallation of existing appliances, and a new stainless steel sink and faucet. The janitorial closet requires adjustable wire shelving and installation of a localized plumbing clean-out line for the adjacent bathroom. Bathroom work involves demolition of moisture-damaged drywall and existing vanity, replacement with mold-resistant greenboard and finish work, and installation of a new standard 36-inch prefabricated wood vanity with integrated sink and plumbing connections. A critical constraint prohibits any disturbance of the ceiling drywall system containing 2% Chrysotile asbestos, as identified in the AESS hazard survey (Job No. 26-092). All work must comply with applicable codes including the National Electrical Code, Uniform Plumbing Code, California Building Code, OSHA regulations, and Coast Guard standards. Contractors must submit product data sheets, warranty information, paint and finish samples, and an Activity Hazard Analysis and Accident Prevention Plan prior to commencing work.

3.0 Site Conditions & Hazardous Materials Summary
An Asbestos and Lead Survey was conducted for this facility by Advantage Environmental & Safety Services (AESS), Job No. 26-092, dated August 3, 2026. A copy of this report will be provided to the Contractor. The key findings for Building C (Tracy Hall UPH Rec Room) are as follows:
· Asbestos: Chrysotile asbestos was detected at 2% in Sample 071526-CGSD-12 within the texture/taping mud/drywall system on the Building C Main Rec Room ceiling. This material is classified as Asbestos-Containing Material (ACM). No asbestos was detected in other tested areas of Building C (including the walls, janitor closet, or nursing room floors/walls).
· Lead: No lead was detected above the laboratory reporting limits in Building C.
3.1 No Disturbance of Asbestos-Containing Materials (ACM) Allowed
· The Contractor is strictly prohibited from disturbing, drilling, cutting, sanding, or impacting the ceiling drywall system of Building C (which contains 2% Chrysotile asbestos).
