1.0 Project Details
· Location: USCG Sector San Diego, Building C (Tracy Hall Unaccompanied Personnel Housing), 2170 N. Harbor Drive, San Diego, CA 92101
· Facility Type: Military Barracks Recreation Room (Approx. 1,066 SQFT)
2.0 Background and Objectives
The Coast Guard requires the renovation of the Tracy Hall (Building C) UPH Recreation Room to improve the quality of life, comfort, and utility of the space for active-duty personnel stationed at Sector San Diego. The current space has outdated cabinetry, worn-out furnishings, damaged drywall, and inadequate storage. The objective of this contract is to renovate the kitchen, janitorial closet, and bathroom to a professional, standard commercial-grade finish utilizing cost-effective prefabricated fixtures.
3.0 Site Conditions & Hazardous Materials Summary
An Asbestos and Lead Survey was conducted for this facility by Advantage Environmental & Safety Services (AESS), Job No. 26-092, dated August 3, 2026. A copy of this report will be provided to the Contractor. The key findings for Building C (Tracy Hall UPH Rec Room) are as follows:
· Asbestos: Chrysotile asbestos was detected at 2% in Sample 071526-CGSD-12 within the texture/taping mud/drywall system on the Building C Main Rec Room ceiling. This material is classified as Asbestos-Containing Material (ACM). No asbestos was detected in other tested areas of Building C (including the walls, janitor closet, or nursing room floors/walls).
· Lead: No lead was detected above the laboratory reporting limits in Building C.
3.1 No Disturbance of Asbestos-Containing Materials (ACM) Allowed
· The Contractor is strictly prohibited from disturbing, drilling, cutting, sanding, or impacting the ceiling drywall system of Building C (which contains 2% Chrysotile asbestos).
· All work under this contract must be designed and executed to avoid any contact or interaction with the ceiling ACM drywall. No asbestos abatement is authorized or planned under this contract.
4.0 Scope of Work
The Contractor shall provide all labor, materials, equipment, transportation, and supervision necessary to complete the following renovation tasks using standard, commercial-grade prefabricated materials:
4.1 Rec Room Kitchen Renovations
· Demolition: Demolish and properly dispose of existing kitchen cabinets, countertops, and island. All demolition must be executed without disturbing the ceiling’s ACM. Remove or protect all appliances for reinstall.
· Cabinetry: Purchase and install approximately 15 linear feet of standard, off-the-shelf high-durability wood kitchen cabinets with soft-close hardware. Custom millwork is not authorized. Color/finish choice will be at government discretion and agreed upon before purchase.
· Countertops: Purchase, install, and seal as necessary appropriately sized countertop for new cabinetry. Material preference would be solid surface, granite, or butcher block. Color/finish choice will be at government discretion and agreed upon before purchase. Please provide options and pricing in your proposal
· Ice Machine: Supply and install a commercial-grade undercounter ice machine (approx. 50-80 lbs daily production capacity), tapping into adjacent water supply lines, shutoff valves, and drain connections to minimize structural plumbing alterations.
· Kitchen Island: Procure and install a new standard, prefabricated commercial kitchen island (approx. 6-8 feet) with a durable surface countertop of similar material to cabinet countertops. Custom slab fabrication is not authorized.
· Range Exhaust Fan: Install new ductless or wall-vented exhaust fan (no ceiling penetrations permitted).
· Personal Storage: Install standard, pre-assembled lockable metal or laminate cubbies/lockers (minimum 10-12 units) for residents to store personal kitchen items.
· Electrical Upgrades: Install 4 additional dedicated GFI outlets to support kitchen appliances. To minimize costs and structural impact, the Contractor shall tap into existing adjacent circuits where permitted by the National Electrical Code (NEC), avoiding long-distance conduit home-runs back to the main electrical panel.
· Appliances: Reinstall existing appliances.
4.2 Janitorial Closet
· Shelving: Supply and install standard, off-the-shelf adjustable wire shelving and storage racks for cleaning supplies.
· Drain Clean-Out: Install a localized plumbing clean-out line for the adjacent bathroom/main drain line to facilitate maintenance.
4.4 Bathroom
· Drywall Repair & Vanity Replacement: Demolish mold- or moisture-damaged drywall. Do not disturb suspected asbestos containing materials. Replace with mold-resistant greenboard drywall, tape, mud, sand, texture, and paint to match adjacent surfaces. Demolish existing bathroom vanity; supply and install a new standard, all-in-one prefabricated 36-inch wood vanity with integrated solid surface countertop and sink, commercial faucet, and all new plumbing trim and connections.
