Descriptions/Specifications/Statement of Work

C-1 Statement of Work

1. Background

The Procurement Management Division (PMD) is collaborating with the Program offices to strengthen the knowledge, skills and abilities of employees who are involved in the development of requirements, evaluation of quotes/proposals and management of contractor performance for a broad range of contracts in terms of size, type and complexity. All managers agree that more training is needed to support these activities for this target acquisition workforce.

1.1 Scope

PMD has developed a list of high level competencies for the target acquisition workforce group reference above. The contractor shall map these competencies to recommended training courses for development of em-ployee knowledge in each competency area as well as research and identify the external and internal training sources for the recommended training courses. Recommendations for courses can include open-market com-mercial off-the-shelf (COTS) products and existing judiciary resources including but not limited to Judiciary Online University (JOU), CourtsLearn, judiciary policies, procedures and instructions, and any other recom-mendations for course development when no other sources are reasonable or available. The contractor shall also use this information to draft a training model for acquisition workforce employees to follow that includes strategies for implementation, communication and follow-up.

2. Requirements

2.1 The contractor shall review the attached list of target competencies for judiciary acquisition workforce of employees who are involved in the development of requirements, evaluation of quotes/proposals and manage-ment of contractor performance for a broad range of contracts in terms of size, type and complexity.

(Attachment J-1).

2.2 Based on the review, the contractor shall identify training courses and multiple sources of the recommended training courses to address all target competencies provided by PMD. The resulting deliverable will include course description and URL links to all recommended courses. The contractor shall also review the list of ap-proximately 200 AO employees who make up the target judiciary acquisition workforce and interview staff as needed to determine whether the list is conclusive and without omissions of any staff based on their role in the acquisition process both preaward and post-award.

2.3 The contractor shall then develop a training plan for identified judiciary acquisition workforce that includes employee actions to access recommended training and document training as it is completed. The plan must in-clude implementation steps with draft communication to employees regarding what will become a new judiciary acquisition workforce training model. In addition, the contractor should include a proposed timeline within the implementation plan and propose steps for follow-up to ensure the model is useful and effective when followed by the identified judiciary employees.
