AMENDMENT 0006 TO USCAR140006
The questions and answers follow:
Original Question 11
Page 14; Section C; C.9.0 RF and GPS Key Alerts for Monitoring System; 5th Paragraph and Page 19; Section C; C.11.2.5; 4th Paragraph
Both of these requirements reference the use of telephone for closing alerts or notifying officers of events.
Please clarify if the AOUSC requires the contractor to provide Monitoring Center service, where the vendor’s personnel receives notifications for events, such as tampers, and manages the events by following protocols provided by the AOUSC. We understand the protocols may require the vendor’s personnel to communicate with the defendant/offender and/or supervising officer.
Amendment 0004 revised the answer to this question as follows:
Yes, the AOUSC requires the contractor to provide Monitoring Center service, where the contractor's personnel receives notification for events, such as tampers and manages the events by following notification protocols provided by the AOUSC. The protocols require the monitoring center to notify officers of specific key alerts via an automated text and/or email, and in the event an alert escalates and remains open, a telephone call from a live monitoring center staff member may be required as a form of notification. "Outbound" calls are made to officers only as a form of a key alert notification and shall not be made to participants.
Question – Part 1
Since we are focusing on key alerts which are listed in Paragraph 543.10 in the Guide to Judiciary Policy -would all of these require calls to officers in the event an alert escalates and remains open?
Answer:
No. Calls are only required if the officer has established a protocol by which a call is required in the event an alert escalates and does not close. These protocols can vary from officer to officer, and district to district.
However, calls are not the primary method to notify officers of key alerts.
Question: Part 2
If not all of the key alerts, what specific key alerts may require a call if the escalation remains open.
If it is all or a partial list of the key alerts do you have an estimate on the amount of calls from a live monitoring center staff in a 30 day period?
Answer:
No, this information is not available as the number of participants is constantly changing. Offerors are required to propose on the requirements as stated in the solicitation and amendments.
Question: Part 3
What constitutes an escalation in minutes before we make a live call by monitoring personnel? Does the de-scription in 546, Section B stating "will result in the system sending a second or third alert to a backup officer" need to occur before a live call from our monitoring staff would occur? If that is the case, what is the time frame for that automated escalation to happen before a call?
USCA14R0006 /0006 - Page 2 of 3
Answer:
Key alerts escalate after 30 minutes and should the officer and/or district establish a protocol requiring a call to the officer, it can occur either after the initial alert remains open after 30 minutes, or after the alert escalates twice which would by 60 minutes. Again, officers and districts have discretion as to how they establish alert protocols.
All other terms and conditions remain unchanged.
