AMEND 0004 AMENDMENT 0004 TO USCA14R0006
Question 1
In answer to questions 11, 24, and 42, the agency stated “Manual outbound calls will not be required. However, the monitoring center shall have manpower available 24/7 to troubleshoot technical matters.” The offeror ques-tioned the accuracy of the answers provided regarding outbound calls.
Answer:
Original Question 11
Please clarify if the AOUSC requires the contractor to provide Monitoring Center service, where the vendor’s personnel receives notifications for events, such as tampers, and manages the events by following protocols provided by the AOUSC. We understand the protocols may require the vendor’s personnel to communicate with the defendant/offender and/or supervising officer.
Amended Answer:
Yes, the AOUSC requires the contractor to provide Monitoring Center service, where the contractor's personnel receives notification for events, such as tampers and manages the events by following notification protocols provided by the AOUSC. The protocols require the monitoring center to notify officers of specific key alerts via an automated text and/or email, and in the event an alert escalates and remains open, a telephone call from a live monitoring center staff member may be required as a form of notification. "Outbound" calls are made to officers only as a form of a key alert notification and shall not be made to participants.
This answer applies to original questions 24 and 42 as well.
The following clauses are amended as follows:
C.9.0 RF and GPS Key Alerts for Monitoring System is amended to replace paragraph 4 and add the parenthetical clause (email, text and telephone calls) to paragraph 5. The clause now reads as follows:
To ensure compliance with monitoring restrictions, the contractor shall test for the location of participants at specific locations during prescribed hours. The contractor shall notify the pretrial services/ probation office of any or all of the following system applicable key alerts as specified below. These key alerts shall be generated for all types of technology with the exception of voice verification which will only require notification via email for failed tests. The contractor shall provide the users (officers), through the internet or contractor software with the ability to adjust the amount of time elapsed before a key alert is generated on each key event, but such adjustments shall adhere to the guidelines set forth in The Guide, Volume 8, Part F, Federal Location Monitor-ing Program (Monograph 113)
Key alerts associated with voice verification technology are only required to notify the officer via email that the defendant/offender is not present in the home during a random call or fails a test.
Officers may require immediate notification on key alerts when setting up their alert protocol notification. Of-ficers may require notification sooner than the maximum alert time frames, but may not extend beyond.
Officers shall contact the monitoring center via phone or access internet and/or mobile device to acknowledge and close alerts. Any alert not closed by the officer within the above guidelines will then generate additional
USCA14R0006 /0004 - Page 2 of 3 alerts to his or her designee 24 hours per day/7 days per week (365 days a year). The content of all alerts shall include the name of the participant, nature of the alert, officer’s name, and contact numbers for the participant.
The primary means by which an officer is notified of a key alert shall occur in an automated form as an email and/or text to the assigned officer. Telephonic notifications of key alerts from live monitoring cen-ter staff may be required as a secondary method of notifications in the closed loop protocol, specifically when initial key alerts via text and email are not closed within the escalation process.
All district key alert notification protocols shall be in the form of direct communication (email, text and tele-phone calls) between the monitoring center and the officer’s mobile device. The practice of receiving key alerts via "web monitoring only" is not permitted under this contract.
The contractor shall provide users (probation/pretrial service officers), through the internet or contract- or soft-ware, with the ability to adjust the amount of time that elapses before a key alert is generated on each restric-tion; however, such adjustments shall adhere to the guidelines set forth in The Guide, Volume8, Part F, Federal Location Monitoring Program (Monograph 113), (e.g. transmitter violations, unapproved “enters” and “leaves,” tampers to the transmitter or monitoring unit, etc.).
C.10 “Closed-loop” Alert Escalation Protocol – is amended to correct the key alerts from 15 to 30 minute cycles and to read as follows:
The contractor shall accommodate a “closed loop” key alert escalation protocol required for RF, GPS monitor-ing to include at least one backup officer (preferably supervisor). The contractor shall generate key alerts in two separate 30 minute cycles until the alert is cleared, or at a minimum through the "loop" on two consecutive cycles unless cleared. Additionally, officers may choose to get two alerts (15 minutes apart) before the alert es-calates to the backup officer.
No more than 5 percent of the total alerts reported may be false alerts and the contractor shall provide this per-centage in their monthly reports to the contracting officer’s Technical Representative (COR).
Any month when there is more than 5% false alerts (technical in nature, equipment or software malfunctions) the contractor shall include a mitigation plan in their report for the COR’s approval/action.
C.11.3 Key Alert Notification(s) is amended to revise the second paragraph to include “telephone notific-ation from a live monitoring center staff member” and to read as follows:
Upon the occurrence of any key alert the monitoring system shall notify the assigned officer. There shall be an option for officers to call the monitoring center to close alerts, in addition to the ability to do so via the internet, text message, or email. The monitoring system shall allow for weekend/holiday duty, officer assignments, tem-porary duty/coverage assignments, and ability to notify supervisors if alerts are not closed within a time period specified by The Guide, Volume 8, Part F, Federal Location Monitoring Pro- gram (Monograph 113).
The contractor’s system shall be capable of providing for multiple notifications to multiple persons/agencies by text message email or telephone notification from a live monitoring center staff member to include simul-taneous notifications.
All other terms and conditions remain unchanged.
