About this file
This is a Quality Assurance Surveillance Plan (QASP) for the U.S. Army Central (USARCENT) Defense Travel System (DTS) Support Services contract administered by Headquarters USARCENT G8. The QASP establishes systematic performance evaluation methods, monitoring procedures, and quality standards for contractor delivery of DTS support services.
The plan defines eight performance requirements with specific acceptable quality levels (AQLs) and surveillance methods: (1) Routing List maintenance at 100% compliance monitored through monthly COR audits; (2) Administrative Record Keeping including DD Form 577s and telework documentation at 100% compliance with random sampling; (3) Technical Review Accuracy of travel documents for JTR/FMR compliance at 98% accuracy via monthly DTS return rate reports; (4) Hierarchy and Profile Management at 98% accuracy with maximum two non-critical errors monthly; (5) CBA Reconciliation at 100% compliance within 5 business days through 100% inspection; (6) Inquiry Responsiveness at 98% within one business day verified through help desk log reviews; (7) Workforce Continuity and Backup maintenance with zero simultaneous FTE unavailability without deployed backup; and (8) Surge Labor Authorization requiring zero instances of unauthorized surge labor. The Contracting Officer's Representative (COR) conducts monthly performance documentation and issues Contract Discrepancy Reports or Corrective Action Requests when standards are not met. Performance incentives include positive Contractor Performance Assessment Reporting System (CPARS) ratings for exceptional performance, while disincentives include marginal or unsatisfactory CPARS ratings, formal quality assurance meetings, payment deductions for excessive rework, and potential access revocation for security or personally identifiable information non-compliance. Contractors receive opportunity to review and comment on performance evaluations prior to finalization in CPARS.

1. PURPOSE: This Quality Assurance Surveillance Plan (QASP) provides a systematic method to evaluate performance for the Defense Travel System (DTS) Support Services contract for Headquarters, U.S. Army Central (USARCENT) G8. This QASP explains the following:
• What will be monitored.
• How monitoring will take place.
• Who will conduct the monitoring.
• How monitoring efforts and results will be documented.
This QASP does not detail how the contractor accomplishes the work. Rather, the QASP is created with the premise that the contractor is responsible for management and quality control actions to meet the terms of the contract. It is the Government’s responsibility to be objective, fair, and consistent in evaluating performance.
2. ROLES AND RESPONSIBILITIES

The COR will document the contractor’s performance, notify the contractor of any deficiencies, and report performance to the KO. The COR cannot change the terms of the contract.
2.3. Contractor: The Contractor, specifically the Travel Clerk IV (Lead DTA), is responsible for delivering the services in accordance with the PWS, managing its internal Quality Control Program (QCP), and ensuring all Acceptable Quality Levels (AQLs) are met.
3. PERFORMANCE REQUIREMENTS AND STANDARDS: The Contractor’s performance will be evaluated based on the Performance Requirements Summary (PRS) defined in Technical Exhibit A of the PWS.
