About this file
This is a U.S. Preference certification document used by procurement officers and purchasing agents to evaluate bids for products manufactured in the United States under Louisiana Revised Statute 39:1604.7. The document establishes the framework for applying a five percent price preference to domestically manufactured products when specific conditions are met. Bidders must complete and submit this form prior to bid opening to be eligible for preference consideration. The document defines "manufactured in the United States" as products produced through processes including manufacturing, final assembly, processing, packaging, testing, and any other value-added activities occurring within U.S. jurisdiction.
To qualify for the five percent preference, vendors must meet four specific conditions: the cost of U.S.-manufactured items cannot exceed foreign alternatives by more than five percent; the vendor must agree to match the lowest bid price offered; when multiple bidders offer U.S.-manufactured items within the five percent threshold, the lowest bidder receives award consideration; and the vendor must certify that items are manufactured in the United States. Bidders claiming preference must specify which line items qualify, identify the U.S. production location(s), and provide a signed certification from an authorized representative. Preference claims submitted after bid opening or on alternative documents will not be considered.
