About this file
This is a Louisiana Preference form used by state procurement officers, purchasing agents, and similar officials to evaluate bidder eligibility for a ten percent price preference on products produced, manufactured, or assembled within Louisiana. The form requires bidders to declare their intent to claim Louisiana preference prior to bid opening and to provide specific information regarding their eligibility and the products subject to the preference claim. Bidders must complete the form in its entirety and submit it before bid opening; preference claims submitted on alternative documents or after bid opening will not be considered.
To qualify for the Louisiana preference, bidders must meet three conditions: the cost of Louisiana-produced items cannot exceed competing out-of-state items by more than ten percent; the vendor must agree to sell Louisiana items at the same price as the lowest bid; and in cases where multiple bidders offer Louisiana items within ten percent of the lowest bid, the bidder with the lowest bid on Louisiana items is entitled to accept the lowest bid price. Additionally, only bidders whose Louisiana workforce comprises a minimum of fifty percent Louisiana residents qualify for preference. Bidders claiming preference must specify which line items are subject to the claim (either all items or specific item numbers) and identify the Louisiana location(s) where the products are produced, manufactured, or assembled. The form provides detailed definitions of "assembled," "Louisiana products," "manufactured," "processed," and "produced" to establish clarity on what qualifies for preference consideration.
