About this file
This document is an Amended and Restated Respite Services Master Agreement Request for Applications (RFA) issued by the Massachusetts Department of Mental Health (DMH). DMH is seeking to establish a pool of qualified providers from which DMH Areas can purchase Site-Based Respite (Site Only) and/or Mobile Respite Services (Mobile Only) on an as needed basis. The RFA provides details on the scope of services, staffing requirements, client demographics, and the application and approval process. DMH has limited resources for this emergency procurement and is initially only considering providers located in certain regions, with potential expansion to other regions in the future based on resource availability.
The RFA outlines pricing terms, including the use of an accommodation rate to ensure defined bed capacity. DMH must be notified if clients do not receive respite services within 48 hours of their last contact. The RFA also provides guidance on co-locating respite services with other adult residential programs, subject to approval from the Department of Public Health. Currently, there are four qualified providers under this RFA: Advocates, Eliot Human Services, The Bridge of Central Massachusetts, and Behavioral Health Network.

| Question # | Created Date | User Created | Question Subject | Question | Answer |
| 1 | 7/30/20 | David Lambert/The Bridge of Central Massachusetts | Adding capacity to existing MSA's | If a provider is interested in increasing on-site capacity by one or two beds in an existing blended model facility could this be done through a new site-based MSA application for the added beds? | The Agency would need to amend their existing approved scope of the MSA application and it would need to be approved by DMH. See the current MSA for instructions on how to amend an application. |
| 2 | 8/5/20 | Kelley Tice/Gandara Mental Health Center, Inc. | Qualified Providers | Is it possible to get a list of qualified providers? How would we find out if we have been previously qualified? | Currently, there are four(4) qualified providers. Advocates, Eliot Human Services, The Bridge of Central Mass and Behavioral Health Network. |
| 3 | 8/5/20 | Kelley Tice/Gandara Mental Health Center, Inc. | Client age groups | Are these respite services children, youth and adults? | This MSA is just for adults. |
| 4 | 8/5/20 | Kelley Tice/Gandara Mental Health Center, Inc. | Estimated number of referrals | Can you tell me how many referrals do you estimate making for the Western MA area in any given month? | At this time, DMH has limited resources to use for this emergency MSA bidding process. Other regions may be considered in the future if resources are available. Update11/06/22: At this time there is an additional need for respite services in each Area, including Western Ma, due to COVID-19 and other emergency situations. The need varies, making it difficult to estimate referrals in any given month. |
| 5 | 8/5/20 | Kelley Tice/Gandara Mental Health Center, Inc. | Qualified Providers | Who are the qualified respite providers connected to this RFA in Western MA? | See response to question #2 |
| 6 | 8/5/20 | Kelley Tice/Gandara Mental Health Center, Inc. | Sites | Can we dedicate beds in an existing DMH group home? | No. It can not be a current site funded by DMH. |
| 7 | 8/19/20 | Kelley Tice/Gandara Mental Health Center, Inc. | Site locations | Is it possible to co-locate respite beds with another adult residential program funded by DPH/BSAS such as residential recovery program? | The answer to this depends largely on your contract with DPH/BSAS and if DPH agrees to the co-location. An accommodation rate was selected for this service to ensure access to a define number of beds for DMH. Thus, at all times the agreed number of beds (Site-Based) must be either filled by DMH referred clients or vacant and the agreed upon staffing must be available to serve such beds at all times, whether occupied or vacant. Also if allowed by DPH, you will need to be able to account for availability of beds and staff as agreed to in the DMH contract/SOW. In addition, you will need to establish prior to the program start date how costs are allocated at the applicable site; update such allocations as necessary; and furnish a calendar each month accounting for all DMH beds and staff during the month in a format agreed to by DMH. At all times DMH snd DPH funding must only support their respective programs. |
| 8 | 9/1/20 | Kelley Tice/Gandara Mental Health Center, Inc. | Clarification of referrals in Western MA Area | Can you clarify your response to a previous question about Western MA referrals. DMH's response stated: "DMH has limited resources to use for this emergency MSA bidding process. Other regions may be considered in the future if resources are available"? What does that mean in terms of estimated number of referrals for Western MA Area/Local Site offices? | At this time there are no immediate plans to enter into a Statement of Work (SOW) for Western MA. The need could change during the duration of the procurement. Update 11/6/202: At this time there is an additional need for respite services in every Area, including Western Ma, due to COVID-19 and other emergency situations. Please see update to Question 4, above. |
| 9 | 9/2/20 | Kelley Tice/Gandara Mental Health Center, Inc. | Need for Respite Services | Can you describe the level of need for each service model in Western MA, both in general and for bi-lingual/Spanish-speaking persons? | Please see above response |
| 10 | 11/10/20 | Kelley Tice/Gandara Mental Health Center, Inc. | Staffing | In a Blended Model, can we use the same clinical/case management team for both residential and outreach respite services? | Yes, the Blended Model utilizes a single multi-disciplinary team to deliver services in both site-based and mobile settings. |
| 11 | 11/10/20 | Kelley Tice/Gandara Mental Health Center, Inc. | Staffing | What are your staffing expectations/ratios for a full capacity (20 individuals) for Model B-Blended Capacity for clinical/case management and direct care? | Please refer to Section 6.12 and Subsection 6.12.1 of the RFA for staffing and staffing models. |
| 12 | 11/10/20 | Kelley Tice/Gandara Mental Health Center, Inc. | What is the average number of hours for outreach respite services per client per week? | Number of hours per client in a mobile setting is not defined in this RFA. Clinical and rehabilitative services are to be delivered as required and based on an individual's assessment. DMH must be notified if the individual has not recieved Respite Services within 48 hours of last contact. | |
