About this file
This document is a Request for Applications (RFA) issued by the Massachusetts Department of Mental Health (DMH) to establish a pool of qualified providers from which DMH Areas can purchase Site-Based Respite and/or Mobile Respite Services on an as-needed basis. The RFA defines key terms and provides detailed requirements for the Respite Services Master Agreement, including specifications for the Peer Respite Program, Person Centered and Strength-Based service approaches, and Culturally and Linguistically Competent Services. The RFA also outlines the procurement process, response requirements, evaluation criteria, and the contents of the Master Agreement contract.
The RFA does not specify pricing terms, set-asides, or funding details. However, it notes that services will be purchased from the selected pool of providers on an as-needed basis through individual Purchase Agreements. The RFA refers to the current Massachusetts Behavioral Health Partnership (MBHP) as the managed care organization contracting with the Commonwealth to provide and manage health benefits, including for dually-enrolled members under the One Care Plan.
