About this file
This document is a Second Amendment to The Amended and Restated Respite Services - Master Agreement Request for Applications issued by the Massachusetts Department of Mental Health (DMH). DMH is amending the scope of service for existing Mobile Respite providers to support rapid mental health response to individuals and families qualifying for state-supported emergency assistance due to the Governor's declaration of a state of emergency for response to the rapidly increasing number of migrant families arriving in Massachusetts. The amendment allows providers to notify DMH of emergency assistance response needs, submit names of those who received Mobile Respite interventions, and DMH will enroll and approve payment for up to 3 service encounters within a 3-week period. The amendment also reduces the documentation standards to a minimum set of requirements for these emergency response services.
The unit of payment will be the same rate regulated per diem unit for the rapid, brief response interventions. Providers must notify DMH when the emergency service enrollment period is completed in order for DMH to complete the disenrollment. The amended services only apply to individuals and families qualifying for state-supported emergency assistance, and if services extend beyond 3 weeks or more than 3 encounters are required, the standard documentation requirements will apply.

Second Amendment to The Amended and Restated Respite Services - Master Agreement Request for Applications COMMBUYS Bid #: BD-21-1022-DMH08-8220A-53630 DMH Document Number: RFA # 2017-DMH-3048-03 Date: August 24, 2023
The RFA including and certain attachments of the RFA are amended as follows:
On August 8, 2023, Governor Healey declared a state of emergency for response to the rapidly increasing number of migrant families arriving in Massachusetts and needing emergency assistance.
In an effort to respond to the emergency mental health intervention needs of newly arriving families, DMH will be amending its RFA (Section 6) for existing Mobile Respite providers to support rapid mental health response to individuals and families qualifying for state-supported emergency assistance (EA).
DMH will be amending the scope of service to allow providers to notify DMH of EA response needs, submit the names of those who received Mobile Respite interventions and DMH will enroll and approve payment for up to 3 service encounters within a 3-week period. To support the rapid and brief response requirements, DMH is amending its documentation standards (Sub-section 6.10) to include a minimum set of requirements. Specifically, the minimum set of requirements will include: name of the person receiving the service encounter, date of service delivery, reason for mental health intervention, and brief summary of response. The amended documentation standard only applies to individuals and families qualifying for state-supported emergency assistance.
If services extend beyond a period of 3 weeks or more than 3 encounters are required, the Mobile Respite provider will be required to follow the standard documentation requirements as directed through the terms of the Mobile Respite contract. The unit of payment will be the same rate regulated per diem unit for the rapid, brief response interventions.
Providers must notify DMH when the emergency service enrollment period is completed in order for DMH to complete the disenrollment.
