About this file
This document is a notice from the Massachusetts Department of Mental Health (DMH) regarding an Amended and Restated Respite Services Master Agreement Request for Applications (RFA). DMH is seeking to establish a pool of qualified providers from which DMH Areas can purchase Site-Based Respite and/or Mobile Respite Services on an as-needed basis. The need for respite services varies among the five DMH Areas, and the duration of any Statement of Work issued to a provider in the pool will depend on the specific need being addressed. DMH is particularly interested in attracting more providers from the Western Massachusetts Area, as they believe there is a need for more providers in that region, though the exact number of monthly referrals cannot be predicted.
The document indicates that additional funding has been added to help address boarding issues in emergency rooms and COVID-19-related needs. DMH is urging providers to respond to the RFA, as having a pool of qualified providers will enable them to respond promptly to any respite service needs that arise in their system of care.

Notice of Update to the Amended and Restated Respite Services MA Questions and Answers
Please be advised that the Department of Mental of Health (DMH) continues to seek qualified bidders to add to its statewide pool of providers from which DMH Areas can purchase Respite Services. DMH is seeking providers in all five of DMH Areas, including the Western Massachusetts Area. The need for respite services varies among the five DMH Areas at any given time and it is not to possible to forecast. A pool of providers will enable DMH to respond promptly to any need that develops. In addition to the normal needs for respite services that arise in its system of care funds have been added to help address needs attributable to boarding issue in emergency rooms and COVID-19. It is expected that the duration of any Statement of Work issued to a provider in the pool will vary depending the need being addressed by the Statement of Work. Please consider responding to the RFA.
In DMH answers to question that was posted in September, 2019, (Question 8) DMH indicated that there was no immediate plans to enter into a Statement of Work (SOW) for Western MA. DMH now believes that there is need for more Western Massachusetts providers and would urge providers to respond to the RFA. DMH, however, is still not able to predict the number of monthly referrals that may be made in that Area (Question 4) as the need is variable. Please see the new responses to these questions.
