The project involves installation of four Tesla V4 Superchargers with NACS and CCS1 connectors via Tesla Magic Dock, each rated at 150kW output with a combined station capacity of 600kW. The civil work scope includes converting five parking stalls to accommodate four EV charging stalls (including one van-accessible stall) with associated concrete foundations, site grading, drainage, signage, striping, and bollard installation. Additional infrastructure includes a 750kVA utility transformer with combined CT and meter socket, a 1200A main switchboard, and complete electrical conduit and trenching work per approved engineering drawings from Nordic Asia Solutions. The site is an active, operating Shell fuel station and convenience store that must remain fully operational throughout construction; contractors must submit a detailed phasing and traffic control plan to maintain continuous public access. Proposals are due October 19, 2026, with anticipated construction start on March 1, 2027 and substantial completion by April 30, 2027. Pre-bid site visits are available by request. The contract includes a fixed-price lump sum for all equipment, installation, five-year warranty, operations and maintenance (O&M), and a Service Level Agreement (SLA).
The pricing structure is a fixed-price lump sum inclusive of all equipment, materials, labor, permits, and five-year O&M and SLA services, with progress payments based on verified completion and 10 percent retainage until final acceptance. No substitutions are permitted for the Tesla V4 Supercharger equipment; substitutions to switchgear and electrical components require written approval from Universal EV LLC at least five business days before the proposal deadline. Qualified contractors must hold valid Wisconsin electrical and general contractor licenses, minimum EVITP installer certification, and a minimum two years of DCFC installation experience with three completed projects and references. Insurance requirements include $2,000,000 commercial general liability per occurrence, $4,000,000 aggregate, $1,000,000 automobile liability, and workers' compensation per Wisconsin state law. The project is funded through the NEVI Program under the Infrastructure Investment and Jobs Act and is subject to 2 CFR Part 200 federal procurement requirements, the Build America, Buy America Act (BABA), Davis-Bacon prevailing wage requirements, and ADA accessibility standards. Evaluation criteria weight price/total cost at 30 percent, DCFC experience and references at 20 percent, technical approach at 15 percent, O&M plan quality at 15 percent, SLA commitments at 10 percent, and qualifications and project schedule at five percent each. The contractor must provide 24/7 warranty service with critical fault response within four hours, quarterly preventive maintenance, remote monitoring, and a 97 percent uptime requirement per port per month; all O&M reporting must align with WisDOT's five-year operating period beginning on the Initial Operation Date.
