SECTION 01 14 00: WORK RESTRICTIONS

This document is a contract specification section outlining work restrictions and site access requirements for a construction project at Travis Air Force Base. The contractor must comply with special scheduling requirements, including providing a minimum of 15 calendar days' written notice prior to interrupting any activity roads, railroads, or utility services. Regular working hours are established as an 8.5-hour period between 7:30 a.m. and 4:30 p.m., Monday through Friday, excluding Government holidays, with any work outside these hours requiring Contracting Officer approval submitted 15 calendar days in advance. Material deliveries must occur outside peak traffic hours (6:30–8:00 a.m. and 3:30–5:00 p.m.) unless otherwise approved.

Contractor personnel must comply with Travis Air Force Base regulations, including wearing hard hats in designated areas and maintaining restricted area access limitations until security clearance is obtained. The contractor must provide the Contracting Officer with names of two designated representatives authorized to request personnel and vehicle passes, and must adhere to Air Force Background Check requirements for the contract's duration. Additional requirements include restricting employees to the work site, restoring traffic and security markings if defaced, maintaining equipment and material security with immediate reporting of missing property to Base Police, and coordinating with Base Security Office at least 72 hours before making any area penetrations. For airfield work, the contractor must contact Airfield Management Operations Desk at 707-424-2836 at least 72 hours prior to commence work for approval and Notice-to-Airman (NOTAM) publication. Utility cutovers and interruptions to water, sanitary sewer, storm sewer, telephone, electric, air conditioning, heating, fire alarm, and compressed air services must be scheduled after normal working hours or on weekends/holidays and must follow procedures outlined for work outside regular hours.

Ensure that Contractor personnel employed on the Project become familiar with and obey Project regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. To minimize traffic congestion, delivery of materials shall be outside of peak traffic hours (6:30 to 8:00 a.m. and 3:30 to 5:00 p.m.) unless otherwise approved by the Contracting Officer. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. The Contractor's equipment shall be conspicuously marked for identification.

1.2.1.1 Employee List

The Contractor shall provide to the Contracting officer, in writing, the names of two designated representatives authorized to request personnel and vehicle passes for employees and subcontractor's employees prior to commencement of work under this contract. The Contractor shall adhere to the requirements of the Air Force Background Checks requirements in obtaining access to Travis Air Force Base for the life of the contract. A copy of these requirements will be provided at the preconstruction conference.

1.2.2 Travis Air Force Base

Ensure that Contractor personnel employed on the Project become familiar with and obey Travis Air Force Base regulations. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. The Contractor's equipment shall be conspicuously marked for identification. Comply with the following conditions:

a. Restrict employees/representatives to the work site and control travel directly to and from the work site.

b. Restore all traffic/parking/security signs and markings, including space numbers, designations, and lines, to their original form if such signs/markings are defaced or deleted during construction/repair.

Make application 15 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours.
