About this file
This is a Statement of Work (SOW) for design-build construction of an outdoor fitness pad at Travis Air Force Base in California (Base Project Number XDAT 26-1027, dated August 19, 2026).
The project requires construction of a continuous 150-foot by 50-foot fitness pad on the east side of the North Track, divided into two functional zones. The northern section (60' x 50') is a sit-up gathering area featuring a 4-inch rubber sandwich system with 2.5 inches of Styrene-Butadiene Rubber (SBR) over 2 inches of hot-mix asphalt, topped with six outdoor sit-up stations anchored to concrete pier footings. The southern section (90' x 50') serves as a shuttle run and track zone with a 4-inch running surface, featuring precision-striped white bars 20 meters apart for shuttle run lanes, with "HAMR" stenciled lettering, all compliant with DAFMAN 36-2905. Base construction includes scarified and compacted native subgrade to 95% Maximum Dry Density, a 4-inch aggregate base layer, and 2-inch hot-mix asphalt underlayment. Concrete curbs must be installed on three edges, flush with existing track curbing, with lateral stormwater drainage sloped at less than 1.0% and an adjacent open drainage ditch connection.
Contractor submittals required after award and before construction include an Activity Hazard Analysis, Design Quality Control Plan, Contractor's Quality Control Plan, Accident Prevention Plan, construction schedule, and detailed design construction documents (60% design at 14 days, pre-final at 65 days, and final ready-for-construction at 14 days following government review comments). All drawings must be prepared in AutoCAD 2024 format on ANSI D sheets with Travis AFB title blocks, accompanied by sealed and signed basis of design, specifications in CSI 2010 format, and deliverables on CDs with native files and PDF bookmarks. Closeout requirements include record drawings, GIS-compliant site maps with all utilities and features accurately noted, and Periodic Maintenance Inspection plans.

UFC 3-220-01 (Geotechnical Engineering): Subgrade scarification, moisture conditioning, and compaction requirements.
UFC 3-250-01: Pavement Design for Roads, Streets, Walkways, and Open Storage Areas UFC 4-750-02: Outdoor Sports and Recreational Facilities
2.3. Construct Fitness Pad (150’ x 50’): Contractor shall construct one continuous fitness pad with dimensions of 150 feet in height (parallel to existing track, east side) and 50 feet in width. The track will consist of two sections. The northern section will be 60 feet in length for sit-up gathering, and the southern section will be 90 feet in length as running track. The surface shall be sloped at <=1.0% for lateral stormwater drainage. Concrete curb required on the new 3 edges. Curb must sit flush with new pad and existing concrete curb that lines the existing track.
2.3.1. Subgrade: Native subgrade shall be scarified, moisture-conditioned, and compacted to 95% Maximum Dry Density (MDD) per ASTM D1557 / UFC 3-220-01.
2.3.2. Aggregate Base (AB): Furnish and place a 4" AB layer compacted to 95% on top of subgrade
2.3.3. Hot-Mix Asphalt (HMA): Furnish and place a 2" HMA layer on top of AB.
2.3.4. North Pad (60’ x 50’): Sit-Up Zone
2.3.4.1. Construct Rubber Surfacing: Furnish and install a 4” rubber sandwich system that includes a top wear layer above a minimum of 2.5” of Styrene-Butadiene Rubber (SBR). This sandwich will sit on top of the 2” of HMA.
2.3.4.2. Sit-Up Equipment: Furnish and install six outdoor sit-up stations.
Station posts shall be anchored into concrete pier footings penetrating through the asphalt sub-slab into native soil.
2.3.5. South Pad (90’ x 50’): Shuttle Run & Track Zone
2.3.5.1. Construct Track Surfacing: Construct south pad for shuttle run and track zone. This material composite must be 4” in thickness to be flush with the existing track, curb, and north pad. This material must be purposed for running. This pad will sit on top of the 2” of HMA.
2.3.5.2. Shuttle Run Striping: Precision-stripe one set of white bars, 20 meters apart for shuttle run lanes in compliance with DAFMAN 36-2905.
Lines shall be 40 feet long horizontally (leaving 5 feet on either side between the lines and the edges of the track pad). Lines shall be 2-inch-wide using 100% acrylic/polyurethane elastomeric traffic-marking paint compatible with the top layer. The length requirement between the lines (20 meters apart) shall be measured from the outside-to-outside ends of the lines. The stripes shall be centered vertically along the south pad (leaving 12.5’ between the line and the vertical edges of the pad). Middle-centered on the outsides of each line, the word “HAMR” shall be stenciled in white. Letters shall be roughly 1 foot by 1 foot in size.
