About this file
This is an engineering environmental specifications document for construction and service contracts at Travis Air Force Base (Travis AFB).
The document establishes comprehensive environmental compliance and pollution prevention requirements for contractors performing work on Travis AFB. Contractors must comply with all Department of War and United States Air Force regulatory documents along with applicable federal, state, and local laws. Key requirements include: obtaining all environmental permits and certifications prior to work commencement; establishing an Environmental Management System (EMS) with mandatory employee training; implementing best management practices for hazardous materials handling and storage; and managing spills in accordance with the installation's Integrated Contingency Plan, with petroleum spills requiring notification to 60 CES/CEIE within 24 hours and a detailed written report within 7 days. Contractors are responsible for all environmental fines and penalties resulting from noncompliance, and the government reserves the right to inspect work areas for compliance at any time.
The specifications detail extensive requirements across multiple environmental areas. For hazardous materials, contractors must register all items within the Base Enterprise Environmental Safety and Occupational Health-Management Information System (EESOH-MIS) prior to transport onto base, maintain current Safety Data Sheets on-site, and coordinate storage through the Base HAZMAT program. Solid waste management requires contractors to utilize the Solano Garbage Company (franchised hauler), segregate waste by category, track all disposals with weight receipts, and prioritize diversion of materials through recycling and reuse. Wastewater and stormwater management requirements vary by project size: projects disturbing more than one acre must develop site-specific Best Management Plans certified by qualified practitioners, with pre-approval required before any discharge to storm or sanitary sewer systems. For construction projects, contractors must submit statements of work, design calculations, as-built drawings, and final reports documenting post-construction conditions. Specialized requirements address asbestos-containing materials, lead-based paint, polychlorinated biphenyls (PCBs), underground and aboveground storage tanks, soil characterization and management, air quality, pesticide usage, radioactive materials, and cultural resources discovery protocols. All manifests for hazardous waste and PCB disposal require signature by 60 CES/CEIE before transport off base, and contractors must provide laboratory analysis documentation for manifested materials.

The HAZMAT Program Manager will review the items listed on Submittals 7.3.(b) and 7.3 (c) to ensure they comply with local regulations (e.g. Bay Area Air Quality Board, Current EPA Directives). If they do not comply, the HAZMAT cannot be brought on base. The Base
HAZMART manager will provide necessary tracking procedures associated with each HAZMAT container. The Contractor shall ensure that all HAZMAT containers are appropriately labeled/tracked prior to transporting on base. HAZMAT labels shall not be destroyed, mutilated, covered, or otherwise made illegible. If additional HAZMAT is brought onto the base after initial registration, the Contractor shall contact the HAZMAT Program Manager and request authorization immediately.
Unregistered HAZMAT (containers not tracked in EESOH-MIS) will be reported to the Contracting Officer upon discovery and removed from the base.
7.6 TRACKING USAGE OF HAZMAT
The Contractor shall contact the Base HAZMAT Program Manager to arrange an exit inventory to be completed as soon as HAZMAT items are no longer needed on site and prior to disposal or transport off base. Partial and full containers of HAZMAT must be removed prior to work completion and final inspection.
7.7 HAZMAT STORAGE

The Contractor shall ensure that the segregation of incompatible materials is accomplished at all times in the Contractor field office, storage, staging, and work areas.
Ensure the use of protective measures such as drop cloths and tarpaulins when using HAZMAT to keep the work and storage areas free from drips and spills.
Keep all containers closed when not in use. At the end of the workday, or when finished using any material, return the container to a proper storage area.
Do NOT store HAZMAT outdoors where it can be exposed to precipitation, sunlight, or on open ground (i.e. soil, grass).
7.10 SPILL CONTROL AND CLEAN UP
The Contractor shall be responsible for the cleanup and disposal of all spilled materials whether or not they are HAZMAT. This includes all materials used to contain and absorb the spill. Spilled material must be cleaned up promptly and reported to the Contracting Officer. 9.5 STORMWATER CONTROL/MANAGEMENT
9.5.1 SELECTION OF BMP’s (Sites > 1-acre)
All project sites 1-acre or more including the laydown will require site-specific BMPs to be selected and implemented to mitigate stormwater. The Contractor will prepare BMPs using one of the following methods:
(e) Incorporation of the Travis AFB base-wide BMPs, April 2025.
(f) Use the California Risk-Based approach as outlined in (Section 9.6) below. This method evaluates the risks of sediment discharging into waterways combined with the receiving water risk – measures the sensitivity of the specific watershed or water body receiving the runoff.
9.5.2 SELECTION OF BMP’s (Sites < 1-acre)
A site-specific BMP plan is not required for construction activities that create less than 1 acre;
including laydown yard, of disturbed soil and other erodible material piles, provided the site is not part of a larger common plan of development totaling 1 acre or more and does not pose a significant threat to storm water.
If no site-specific construction storm water BMPs are required, the Contractor shall still adhere to the Travis AFB Best Management Practices Template, April 2025.
9.5.3 LOW IMPACT DEVELOPMENT (LID) SITES
The contractor shall implement LID techniques with their BMPs in accordance with UFC 3-210- 10 for projects meeting the following criteria:
(a) The project includes construction or expansion of one or more buildings as part of its primary scope. For example, primary facilities vice supporting facilities.
And;
(b) The “footprint” is greater than 5,000 gross square feet (464.5 square meters).
“Footprint” consists of all new impervious surfaces associated with the building(s), including both building area and pavement area of associated supporting facilities (such as parking and sidewalks). “Footprint” does not include existing building area to be renovated, existing pavement area to be resurfaced, or new pavement area other than supporting facilities associated with the building(s).
9.6 INSPECTIONS, POLLUTANT MONITORING/REPORTING
The Contractor shall perform site inspections, pollutant monitoring, and reporting for all project footprints 1-acre or more. For design, the Contractor has two approaches to choose from:
(a) The Contractor may follow the base-wide Travis AFB BMPs to develop a site-specific approach to managing stormwater for a given project site.
Or
(b) The Contractor may use the California State Water Resources Control Board risk-based approach to categorize the project as a Risk 1 (Low), Risk 2 (Medium) or Risk 3 (High) Level site. (Please note: this would not be submitted to SMARTS due to current legal standing.) The Contractor shall adhere to the following documents:
i. Attachment D.1 Risk Determination Worksheet – National Pollutant Discharge Elimination System (NPDES) General Permit for Stormwater Discharges Associated with Construction and Land Disturbance Activities (General Permit).
ii. Attachment C, D, and/or E - National Pollutant Discharge Elimination System (NPDES) General Permit for Stormwater Discharges Associated with Construction and Land Disturbance Activities (General Permit).
