About this file
This document is a Question and Answer Addendum 4 for the AI Innovation Institute Technology Solutions RFP (CDR010826) issued by the University of Connecticut. The RFP seeks qualified partners to deliver state-of-the-art AI technology resources, software, and services to establish an AI Innovation Institute that will serve as a hub for AI research, development, education, and workforce development across multiple academic and research fields. The University will require the awarded proposer to operate the AI resource as a managed service ensuring stability, security, and performance on a 24/7 basis. The solicitation employs a solutions-based approach, allowing proposers to propose the system architecture they believe best fulfills the University's stated needs rather than adhering to prescriptive requirements.
The addendum clarifies key technical and compliance considerations for proposals. Data and workloads must comply with NIST SP 800-171 and FISMA security frameworks, with proposers required to articulate how their solution design supports these requirements. The system is anticipated to process personally identifiable information (PII) in addition to de-identified data, reflecting the diverse research needs across multiple fields. Proposers have discretion in determining platform approaches for workload placement optimization, integration of heterogenous accelerators, and compliance with emerging security standards such as post-quantum cryptography. The University will evaluate proposals according to the evaluation criteria outlined in RFP CDR010826, without pre-evaluating proposed solutions.

RFP Title: AI Innovation Institute Technology Solutions
RFP#: CDR010826
RE: Question and Answer Addendum 4 Date: February 6, 2026
The following questions and answers will be considered part of the solicitation documents.
Question 1: Are there any categories of data or workloads anticipated for the AI Innovation Institute that, due to regulatory, contractual, or institutional policy, must remain within an on-premises security boundary and cannot be processed in a secure public cloud environment (including Azure Commercial or Azure Government with appropriate compliance enabled)?
Answer 1: Refer to RFP Section 3.0 – Required Features. Compliance with security frameworks includes NIST SP 800-171 and FISMA. The proposer will articulate how the design of the proposed solution supports the ability to meet the requirements in Question 2.2.12 in the HuskyBuy platform.
Question 2: Must the solution support workloads/workflows with stringent real-time requirements?
Answer 2: Refer to RFP Section 2.0. The institute will serve as a hub for AI research, development, education and workforce development, across multiple fields that may have high-performance needs. The solicitation reflects a solutions-based approach under which the proposer is invited to propose the system architecture that it believes best fulfills UConn’s needs as stated in the RFP. The University will not pre-evaluate the proposal.
Question 3: Must the solution provide the flexibility to integrate processors/accelerators provided by the institution and/or its projects/users? For example, BYOP (Bring Your Own Processor) requirements.
Answer 3: Refer to Answer 2 above.
Question 4: Should the platform optimize workload placement across heterogenous accelerators based on performance, energy efficiency, and/or cost considerations?
Answer 4: Refer to RFP Section 3.0 – Technical & Programmatic Support, “[t]he awarded proposer will run the AI resource as a managed service, ensuring stability, security, and performance on a 24/7 basis.” It is left to the discretion of the proposer to propose the approach it believes best fulfills UConn’s managed service needs as stated in the RFP. The University will not pre-evaluate the proposal. The proposal will be evaluated in accordance with

Question and Answer Addendum 4 the Evaluation Criteria in the RFP.
Question 5: From a compliance perspective, are there any quantum-safe requirements that need to be accommodated?
Answer 5: Refer to RFP Section 3.0 – Required Features related to compliance with security frameworks. The proposer will articulate how the design of the proposed solution supports the ability to meet the requirements at present and may address periodic system refreshes related to anticipated technological advances such as post-quantum cryptographic standards.
Question 6: In addition to the use of de-identified data (e.g., healthcare data), should it be assumed that some projects may have a requirement to make use of data that includes PII (Personally Identifiable Information)?
Answer 6: Refer to RFP Section 2.0. The institute will serve as a hub for AI research, development, education and workforce development, across multiple fields. It is anticipated that the system will process PII.
