About this file
This is a Question and Answer Addendum 2 document for RFP CDR010826 issued by the University of Connecticut (UConn) for the AI Innovation Institute Technology Solutions project. The solicitation seeks qualified partners to design, build, supply, install, support, and continuously enhance state-of-the-art AI computing resources and supporting software solutions for the University. The proposed solution must deliver approximately 400 GPUs and 400 AI accelerator (AIA) nodes with a minimum compute performance of greater than 30 PFLOPs, approximately 15 petabytes (PB) of storage with anticipated growth of 5 PB per year, and high-speed redundant data fabric supporting within-cluster networking. The solution must support three logically segregated enclaves—general purpose, HIPAA-compliant, and federal (NIST SP 800-171 and FISMA-compliant)—with test, UAT, and production environments. The managed service must include 24/7/365 support with 4-hour onsite response time for physical equipment issues and 4-hour response time for cloud service incidents. The awarded proposer will be responsible for continuous administration, monitoring, optimization, and support of the resource, including personnel management across defined operational roles such as application developers, system administrators, software engineers, data scientists, and network and security engineers.
The University is not disclosing a specific budget or funding source as part of the solicitation process and reserves the right to make either a single award or multiple awards as deemed in its best interest. UConn has not yet identified or contracted with a data center or colocation provider, requiring proposers to articulate their assumptions regarding facility location, power, cooling infrastructure, and colo provider responsibilities. The University will not provide direct-to-chip liquid cooling support on its facilities. The proposed solution must achieve HIPAA compliance, NIST SP 800-171 compliance, and FISMA compliance, with the awarded provider required to sign a Business Associate Agreement (BAA) for HIPAA and federal enclaves. Integration is required with Microsoft Entra for identity management, with separate Entra Government tenant for the NIST/FISMA enclave. An existing Azure government tenant houses current NIST 800-171 workloads, and a similar HIPAA-compliant solution exists off-cloud. Bidders may propose incremental scaling patterns, hybrid architectures combining on-premise and cloud resources, and various storage tiering strategies. The solicitation reflects a solutions-based approach in which proposers retain discretion over architectural decisions, software selection, staffing models, and implementation timelines, with all proposals evaluated against stated evaluation criteria.

Answer 101: No, the vendor is not responsible for model training.
Question 102: Is there a requirement for model security scanning or detection of model poisoning or tampering?
Answer 102: It is left to the discretion of the proposer to articulate how its system design and architecture address all required standards and security frameworks, which includes
"logging/monitoring, incident response, and access controls."
Question 103: Does the customer require formal compliance attestations such as HIPAA or NIST 800‑171 evidence?
Answer 103: Yes, for the those enclaves.
Question 104: What aspects of the AI environment are most critical to control directly versus consume as a service? particularly around grant competitiveness
Answer 104: The University intends to contract with a provider to "design, build, supply, install, support, and continuously enhance" the resource as a managed service.
Question 105: Are “economic factors” (including Connecticut-based participation, supplier diversity, and in-state economic impact) scored as a discrete subcomponent within the 30% Financial Proposal category, and if so, what approximate weighting or relative importance they carry compared to pricing and cost-effectiveness?
Answer 105: Each proposal will be evaluated in accordance with the Evaluation Criteria as stated in the RFP.
Question 106: Is UConn expecting a solution provider break-fix individual to reside each day in the data center or is the expectation "dispatch" only?
Answer 106: Refer to RFP Section 3.0 – Hardware and Software Needs, the identified minimum is “… 24/7/365 support with a 4-hour onsite response time for physical equipment issues, and a 4-hour response time for cloud service incidents.”
Question 107: Is UConn expecting an onprem, cloud, or hybrid first architecture based on internal constraints or preferences?
Answer 107: It is left to the discretion of the proposer to articulate a solution aligned to its business methods. Proposals will be evaluated in accordance with the Evaluation Criteria in the
RFP.
Question 108: Whether physically onsite or dispatch, is the Solution Provider the lead or will they be working with local UConn datacenter smart hands to perform the remediation?
Answer 108: Refer to the RFP. The awarded proposer is responsible for "supplying the personnel to manage and operate the AI resource."
Question 109: Is there a ServiceNow instance that the solution provider can use to either manual or automated (API) ticket creation for either hardware or software non-conforming events?
Answer 109: The service is to be managed by the awarded proposer.
Question 110: Is UConn expecting the solution provider to lead the data science / machine learning effort for UConn or is the requirement more aligned with ensuring that the environment (Slurm, Kubernetes, etc.) is created and managed (no visibility to data) by the Solution Provider? so that the lead UConn Data Scientists can create jobs that support their research efforts?
Answer 110: Refer to Answer 69 above. The awarded proposer will not be expected to lead the data science / machine learning effort for UConn.
Question 111: Should managed detection and response cover only the infrastructure, or also AI workloads, API gateways, and model execution environments?
Answer 111: The awarded proposer will "run the AI resource as a managed service, ensuring stability, security, and performance" on a 24/7 basis.
Question 112: Should cloud consumption charges be billed directly to the customer or invoiced through the vendor’s managed service?
Answer 112: It is left to the discretion of the proposer to propose a solution aligned to its business methods.
Question 113: Is forensic investigation support required as part of incident response?
Answer 113: Yes, required as part of the NIST/FISMA framework.
Question 114: Will the GPU and AIA capacity need to integrate with an existing on-premise or UConn cloud infrastructure, or will this be greenfield / standalone capacity? (Is this adding to/scaling an existing cluster, or standing up net new capacity?)
Answer 114: The resource will serve as the "foundational infrastructure" for the AI Innovation Institute. It is left to the discretion of the proposer to articulate the proposed system modalities.
Question 115: Is the 15 PB storage requirement inclusive of replication, backups, and snapshots?
Answer 115: No.
Question 116: Will security incidents be handled jointly with Uconn's security team?
Answer 116: The proposer will articulate how the proposed solution supports the ability to meet the requirements of all compliance requirements.
Question 117: Is integration with existing high performance computing clusters required?
Answer 117: The resource is intended as a university-wide asset to address the "broader AI needs of the University". Specific integration with existing clusters is not mandated.
Question 118: Should the overall solution integrate with existing monitoring tools used by UConn?
Answer 118: No.
Question 119: Is the platform to connect to existing data lakes, research databases, or institutional storage systems?
Answer 119: No requirement is currently identified. The proposer will articulate in the proposal how data gets in and out of the service.
Question 120: What onboarding workflows should be in place for new research groups or departments using the platform?
Answer 120: Refer to the RFP. The resource must enable "equitable access for all stakeholders". The proposer will define administration and access management in the proposal.
Question 121: Are there any regulatory, statutory, or organizational requirements regarding country of origin, manufacturing location, or supply chain sourcing for hardware platforms proposed in this solution?
Answer 121: The enclave(s) must meet federal data security frameworks including NIST SP 800- 171 and FISMA. The proposer will articulate how the proposed solution supports the ability to meet the requirements of all compliance requirements.
