About this file
Summary
This is a Question and Answer Addendum document issued by the University of Connecticut for the AI Innovation Institute Technology Solutions RFP #CDR010826, dated February 4, 2026. The University is soliciting proposals from qualified partners to deliver comprehensive AI technology resources, software, and managed services to establish the AI Innovation Institute. The solicitation contemplates a standalone service with flexible deployment options—on-premises, cloud-based, or hybrid—at the proposer's discretion. The RFP requires proposals to address a secure multi-enclave architecture supporting three distinct security profiles: a General Research Enclave, a HIPAA-compliant Enclave for regulated healthcare data, and a Federal Compliance Enclave designed to support workloads requiring NIST 800-171 and FISMA compliance at the "high" level. The University has not extended the original due date and did not provide adoption projections, growth forecasts, or predetermined onboarding processes; instead, proposers are responsible for articulating their system architecture, project plan, timeline, and technical approach in their proposals. The awarded proposer will operate the AI resource as a fully managed 24/7 service ensuring stability, security, and performance across all enclaves.
Pricing proposals must include baseline costs for the AI computing environment and General Research Enclave with incremental pricing for HIPAA and Federal Compliance Enclave implementation and operations; the University will not advise proposers on financial proposal content and declined to establish budget expectations, though it has an existing agreement with Microsoft Azure that proposers may leverage. The RFP is an open competition with no vendor preferences or prohibitions, and proposers must address compliance artifacts such as System Security Plans and Plans of Action and Milestones, define encryption and key management approaches, articulate Business Associate Agreement requirements for HIPAA obligations, and describe how their solution supports UConn's compliance posture. The contract term and renewal options are referenced in RFP Section 3.0, and the University's identity provider integration requirements are detailed in prior addendum responses.

The following questions and answers will be considered part of the solicitation documents.
Question 1: Will UConn extend the due date?
Answer 1: The University does not expect to extend the due date at this time.
Question 2: What level of FISMA compliance is UCONN looking for?
Answer 2: FISMA level high.
Question 3: Will UConn share its primary goals for the AI Innovation Institute for the first 12– 18 months and the initial 4-year term? Are there specific success metrics, such as research output, time to set up compute environments, or job wait time expectations, that we should consider when designing our architectural approach?
Answer 3: Refer to RFP Section 2.0 for the University’s vision for the AI Innovation Institute. It is left to the discretion of the proposer to articulate its system architecture, project plan, and timeline in the proposal. Proposals will be evaluated in accordance with the Evaluation Criteria in the RFP.

Answer 4: Refer to RFP Section 2.0 for the areas across which the AI Innovation Institute will serve as a hub for AI research, development, education, and workforce development.
Question 5: Does UConn have projections for adoption during Years 1 and 3, including usage by principal investigators (PIs), research groups, students, or external collaborators? Are there any forecasts for each enclave (e.g., General Research, HIPAA, Federal)?
Answer 5: Detailed adoption projections have not been developed. Refer to Answer 3 above.
Question 6: Does UConn currently manage any HPC or AI-specific clusters (e.g., GPU/CPU-based), large-scale storage systems, or orchestration tools (such as Slurm or Kubernetes) that the proposed solution should integrate with or replace?
