About this file

This is a National Geospatial-Intelligence Agency (NGA) Instruction establishing policy and responsibilities for the NGA Records Management Program, effective October 21, 2020.

The instruction applies to all NGA civilian employees, military service members, other Government agency personnel assigned to NGA, and contractors. NGA policy mandates that all personnel manage Agency records throughout the entire information life cycle, transitioning from paper-based processes to a fully electronic environment, and efficiently create, identify, protect, preserve, and properly dispose of NGA records in all media in accordance with federal records management statutes, regulations, and policies including 44 USC Chapters 31, 33, and 35; OMB Circular A-130; OMB Memorandum M-19-21; DoD Instruction 5015.02; and guidance from the National Archives and Records Administration (NARA).

The instruction delineates specific responsibilities across organizational levels: the Director establishes the Records Management Program and designates a Senior Agency Official for Records Management (SAORM); the SAORM ensures compliance and designates an Agency Records Officer (ARO) who must obtain NARA ARO Credential training within one year; the Chief, Records Management Program manages RMP operations, develops records schedules, operates records holding areas, and manages email records for Capstone Officials; the Director of Chief Information Officer and Information Technology Services incorporates records management into system design and manages metadata; Directorate Heads designate Primary Information Officers and Information Officers to oversee compliance within their organizations; and all personnel must complete annual mandatory records management training, file records properly, and report unlawful removal or destruction of records. The instruction also requires protection of records containing US Person information, Personally Identifiable Information, and individually identifiable health information.
