U.S. Manufactured Products Preference Certification
This is a U.S. Manufactured Products Preference Certification document required for the City of Carmel Board of Public Works and Safety's procurement of eight police vehicles (IFB-2026-005). The certification pertains to the procurement of one each of the following 2026 model year vehicles: Nissan Pathfinder Premium, Ram Tradesman 1500 Crew Cab 4x4, Jeep Grand Cherokee Laredo 4x4, Chevrolet Silverado Crew Cab Custom 4WD, two Chevrolet Traverse LT AWD units in different colors, Ford Explorer, and Chevrolet Tahoe 9C1, all designated as "Brand Name Only" with no substitutes permitted. Sealed bids must be submitted through the City's e-Procurement Portal no later than 9:00 a.m. on Wednesday, March 18, 2026. Written questions are due by Monday, March 16, 2026, at 2:00 p.m. Bids will remain firm for ninety days from the bid opening date, and award will be made to the lowest responsive and responsible bidder whose bid is reasonable and does not exceed available project funds.
All bidders are required to submit a completed U.S. Manufactured Products Preference Certification as part of their bid package, along with a Non-Collusion Affidavit, E-Verify compliance documentation, manufacturer's literature and warranty statements, an Exception Sheet for any specification deviations, and a Nepotism Compliance Form. No bid bonds or performance bonds are required. Bidders and their subcontractors must be E-Verify enrolled and cannot appear on the federal debarment list. The procurement is governed by Indiana law and City of Carmel ordinances, with selected vendors required to maintain comprehensive insurance coverage including workers' compensation at statutory limits, commercial general liability with $1,000,000 general aggregate limits, auto liability with $1,000,000 each accident limits, and umbrella/excess liability with $1,000,000 limits. No specific award value or budget range is disclosed; pricing will be evaluated on the total cost of all vehicles submitted.
