About this file

This is an Operations Manual for the Texas Public Purchasing Association (TxPPA), a non-profit association with approximately 1,000 members, in support of TxPPA's Request for Proposals for Association Management Services. The manual outlines the operational framework and administrative guidelines that the successful Association Management Company (AMC) would need to follow. The RFP seeks proposals from qualified firms to provide comprehensive administrative functions and conference management services, including organizational and administrative management, coordination with the TxPPA Board of Directors and membership, and collaboration with other professional associations. The successful AMC will be responsible for ensuring professional quality work products, timely completion of all outlined services, and maintaining integrity and professionalism in all stakeholder interactions. Proposals must be submitted electronically through the City of Rosenberg's OpenGov e-procurement portal, with late submissions or those transmitted outside the designated portal being automatically rejected. The contract will be awarded to the most responsible and responsive proposer, with price and other evaluation factors considered based on what serves TxPPA's best interests.

The RFP encourages proposers to include "added value" services or revenue-generating ideas that would benefit both TxPPA and the selected AMC. Additional information regarding TxPPA's operations, current services, and organizational structure is available on the association's website at https://www.txppa.org. While specific pricing terms, contract duration, and renewal options are not detailed in the Operations Manual itself, these elements would be outlined in the full RFP document. The manual serves as a reference guide for understanding TxPPA's existing operational procedures and expectations that the AMC would inherit and potentially enhance.
