About this file
This document is Addendum No. 2 for the Telluride Regional Wastewater Treatment Plant Dewatering Redundancy Project, issued by the Town of Telluride, Colorado on February 14, 2025. The addendum provides clarifications and updates to the original bidding documents for the project, which involves replacing the existing rotary drum thickener with a new dewatering system. The addendum addresses multiple contractor questions regarding project specifications, drawing modifications, equipment installation, submittals, and administrative requirements. Key modifications include updates to Drawing 00TS03 and Drawing 30M10, clarifications on safety signage, confirmation of housing provisions for up to five people in Norwood, CO, and guidance on submittal processes for equipment like the dewatering press system.
The addendum indicates that the contractor will be responsible for obtaining a building permit through the Town of Telluride Building Department and paying associated costs. The project involves procuring and installing new dewatering equipment, with Process Wastewater Technologies providing pre-selected equipment. The Town has only paid for submittal services, and contractors are expected to include equipment pricing in their bids. Notably, the addendum clarifies that the Notice to Proceed is anticipated for the end of March, and potential delays in equipment submittal approvals of more than three weeks beyond the Notice to Proceed date could result in discussions about extending the substantial completion deadline. The document also provides details on specific requirements for equipment installation, disinfection of new potable water lines, and various administrative and technical specifications.

SUBMITTED CONTRACTOR QUESTIONS
The following contractor questions are answered below in italics.
1. It was discussed at the pre-bid that all work shown on drawing 10D01 has already been completed and is not part of this contract. If this is not correct, please clarify via addendum.
Addressed in Addendum 1.
2. Notes 3 and 4 on Drawing 10D01 (Sheet 9) references Detail SD820; however, this detail doesn’t appear on Drawing 00TS03 (Sheet 52) with other “SD” details. Please provide Detail SD820 in a future addendum (not applicable if work is already complete by others).
3. Photo 2 on Drawing 10D01 (Sheet 9) shows a diagonal hatch over the brown piping that goes through a floor sleeve. Since the continuation of this line could not be located, it is our interpretation that pipes extending through the floor slab can be cut and plugged, with the remaining piping being abandoned in place. If this is not correct, please notify us via addendum and provide revised demolition and patching details (not applicable if work is already complete by others).
February 14, 2025 - Addendum No. 2-2 203093-10 pw://Carollo/Documents/CO/Telluride/203093-100000/04 Design/02 Deliverables/04 Addenda/AD2/_Addendum2.docx
4. Plan View “A” on Drawing 10D01 (Sheet 9) shows a callout for Keynote 4 pointing to a 90-bend going through checkered plate or grating. The short run of pipe located between this callout and the main header is not hatched for demo, therefore, patching a floor pipe penetration wouldn’t be applicable at this location. Please clarify in an addendum if A) the short run of pipe should be demo’d so the floor can be patched or B) the callout for Keynote 4 should be removed (not applicable if work is already complete by others).
5. Note 4 on Drawing 10D01 (Sheet 9) states to patch floor penetrations. It is our understanding the slab to be patched is no thicker than 6-inches. If this is not correct, please notify us via a future addendum and provide details (not applicable if work is already complete by others).
6. General note 20 on Drawing 00GD01 (Sheet 8) references Detail SD280; however, this detail doesn’t appear on Drawing 00TS03 (Sheet 52) with other “SD” details. Please provide Detail SD280 in a future addendum.
Detail added to Drawing 00TS03.
7. Specification Section 10400, Paragraph 2.02.H states to “See Attachment B - Safety Signage Schedule for specific sign size, location, text, and quantity.” The attachment to this Specification is titled “ATTACHMENT A - SAFETY SIGNAGE SCHEDULE” and this specification does not include any quantity for the two sign types listed. Please provide quantity of signs via a future addendum.
Refer to Attachment A for the specific sign size, location, text and provide six (6) non-potable water signs as documented below in Addendum 2, number 8. High voltage warning signs are eliminated from the project scope as discussed in Addendum 2, response number 9.
8. Specification Section 10400, ATTACHMENT A - SAFETY SIGNAGE SCHEDULE Paragraph A states to install a “Danger: Non-Potable Water: Do Not Drink” signs at non-potable water hose valves. Are these intended to replace existing signs? Please clarify via addendum the quantity and location of required signs.
Correct, the intent is to replace the existing non-potable signs. There are six (6) non-potable water signs, all at locations that are easily accessible during the project work.
During construction the Town will direct the Contractor specifically where to install these signs.
February 14, 2025 - Addendum No. 2-3 203093-10 pw://Carollo/Documents/CO/Telluride/203093-100000/04 Design/02 Deliverables/04 Addenda/AD2/_Addendum2.docx
9. Specification Section 10400, ATTACHMENT A - SAFETY SIGNAGE SCHEDULE Paragraph B states to install a “Danger: High Voltage: Keep Out” signs on the front and back of equipment and adjacent to doors to rooms containing devices that operate at 600 volts or greater. No new equipment on this project is 600 volts or greater. It is our interpretation that these signs are not required. If this is not correct, please notify us via addendum and provide quantity and location of required signs.
Correct; this is not applicable for the scope of work included in this project.
10. Is a building permit required for the project? If so, who pays the cost of the permit?
Yes, a building permit is required for the project through the Town of Telluride Building Department, the Contractor will pay the cost for this permit and be the permit holder.
11. Specification Section 01110-1.04 designates Browns Hill Engineering & Controls as an owner-assigned subcontractor. Will the scope and cost of Browns Hill’s work be provided as part of the contract documents or is the bidding contractor required to procure pricing from Browns Hill? Please clarify via addendum.
General contractor to procure a scope and fee from Brown’s Hill to include it in their bid and manage Browns Hill as a subcontractor under the General Contractor.
12. At the pre-bid it was discussed that housing would be provided to the successful general contractor. Please confirm via addendum that housing will be provided for up to five people in Norwood, CO at no cost.
Housing is available for up to five people at Town owned property in Norwood, CO at no cost to the Contractor for the duration of the project. The address of the property is:
74 Skalla Road Norwood, CO 81423
13. Specification Section 01756 requires submission of commissioning coordinator. It is our understanding that if the project superintendent meets the commissioning coordinator’s qualifications that they can serve as the commissioning coordinator. If this is incorrect, please clarify via addendum.
This approach is acceptable.
14. What is the anticipated date for approved submittals of the dewatering press system? It is our understanding from the pre-bid that submittals for both specifications 11246 and 11384 will be submitted to the Town and Carollo no later than 2/5/25. If re-submittals are required, will the Notice to Proceed be adjusted accordingly?
The Notice to Proceed is not anticipated until the end of March and it is not anticipated that the notice to proceed would be impacted by the approval of submittals. Should the submittal approval for these pieces of equipment be delayed more than three weeks beyond the notice to proceed date, extension of substantial completion deadline can be discussed with the Contractor.
February 14, 2025 - Addendum No. 2-4 203093-10 pw://Carollo/Documents/CO/Telluride/203093-100000/04 Design/02 Deliverables/04 Addenda/AD2/_Addendum2.docx
15. Specification Section 01500 1.04B.2.a states that prior to final completion of the work, replace bulbs, lamps, or tubes used by Contractor for lighting. Please confirm if this is required. If required, please provide details and quantity of the existing light fixtures which are in the vicinity of the project work areas via addendum.
Requirement to be waived for this project.
16. Per Specification 01500 1.09D contractor is required to provide a field office with multi-function printer equivalent to Canon C3330i, is both a field office and printer/scanner with maintenance contract required?
Requirement to be waived for this project.
17. Please confirm if Specification section 01757 Disinfection applies to this project. If it applies, please provide clarification of which new/existing piping systems and/or facilities require disinfection via addendum.
New potable water (PW) lines are to be disinfected, there are new branches of PW piping feeding the polymer skids and to each Dewatering Press as shown on Drawing 60M11.
18. Specification Section 01770 1.09.A.1 requires the contractor to submit a certificate of occupancy. Please confirm that this is required via addendum.
A certificate of occupancy is not anticipated, however certification that the building permit has been closed at the end of the project is required for final completion.
19. Specification Section 03366-1 1.04.B details the requirement for various concrete walls and slabs mockup panels. Many of the form and slab finish types aren’t applicable to the scope of this project. It is our interpretation that no mockup panels will be required. If this is not correct, please notify us via addendum and confirm which mockup panels will be required.
No mockup panels to be required for this project.
20. Specification Section 01140 1.09.B requires the clarifier nozzles to be connected to the existing potable water supply prior to demolition of the existing non-potable water system. The contract drawings do not identify the connection point to the existing potable water supply. Please provide location via addendum.
Piping updated in Addendum 1. Photo details added in Addendum 2 on Drawing 30M10.
21. Photo 1 on Drawing 60D01 notes to “protect suction piping and flange through floor.” Is the intent of this note that it will be reused as the W3 connection to the new plant effluent water pump skid? The 4” W3 connection to the new skid shown on Drawing 60M11 does not appear to be in the same location. If a new influent connection location is required, please provide detail. Please clarify via addendum.
February 14, 2025 - Addendum No. 2-5 203093-10 pw://Carollo/Documents/CO/Telluride/203093-100000/04 Design/02 Deliverables/04 Addenda/AD2/_Addendum2.docx
The intent is to reuse the existing flange connection as the W3 connection to the proposed plant effluent water skid. The existing flange is shown based on field measurements, to be verified by the contractor before performing work.
22. Specification Section 01340 requires submission of photographer qualifications. Does a 3rd party professional photographer required to be utilized on the project or can the contractor serve as the photographer? Please clarify via addendum.
Contractor can serve as the photographer.
23. Per Specification 01460 1.06.B the contractors CQC plan manager shall have no supervisory or managerial responsibility. For the scope of this project, please confirm that the project superintendent cannot fulfill this role, and that the bidding contractor must include costs for dedicated CQC plan manager staff.
Contractor’s project superintendent can fulfill this role.
24. Document 00608 – Assignment of Procurement Contract states that the Contract between the Town of Telluride and Process Wastewater Technologies for the procurement of the equipment identified in Document 00436 Attachment A – Dewatering System Pre-Selection Package will be assigned, transferred, and sent over to the awarded Contractor. Please provide a copy of the executed contract between the Town and PW Technologies for bidding contractor review via addendum. The documents provided in 00436 include an executed Professional Services Agreement but does not appear to include an executed 00520 Agreement that was included with the Pre- Selection Package bid set.
The executed agreement for the pre-selected equipment submittal services is the professional services agreement. Specification section 00520 was provided to the vendors proposing on the pre-selected agreement so vendors were aware of the contract the general contractor would be signing with the Town when awarded the contract. The Town has not procured this equipment; it will be the responsibility of the contractor to procure the equipment for the price included in the proposal from PW Tech as shown in the bid documents.
25. Upon review of Document 00608 – Assignment of Procurement Contract it is our interpretation that payments to PW Technologies for the procurement of the Dewatering System Package are to be provided by the Owner and the cost of PW Technologies contract should not be included in our bid. If this is incorrect, please clarify via addendum.
Contractor to pay for the PW Technologies and polymer equipment. The Town has only paid for submittal services. PW Technologies has held pricing for contractors to include their proposed pricing in their bids.
February 14, 2025 - Addendum No. 2-6 203093-10 pw://Carollo/Documents/CO/Telluride/203093-100000/04 Design/02 Deliverables/04 Addenda/AD2/_Addendum2.docx
26. Upon review of Specification Sections 11246 (Polymer Blending and Feed Equipment:
Liquid) and 11384 (Dewatering Press System) versus the PW Technologies proposal dated January 8, 2025 (provided as part of Document 00436), PW Technologies has noted numerous exceptions and exclusions to the contract requirements. These include, but are not limited to, the following:
a. PW Tech specifically excludes the 11384, 1.03.C – Design Requirements. Their note states that in lieu of meeting the design requirements in the specifications, PW Tech will provide testing of the existing equipment one day prior to testing of the new dewatering equipment to confirm the new equipment meets or exceeds the percent solids achieved at a tested polymer dose for both units.
b. PW Tech specifically excludes the commissioning requirements per 1) specification section 01756 Attachment G, 2) specification sections 11246, 3.03, 3.04, and 3.05, and 3) specification section 11384, 3.03 (which includes the Guaranteed Performance testing).
c. PW Tech specifically states that the VFD for the dewatering press control panel will be provided "as close as a match as is possible to the existing equipment" and will not be provided in accordance with section 11384, 2.09.J (in reference to the January 2025 specifications, this would be in reference to 2.08.J).
d. PW Tech specifically excludes the instruments listed in section 11384, 2.11 (in reference to the January 2025 specifications, this would be in reference to 2.10).
PW Tech indicated that these instruments are not required for the Volute Press.
It is our interpretation that all clarifications, exceptions and exclusions noted by PW Tech in their proposal have been accepted by the Owner and any associated requirements of the specifications noted herein or otherwise, are considered to be deleted from the Contract. If this is incorrect, please provide clarification via addendum along with confirmation that PW Technologies has agreed to comply with all specification requirements.
All noted exclusions have been previously approved by Carollo and the Town.
27. Upon review of Specification Sections 11246 (Polymer Blending and Feed Equipment:
Liquid) and 11384 (Dewatering Press System) versus these same titled specifications included with the October 2024 Pre-Selection Package, there are a number of discrepancies between the specs and Contract Drawings. These include the following:
a. Specification Section 11384, 2.06.E provides control panel requirements related to communication protocol between the new and existing control panels. This specification requirement is not present in the October 2024 specifications.
b. Specification Section 11384, 2.03.C provides requirements for the dewatering press system supplier to provide an access platform to match the existing system’s platform for maintaining mixers and observing tank contents. This specification requirement is not present in the October 2024 specifications.
February 14, 2025 - Addendum No. 2-7 203093-10 pw://Carollo/Documents/CO/Telluride/203093-100000/04 Design/02 Deliverables/04 Addenda/AD2/_Addendum2.docx
c. Specification Section 11384, 2.06.D includes the statements “These two vendor control panels will be interlocked together using hardwired IO and Ethernet/IP connections for system status. Hardwired signals shall include Speed Control, Start, Stop and Running.” This specification requirement is not present in the October 2024 specifications (2.07.D).
It is our interpretation that these specification updates have been coordinated with PW Tech and the procurement contract between the Owner and PW Technologies will require these items to be provided in accordance with the current contract requirements.
If this is incorrect, please provide clarification via addendum.
Specification updates are being coordinated with PW Technologies through the submittal process. If these modifications result in cost changes for the equipment package, this will be addressed through a change order with the Town after the Notice to Proceed.
28. Contract Drawings 60M10 and 60M11 depict the new Dewatering Mixing and Flocculation Tank as a mirrored layout to the existing unit. The drawings included in PW Tech’s proposal included with Specification Section 00436 do not match Contract Drawings 60M10 and 60M11. The PW Tech drawings depict the control panel, sludge inlet, tank step, etc. in differing locations that would conflict. It is our understanding that the final approved submittal drawings will comply with the layout shown on Contract Drawings 60M10 and 60M11. If this is incorrect, please clarify via addendum.
PW Technologies drawings are to be adjusted through the submittal process and will comply with the layout shown on the Contract Drawings.
29. We request clarification on how the bid form must be submitted. Document 00111, Advertisement for Bidders, states “bids for the construction of the Project will be received by the Wastewater Department at PO Box 2546, Telluride CO 81435”. Specification Section 00200 Article 12.01 provides instructions for completing blanks on the Bid Form and signing the Bid Form in ink. Specification section 00200, Instruction to Bidders, Article 14 – Submittal of Bid, states to submit bids and required bid documents under the terms of the bid form and provides specific information for Hardcopy (14.01.A) and Electronic Submittal (14.01.B). The Bid Form in section 00410, Article 1, instructs the bidder to submit the bid to “Amie Martell, PE., Wastewater Division Manager, Box 397 Telluride, CO 81435 (amartell@telluride-co.gov). Can the Bid for this project be submitted electronically to Amie Martell’s provided email address in accordance with section 00200, 14.01.B or is the bid form required to be submitted via US Mail to the provided PO Box in Telluride CO. Please note that due to the nature of the bidding process and the uncertainty associated with delivering a bid by a certain date and time via US Mail, submitting the bid via US Mail is not practical. Please clarify bid delivery requirements via addendum.
Clarified in Addendum 1.
February 14, 2025 - Addendum No. 2-8 203093-10 pw://Carollo/Documents/CO/Telluride/203093-100000/04 Design/02 Deliverables/04 Addenda/AD2/_Addendum2.docx
30. Addendum 1 provides updates to the Bid Form Article 2.01 with regards to the documents which are required to be submitted with the bid. The contract specifications also include a Section 00450 titled “Prebid Qualification Process” which states it is to be delivered in conjunction with your bid package as a separate file. Its Attachment A – Minimum Insurance Requirements refers to insurances required under Section 7. This appears to be related to Section 7 of the Professional Services Agreement between the Town of Telluride and Process Wastewater Technologies. Required insurances for this contract/bid are covered in Article 6 of the General Conditions (00700) and Supplementary Conditions (00800). It is our understanding that Form 00451A should be submitted with our bid, but that 00450 does not apply and is not required. If this is not correct, please notify us via addendum.
00450 Attachment A Minimum Insurance Requirements also needs to be acknowledged and included as part of the bid package for completeness.
