About this file
This is a comprehensive request for proposals (RFP) issued by the Town of Telluride, Colorado for the Telluride Regional Wastewater Treatment Plant (TRWWTP) Dewatering Redundancy Project. The project aims to replace an aging rotary drum thickener (RDT) with a redundant dewatering press system to improve solids handling capabilities. The RFP seeks a single manufacturer to provide a complete dewatering system, including a volute dewatering press, polymer blending and feed equipment, and associated components. Bids are due February 20, with a mandatory pre-bid conference scheduled for January 29. The project involves installing one redundant dewatering press with associated polymer system and a new plant effluent water pump skid, with no changes to the design criteria or plant capacity. The contract term is anticipated to run from contract award through September 30, 2025, with substantial completion expected within 210 days after the contract commencement.
The total project budget is not explicitly stated, but the selected vendor for the dewatering press system (Process Wastewater Technologies) has submitted a proposal with a total equipment cost of $494,400, including $7,000 for submittals and shop drawings. The project is funded by the Town of Telluride and will be subject to Colorado's requirement that a minimum of 80% of labor be from Colorado residents. The project includes specific performance requirements, including a minimum cake dryness of 15% total solids, maximum polymer demand of 35 pounds per dry ton, and a minimum capture rate of 95%. The procurement process emphasizes local hiring, competitive bidding, and detailed technical specifications to ensure the new equipment meets the treatment plant's specific operational needs.

TOWN OF TELLURIDE, COLORADO
TRWWTP DEWATERING REDUNDANCY PROJECT
GENERAL NOTICE
Town of Telluride (Owner) is requesting Bids for the construction of the following Project:
TRWWTP Dewatering Redundancy Project
Bids for the construction of the Project will be received by the Wastewater Department at P.O. Box 2546, Telluride, CO 81435, until February 20 at 3:00 p.m. local time. At that time, the Bids received will be privately opened and read.
The Project includes the following Work:
The purpose of this project is to replace the aging rotary drum thickener (RDT) at the TRWWTP currently approved by the Colorado Department of Public Health and Environment (CDPHE) to provide redundancy for the dewatering process.
For the proposed TRWWTP Dewatering Redundancy Project (Project), there is no change to the design criteria or plant capacity; one dewatering press will be in operation during dewatering activities with the redundant system installed as a backup for emergencies or during times of routine and preventative maintenance.
The Project will provide one redundant dewatering press for the TRWWTP and will involve no change in solids handling capacity. The Project includes modifications to the following process areas to replace aging assets that are beyond their useful life expectancy:
Solids Handling: Thickening/Dewatering Improvements: Installation of a redundant dewatering press with associated polymer system and dewatered cake conveyance system that discharges to the existing shaftless screw conveyor for loading solids into a hauling trailer. The redundant dewatering press system will provide a backup dewatering system for the existing unit during maintenance activities.
Plant Effluent Water Pumping System: Plant Effluent/Impure Water Pumps: Removal of the aging impure/plant effluent water pumps and hydropneumatic tank to make room for the redundant dewatering press in the Dewatering Room. A new plant effluent water pump skid and smaller surge tank will be installed to supply water for the final clarifier scum spray wash system and various plant effluent water hose bibs throughout the facility.
Bids are requested for the following Contract: TRWWTP Dewatering Redundancy Project.

A. Upon receipt of such notice, the unopened Bid will be returned to the Bidder.
15.02 If a Bidder wishes to modify its Bid prior to Bid opening, Bidder must withdraw its initial Bid in the manner specified and submit a new Bid prior to the date and time for the opening of Bids.
15.03 If within 24 hours after Bids are opened any Bidder files a duly signed written notice with Owner and promptly thereafter demonstrates to the reasonable satisfaction of Owner that there was a material and substantial mistake in the preparation of its Bid, the Bidder may withdraw its Bid, and the Bid security will be returned.
A. Thereafter, if the Work is rebid, the Bidder will be disqualified from further bidding on the Work.
ARTICLE 16 — OPENING OF BIDS
16.01 Bids will be opened at the time and place indicated in the advertisement or invitation to bid and read privately.

ARTICLE 17 — BIDS TO REMAIN SUBJECT TO ACCEPTANCE
17.01 Bids will remain subject to acceptance for the period of time stated in the Bid Form, but Owner may, in its sole discretion, release any Bid and return the Bid security prior to the end of this period.

00200-9 203093 January 2025
18.02 Owner will reject the Bid of any Bidder that Owner finds, after reasonable inquiry and evaluation, to not be responsible.
18.03 If Owner awards the Contract for the Work, such award will be to the responsible Bidder submitting the lowest responsive Bid.
18.04 Evaluation of Bids:
A. In evaluating Bids, Owner will consider whether the Bids comply with the prescribed requirements, and such alternates, unit prices, and other data, as may be requested in the Bid Form or prior to the Notice of Award.
B. In the comparison of Bids, alternates will be applied in the same order of priority as listed in the Bid Form.
1. To determine the Bid prices for purposes of comparison, Owner will announce to bidders a “Base Bid plus alternates” budget after receiving Bids, but prior to opening them.
2. For comparison purposes alternates will be accepted, following the order of priority established in the Bid Form, until doing so would cause the budget to be exceeded.
3. After determination of the Successful Bidder based on this comparative process and on the responsiveness, responsibility, and other factors set forth in these Instructions, the award may be made to said Successful Bidder on its base Bid and any combination of its additive alternate Bids for which Owner determines funds will be available at the time of award.
4. In the event the Base Bids of all bidders exceeds the project control budget, the Owner reserves the right to make and award to the apparent Low Bidder if additional funds are available.
5. In the event the Base Bid minus all the deductive alternates of all bidders exceeds the project control budget, the Owner reserves the right to make an award to the apparent Low Bidder if additional funds are available.
C. For the determination of the apparent low Bidder when unit price bids are submitted, Bids will be compared on the basis of the total of the products of the estimated quantity of each item and unit price Bid for that item, together with any lump sum items.
D. If the Contract is to be awarded, Owner will award the Contract to the Bidder whose Bid is in the best interests of the Project.
E. After determining the designated Low Bidder for the Project, Owner may award on the amount of the Low Bidder’s Base Bid alone or on any combination of alternates.
F. In addition to the evaluation criteria set forth in the invitation to bid, the following criteria may be considered, in addition to price:
1. The ability, capacity and skill of the bidder to perform the contract or provide the service or construction required;
2. Whether the bidder can perform the contract or provide the service or construction promptly, or within the time specified, without delay or interference;
3. The character, integrity, reputation, judgment, experience and efficiency of the bidder;
00200-10 203093 January 2025
4. The quality of performance of previous contracts with the Town or services provided to the Town or the quality of previous contracts or services provided to other parties and verified to the Procurement Officer during a check of references;
5. The previous and existing compliance by the bidder with laws and ordinances relating to the contract or service;
6. The sufficiency of the financial resources and ability of the bidder to perform the contract or provide the service or construction;
7. The quality, availability and adaptability of the supplies, services or construction to the particular use required;
8. The bidder's demonstrated commitment to the most environmentally sound practices as well as its commitment to the Town's sustainability goals;
9. The ability of the bidder to provide future maintenance and service for the use of the subject of the contract.
18.05 In evaluating whether a Bidder is responsible, Owner will consider the qualifications of the Bidder and may consider the qualifications and experience of Subcontractors and Suppliers proposed for those portions of the Work for which the identity of Subcontractors and Suppliers must be submitted as provided in the Bidding Documents.
18.06 Owner may conduct such investigations as Owner deems necessary to establish the responsibility, qualifications, and financial ability of Bidders and any proposed Subcontractors.
