About this file

This document is a Request for Proposal (RFP) issued by the Massachusetts Department of Transportation (MassDOT) Rail and Transit Division for Transit General Consulting Services. The RFP seeks to select one or a consortium of firms to provide professional consulting services through task orders on an as-needed, on-call basis. The contract will support MassDOT's Rail and Transit Division in delivering federal and state transit programs, with services including technical assistance, strategic planning, and project management. The contract has an initial five-year duration with five potential one-year renewal options, for a total maximum contract duration of ten years. The anticipated contract start date is December 15, 2025, with bid responses due by October 20, 2025.

The contract will be a rate-based agreement with compensation determined by fully loaded hourly billing rates for proposed staff titles. The RFP establishes a Disadvantaged Business Enterprise (DBE) participation goal of 11% of the total adjusted contract ceiling price. Bidders must submit detailed rate schedules for each year of the initial term and potential renewal periods. The scope of services is comprehensive, covering areas such as general planning, mobility management, technical assistance, data collection, project management, procurement support, compliance assistance, and new technology implementation for transit agencies and related transportation services. Evaluation will be based on a best-value selection methodology considering technical merit and cost competitiveness, with maximum points allocated across project understanding, firm qualifications, staffing plan, project management, DBE participation, past performance, and cost proposal.
