The Contractor shall provide rental furniture and hospitality kits to the Embassy of the United States of America in Paris in accordance with Description/ Specifications/Work Statement of this contract. Services required under this contract are in support of the direct hire US Embassy employees and their families as they transition in and out of France.

652.242-70 CONTRACTING OFFICER'S REPRESENTATIVE (COR) AUG 1999) of this contract.

"Government" means the Government of the United States of America unless specifically stated otherwise.

This contract provides for one type of furniture package with additional bedroom and children’s furniture sets to accommodate family size where necessary and as shown in Attachment 1.

“Hospitality Kit Contents” Set of items to facilitate departing/arriving employees who are without their own HHE items as shown in Attachment 2.

3. REQUIREMENTS

3.1 Description

The US Embassy in Paris expects a rotation of approximately 90 arriving and 90 departing employees and their families each year during this contract period. The US Embassy is required to outfit approximately 90 apartments to support these rotating families and frequently these families will stay in one more apartment as they are assigned temporary quarters before their final permanent apartments are ready for occupancy. These employees and their families are housed in US Government apartments located primarily in western Paris as well as Neuilly sur Seine and Boulogne Billancourt (92).

Temporary rental furniture and hospitality kits are required (a) when a departing employee has packed out his/her HHE and is awaiting departure from Post and (b) when an arriving employee and his/her family are awaiting arrival of their HHE. Rental furniture is generally required to serve

14 | 70 an apartment that will house both a departing family followed by an arriving family. Therefore, the rental period is usually for an 8 to 10-week period, but on occasion, can be for as little as 1 week or as much as 6 months.

It shall be noted that 70% of the Embassy’s operations are during the scheduled transfer season which takes place between June and September of each year.

Task orders shall be issued for rental furniture and hospitality kit needs per apartment based on family size for specific time periods in accordance with the unit prices of this contract. These task orders shall be issued at least 3 days before the furniture and hospitality kits are required to be delivered and installed in the individual apartments. Task orders may be modified to increase the rental time if necessary or to include additional furniture if required. For security reasons most Embassy apartments are on the second floor or above and this information shall be marked on the task order. The contractor shall take into consideration that in most buildings it is prohibited to use elevators to transport furniture. The contractor shall be responsible for deciding if an outside furniture lift is required or not and the possible need for such a lift should be factored into the unit prices in Section II Prices since 80% of our apartments require lift service.

3.2 Rental Furniture Package.

Rental furniture packages are broken down into types as follows:

Furniture Basic Package: This package includes weekly rental cost of furniture for a dining room, living room, master bedroom and two additional bedrooms designed to accommodate a family of four (two adults and two children).

• CLIN0001 Basic Package: This line item covers the rental cost, delivery/installation (including use of a furniture lift if required) and removal of the furniture at the end of the rental period.

• Additional furniture for extra bedrooms, children’s rooms, living area and office space may be needed depending on the size of family and apartment. These requirements are described under CLIN’s 0002, 0003 and 0004 and also cover rental cost, delivery/installation (including use of a furniture lift if required) and removal of the furniture at the end of the rental period.

• For all of the CLINs mentioned above: The first week of rental is charged at a fixed price regardless of whether the actual rental period is fewer than seven days. From the second week onwards, the rental costs are prorated per day.

A detailed list of furniture for each room and CLIN are provided in Attachment 1, Furniture Package Contents CLIN0001-0004. The furniture type shall be lightweight (easy to move) but robust and comply with the specifications outlined in 3.9. While the furniture is not required to be new, it must be in mint showroom condition – clean, undamaged and ready for use.

15 | 70

3.3 Hospitality Kits

Hospitality kits are also included under this contract. The specific items and their specifications are listed in Attachment 2, Hospitality Kit Contents. A hospitality kit shall be delivered with the initial furniture delivery to the departing family. Approximately between 2 days-35 days later, after the departure of the first family, the Contractor shall collect and remove the first kit in its entirety. After the completion of the make-ready work in the apartment, the Contractor shall deliver a new, complete hospitality kit for the arriving family.

• Hospitality Kits may be required for short-term or long-term rental periods as follows:

• CLIN 0005 Rental of Hospitality Kit (Short Term). This contract line item covers the rental cost for the first week, charged as a fixed sum regardless of whether the rental period is less than or equal to seven days.

• CLIN 0006 Rental of Hospitality Kits (Long Term). This contract line item covers the rental cost for a period of four weeks. From the fifth week onwards, the prices shall be prorated per day. If the rental period extends to 4 weeks, then CLIN0006 shall apply as a quantity of two.

3.4 Delivery and Installation of Furniture and/or Hospitality Kits

The contractor shall deliver and install rental furniture with one hospitality kit on the date specified on each task order and as coordinated with the COR or Designee. Dates may be subject to change and a minimum of 3 days’ notice of any change shall be provided to the Contractor.

The Contractor shall communicate a 2-3-hour delivery window on either the morning or afternoon of the specified delivery date to the COR for coordination with the occupants of the apartment, one day prior to the delivery at the latest.

The contractor shall be given a minimum advance notice of 3 days for the date for collection/removal of the first kit and the delivery of the second kit. The Contractor shall similarly communicate a morning or afternoon 2-3-hour delivery window to the COR for coordination with the arriving family. If the apartments are empty the Contractor shall be obliged to pick-up keys from the Gatehouse of the Embassy chancery building at 2, Ave Gabriel, 75008 Paris and this information shall be marked on task order. All deliveries and installation shall be performed during normal French business hours i.e. between 08:00 -17:00 hours, Monday through Friday.

Close coordination with the COR shall be required for these deliveries as dates may be subject to change. Flexibility on the part of the Contractor is therefore extremely important.

For the Embassy compounds at Boulogne Billancourt and Neuilly sur Seine, a list of personnel who will deliver the furniture must be provided to the COR at least three days ahead. No deliveries will be scheduled on both French and American Holidays for these sites. Any changes shall be communicated by the COR to the contractor and revised schedules planned accordingly.

The COR must not only coordinate the delivery date, location and time with the contractor, but it’s the COR’s responsibility, at the time of delivery, to inspect and accept items.

16 | 70

The Contractor shall place/install the furniture as appropriate in the different apartment rooms e.g. sofas, armchairs, coffee tables etc. in the salon; dining room tables and chairs in the dining room and beds, nightstands and lamps in the bedrooms in a pleasant and coherent manner.

Hospitality kits shall be delivered in cartons and left packed in the apartment.

Replacement of defective items should be made within two (2) days’ notice without any charges.

3.5 Delivery and Installation of Additional Furniture/Modifications

For the most part, and in order to limit additional deliveries, the Embassy shall order furniture to outfit an entire apartment. Sometimes, the Contractor shall be required to remove and re-deliver furniture in the case of a make-ready that includes re-doing floors or carpets. CLIN 0007 provides for any additional moving (removal and re-delivery) of furniture other than that of the initial delivery and removal of a furniture package. The contractor shall remove the rental furniture and remaining hospitality kit items based on the time frame stated in the task order and/or as coordinated with the COR.

In the event that an item or several items from the furniture package(s) must remain in the apartment after the majority of furniture and hospitality kits have been removed - due to delays in the delivery of personal furniture, the contractor may charge CLIN0001, Basic Package price, on a pro-rated basis until the missing personal furniture arrives. No additional moving costs such as those covered under CLIN0007, shall apply to this specific requirement. Up to 3 items from the Basic Package may be retained at a cost of 30% of the basic package per week.

3.6 Apartment Conditions for Deliveries

Apartments are usually occupied; either by families or with make-ready technicians involved in painting/cleaning of the apartment in preparation for an arriving family. The contractor shall make every attempt to work in a cooperative fashion with these individuals.

3.7 Contracting Officer’s Representative

The Contracting Officer’s Representative (COR) is responsible for coordinating with the Contractor on day-to-day issues. The COR does not have authority to issue task orders under this contract. See Article 5 for task orders issuance.

3.8 Project Manager

The Contractor shall designate a Project Manager who shall be the Contractor’s point of contact and delegated authority to lead the project. She/He shall be responsible for managing the Contractor’s workforce under this contract and shall be the Contractor's liaison with the American Embassy. The Project Manager shall be available at all times during the performance period of these services to receive and implement orders or special instructions from the Contracting Officer or Contracting Officer's Representative and ensure smooth and effective operation. In the event that the Project Manager is absent, the Contractor shall designate a

17 | 70 replacement to perform back-up for the Project Manager and inform the COR in advance of any such changeover.
