About this file

This document is a Questions and Answers (Q&A) for Request for Quote (RFQ) #19FR6326Q0009 for Transit Furniture Rental for the US Embassy in France. The Q&A addresses four key points about the furniture and hospitality kit rental service: (1) a reference to a prior contract's estimated value of EUR 1,719,252.00, (2) details about hospitality kit collection procedures, including contractor email instructions and packing requirements, (3) confirmation that furniture and welcome kits are typically delivered and collected together for 98% of families (with rental periods ranging from a few days to 30 days), and (4) clarification on hospitality kit reuse, specifying that while items do not need to be brand new for each delivery, they must be thoroughly cleaned and prepared, with separate kits provided to ensure hygiene and clear distinction between deliveries.

QUESTIONS AND ANSWERS # 2

RFQ# 19FR6326Q0009 -TRANSIT FURNITURE RENTAL

US Embassy, France

1. I am still looking to confirm the total value of the current contract with HOMAT (No. 19FR6321D0019). Could you please provide that figure when you have a moment? We want to ensure our proposal is as competitive and comprehensive as possible.

We cannot disadvantage or provide confidential information at this stage of the competition process but we can provide you with the total estimated amount of a prior contract for the same services, SFR63015D0025, which for a base and four option years was in the total estimated amount of EUR 1,719,252.00.

2. I understand that the welcome kits are delivered in cardboard boxes and do not have to be unpacked. But how are they recovered? Does the family have to put everything back in the boxes neatly before collection? Can you explain to us what the family needs to do and what we need to do in terms of packing for the return?

Once the date of collection of the hospitality kit has been confirmed, the contractor may send an email to the family to facilitate a faster pick-up of the items. In this email the contractor shall provide instructions to gather all items in one appropriate place: e.g., all the bedlinen and towels in one bedroom, and the kitchen utensils and dishes placed on the kitchen counter with no items left in the fridge or the dishwasher.

On the day of collection, the hospitality kit items the contractor shall provide new boxes to pack up the items as the original boxes provided during the delivery are disposed of prior to the move-in of the family.

3. Can you confirm that in an apartment, the furniture is always delivered with the welcome kit for a family that is leaving and that the furniture and the welcome kit are always collected together (rental period from at least a few days to about 30 days). The apartment is then cleaned, and any repairs are made. Then, a new set of furniture with a welcome kit is delivered for the arriving family (average rental period of 8 to 10 weeks).

For 98% of the families leaving France, the furniture is always delivered with the welcome kit and all items (the furniture and the welcome kit) are always collected together. In a few apartments (not more than 3 each year), only the welcome kit will be needed as the apartments will already be fully furnished.

4. Following Q&A published into SAM.gov related to Hospitality kit: It says that another welcome kit will be provided, but I read that it always has to be completely new. Is this correct? To be clear, all the elements of this welcome kit must be new, so it is not possible to reuse the old ones (after having cleaned them thoroughly, of course)?

At each stage the contractor shall remove the entire Hospitality Kit. For the purposes of paragraph 3.3 Hospitality Kits, a “new complete Hospitality Kit does not require the purchase of brand-new appliances, household items or linens for each delivery. However, all items in the “new complete Hospitality Kit, shall be thoroughly washed, cleaned and prepared for use prior to delivery. The contractor shall provide separate Hospitality Kits for the first and second deliveries to ensure clear distinction between kits and a completely hygienic kit for each delivery.
