SUBJECT: Joint Transportation Management System (JTMS) Acquisition Approach
1. Background:
- USTRANSCOM is currently conducting market research to inform the development of the program’s acquisition and procurement strategies.
- USTRANSCOM has issued several RFIs on SAM.gov for industry’s consideration:
JTMS Requirements. Draft documents for the future JTMS implementation/integration contract for JTMS that includes the following performance areas: Contract and Program Management, Business Process Reengineering, Organizational Change Management, Implementation Planning, Implementation and Integration, System Technical Requirements, System Security, System Testing and Validation, Configuration management, Sustainment, and Innovation. This requirement is scheduled to be solicited in Q4 FY23 with an anticipated contract award of Q4 FY24.
Organizational Change Management (OCM) and Business Process Reengineering (BPR) Support for the Joint Transportation Management System (JTMS) Program. This contract specifically focuses on OCM and BPR efforts from Q3FY23 through mid-FY25.
2. Discussion:
- After prototype completion, additional analysis was conducted to allow for appropriate decision making, budgeting, and resource planning in order to effectively execute the program. With these activities complete, we are looking for ways to accelerate delivery of capabilities. For an implementation of JTMS’ magnitude, beginning OCM and BPR activities are critical to fielding reformed transportation and financial processes to achieve auditability.
- Today, the JTMS program has several actions ongoing as potential schedule compression opportunities. One such effort is the expediting of the as-is enterprise architecture work within the Joint Deployment and Distribution Enterprise. This includes documenting four lines of business across CONUS Freight, Sealift, Airlift, and OCONUS Freight with participation across the AF, Army, Coast Guard, Marine Corps, Navy, Defense Logistics Agency, Defense Contract Management Agency, and Defense Finance and Accounting Service.
- The as-is enterprise architecture is 2-3 years from completion, but the Government is working to award an integration contract in Q4 FY24. The Government is seeking opportunities to compress the schedule by acquiring support to begin OCM/BPR activities.
- The BPR scope under this contract will focus the BPR work at the analysis (strategic) level only, while USTRANSCOM focuses on selecting a material solution. The OCM scope under this contract will focus on laying the foundation for stakeholder management with initial identification and assessment of all stakeholders. This effort is for a limited duration and BPR and OCM efforts will continue under the JTMS implementation/integration contract.
BLUF: During the JTMS Reverse Industry Day, there were questions concerning the work in the Organizational Change Management / Business Process Re-engineering Request for Information (RFI) and the JTMS integration contract RFI. This paper clarifies the two efforts and seeks input from industry on the Government’s currently anticipated approach.
3. Recommendation and Response Instructions:
- The government is seeking industry’s input to: 1) assist in determining if this is a viable means of compressing the JTMS implementation schedule; 2) query industry to see if there are other opportunities to compress the implementation schedule that the JTMS program hasn’t considered; and 3) determine if the combination of OCM and BPR is the most appropriate strategy.
- The government is requesting industry provide their perspective on the viability of the planned schedule compression, as described above, to include risks, benefits, and recommendations on any deviation from this plan. Industry is requested to provide a response, no more than two (2) pages, 12 pt. Times New Roman font. The information requested will be used within USTRANSCOM to facilitate decision making and will not be disclosed outside the DoD.
- Responses to the RFI shall be submitted in writing by e-mail no later than 1500 Central Time (CT) on March 24, 2023, to transcom.scott.tcaq.mbx.jtms@mail.mil.
