Question Government Response

Would USTRANSCOM please clarify whether the JTMS integration contract and the OCM/BPR contract will be two separate solicitations, each to different vendors, and the proposed timeline for each?

The government's anticipated approach is that the OCM/BPR contract and the JTMS integration contract will be two separate solicitation/ contract efforts. Under this approach the OCM/BPR contractor will focus on the initial preliminary OCM and BPR efforts, with OCM and BPR efforts also continuing underneath the integration contract. The purpose of this RFI is to gather information from industry on the viability of this anticipated approach. Exact timelines for the efforts have not yet been established, however the solicitation for the JTMS integration contract is notionally planned for late FY23 Q4 / early FY24 Q1

(formal timelines to be published at a later date).

Will USTRANSCOM release a Draft RFP for the JTMS Integration Contractor and if so, what is the planned release date?

Yes, USTRANSCOM intends to release a draft solicitation in late

FY23 Q3 (formal timelines to be published at a later date.)

Would the government consider extending the due date to Wednesday, 29

March?

The response date remains Friday, 24 March 2023.

Would the government consider extending the total page count from 2 pages to 3 pages?

No, unfortunately the page limit for this specific topic will remain 2 pages.

Would the government allow a smaller font size in a table?

Yes, the government will allow an 8 pt. Times New Roman font in tables or diagrams

Does the government plan on sharing all Q&A responses with industry?

Yes, this document serves as the compilation of all questions received and the government's response to each

We understand that the systems integration contractor support is anticipated to start in Q4 FY24 and the OCM/BPR contractor support will go through mid‐

FY25. Given this overlap between the two contracts, can the government clarify the difference in objectives for the two efforts?

The OCM/ BPR contract will focus on the analysis phase of business process re‐engineering. The integration contractor will focus on the design and implementation phase of the business processes.
