Question Government Response
In reference to "9.3. Place of Performance: The services requirement is in support of USTRANSCOM at Scott AFB, IL. The place of performance shall be a mix of Government and Contractor facilities. The predominance of work will be completed virtually/remotely or at the Contractor facilities. Contractor facilities should be arranged to support collaboration of Government/Contractor teams to include sessions of large numbers of stakeholder’s internal/external to USTRANSCOM. The place of performance will be governed at the DO/TO level under this ID/IQ contract." Will there be a distance requirement for the contractor facility in relation to Scott AFB? Does the facility need to be owned/operated by the Prime, or is a Subcontractor facility acceptable?
Place of performance should be within 10 miles of Scott AFB. The facility can be a prime or a sub facility. Regardless of facility owner, the contractor will be required to comply with established security guidelines.
PWS 6.12. The language added to Draft PWS 6.12 as follows: "The software list will be provided once the Government determines the final material solution but in a general sense, the products will be a commercial ERP solution focused on transportation and financial modules as well as any ancillary software required to field, and sustain, and secure the ERP."
Would the Government please elaborate on what qualifies as an "ERP"? Does this imply a requirement to use COTS products such as SAP or Oracle, or can a COTS-based solution that meets all PWS requirements be an acceptable solution? If the latter, then suggest 6.12 be reworded as follows: ..."the products will be a commercial solution focused on transportation and financial modules as well as any ancillary software required to field, and sustain, and secure the TMS, and ensure no Transportation Functional Auditability (TFA) gaps." This would maximize competition by opening the opportunity to multiple COTS-based solutions that meet or exceed the solicitation requirements.
Based on market research, the solution to meet government requirements will likely require some core ERP software; however, the government is open to all potential solutions to meet the requirements outlined in the
PWS.
Reference Draft PWS Paragraph 6.7.3 Cybersecurity: Incorporation of JTMS into the USTRANSCOM Insider Threat Program to mitigate personnel, physical and cyber risks.
Question: Will the Government provide access to the USTRANSCOM Insider Threat Program documentation? It does not appear to be publicly available. Yes, the documentation will be provided as part of the bid library.
Given that questions are due on 3/27, and the desire to incorporate any updates based on the Govt.’s answers, would the government consider extending the due date of the response to Monday 4/10? The RFI Response Date has been extended until 14 April 2023.
Past Performance Evaluation: Many large commercial programs or international defense government agency programs that are relevant to the PWS are for commercial international firms and are key to presenting a compliant past performance volume. Given the prohibitions that the FOUO markings require, will the government please provide an alternate Past Performance Questionnaire that can be sent to and completed by non-US citizens so that these programs can be used to meet the RFP requirements?
The Government did not request completion of a past performance questionnaire as part of this RFI, nor have we determined the past performance evaluation criteria for the larger acquisition.
Past Performance Evaluation:
Will the government consider future past performance requirements to be more in line with an international defense government agency's and commercial customer's need to protect proprietary information? International defense government agencies and commercial customers may not provide proprietary information or allow for its release; the same information that government agencies freely share. An example of corporate proprietary data includes total contract value or contract number, the time that commercial customers work with a vendor, and their personnel's personal data, including names. Please take this into account when issuing these requirements.
The evaluation criteria for past performance evaluation has not yet been determined.
Past Performance Evaluation: Given that this is one of the first U.S. Government Agency JTMS programs, will the government please consider that U.S. Federal knowledge and experience should be weighed equally with a contractor’s knowledge and experience in the international defense community?
The evaluation criteria for past performance evaluation has not yet been determined.
Due to the comprehensive nature of the information requested and the corresponding level of detail, would the government consider increasing he the page count from 25 to 35? The 25 page limit will remain.
Reference Section 3. Requested Information, Part (3), Option 1C: and Option 2C: “Under this option, there would be no preliminary BPR support until the integration/implementation contract.”
Question: Has the Government identified a known OCI between the preliminary OCM and BPR work (if done by the same contractor) and the integration/implementation work if awarded to the same contractor as the OCM and BPR scope?
As currently drafted, the preliminary OCM and BPR work requires the contractor to provide technical services which could create an OCI. As such, limitation on future contracting activities related to the JTMS program would be identified specifically in the performance work statement (PWS).
Reference Section 3. Requested Information, Part (3), Option 1C: and Option 2C: “Under this option, there would be no preliminary BPR support until the integration/implementation contract.”
Question: Does the government anticipate that the preliminary OCM and BPR work can be awarded to integration/implementation contractor without creating an OCI for the integration/implementation?
As currently drafted, the preliminary OCM and BPR work requires the contractor to provide technical services which could create an OCI. As such, limitation on future contracting activities related to the JTMS program would be identified specifically in the performance work statement (PWS).
Will company introductory remarks / Executive Summary be counted in the 25 page limit?
The introductory remarks will precede the information contained in Item 3 C on the RFI instructions. All information included will count towards the 25 page limit.
