NAME PAGE SECTION LINE NUMBER OR REFERENCE TEXT CLARIFYING QUESTION GOVERNMENT RESPONSE
Draft PWS 2 3
Line 58-60: USTRANSCOM learned commercial supply chain management software can perform the functionality and data integration crucial to making decisions required to deploy and sustain the Joint Force at the time/place necessary for mission success.
Does USTRANSCOM believe the stated requirements are supported by a single COTS IT solution or a suite of software capabilities integrated together that will meet or exceed the stated requirements? Or is USTRANSCOM requesting industry input to identify existing capabilities that will provide any level of capabilities up to 100% of the desired capabilities?
The government is looking for industry input on viable solutions that involve a single or multiple COTS products.
Draft PWS 7 6.3.1 Line 240: Reference to (DOTMLPF-P) changes
The PWS appears to understand the need for DOTMLPF-P changes as part of a BPR needed to implement a JTMS. However, the SSD suggests that existing business practices would be incorporated into a JTMS which would lessen the need for DOTMLP-P changes. Does USTRANSCOM embrace the need for a BPR that could significantly change how DoD moves forces and materiel along its supply chain, and champion the need to update DOTMLPF- P across the enterprise based on recommendations from the contractor and its solution?
Yes - USTRANSCOM, as well as other key stakeholders, understand both the need for change and level of change at both the service/agency and enterprise level. Our understanding is that process improvements that can be realized through DOTMLPF-P activities will be.
Draft PWS 22 6.13 Line 831-832: Additionally, this task applies to any innovations not currently in scope of an existing Delivery Order (DO) on this ID/IQ.
For this procurement, is it the governments intent to award a single award
ID/IQ?
A determination on contract structure has not yet been made.
Draft PWS N/A N/A N/A
The DPWS mentions security classification levels. Can the government please elaborate on their vision for cloud enablement and expectations around Cloud-based infrastructure support using Commercial/Government & Classified Clouds? Additionally, does TRANSCOM expect to work across cloud domains and is there anticipated to be a Cross-Domain solution (CDS) requirement for JTMS?
The expectation on the unclassified side is that JTMS will be hosted in an IL-5 environment given its integration with other National Security Systems (NSSs). There is also a requirement for JTMS to have a presence on the SIPR side as well and would be leveraged in an IL-6 cloud environment with an approved CDS.
Draft PWS 21 6.14
PWS Lines 834 & 835 state: The contractor shall execute a Financial Management Phase in accordance with Attachment J- XX, Financial Management Requirement. Attachment J-XX, Financial Management Requirement is not included in the list of documents.
There are a few references to this attachment in the PWS. Will the Government please provide this document?
This attachment is not necessary at this time. This paragarph will be updated to specify a general risk-reduction optional task, rather than a Financial Management task.
Draft PWS 17 6.8.1 PWS Lines 612 & 613 state: The legacy systems are detailed in Attachment J-XX, JDDE Systems Inventory.

General N/A N/A N/A In responding to the RFI with feedback on USTC's three draft documents due on February 10th, can industry also incorporate clarification questions on the requirements listed within the three documents that USTC will answer?
No, USTRANSCOM is not anticipating to provide answers to comments or questions on the three draft documents at this time. However, if industry discovers that something is not clear, they are invited to provide the question or comment to the government for future clarification.
General N/A N/A N/A Will industry day on February 8, 2023 include a Q&A session where industry can raise questions on requirements in the three draft documents?
Yes, time permitting, industry can ask questions verbally and we can attempt to answer verbally, but in the interest of time and fairness, the government prefers all questions in writing.
General N/A N/A N/A
Previously, TRANSCOM implied a separate contract for Organizational Change Management (OCM) was possible. Given the inclusion of the DRAFT Organizational Change Management (OCM) Strategy document released with the RFI materials, is it now the government’s intent that these are planned to be a single award?
Early efforts for supporting OCM will occur in FY23. However OCM will remain in the JTMS implementation contract.
General N/A N/A N/A
At the NDTA conference, it appeared that Financial Auditability (FMS) had become a high priority objective of JTMS. Is TRANSCOM able to comment on criticality/and or LOE comparison between Financial Auditability (FMS) and Transportation Visibility (ITV & TMS) in the JTMS program?
The success in reaching Financial Auditability is bound by the critical link of integrating financial and transportation processes at the transaction level. In order to meet auditability requirements, it is critical that we address transportation related disconnects which directly impact auditability. There is no means to reach DoD objectives without addressing both functional areas.
General N/A N/A N/A
Will the Government please provide access to the bidder’s library as soon as possible? We understand that this may be a work in progress; however, access will enable bidders to develop solutions that will meet the objectives TRANSCOM requires. Providing this before the final RFP will level the field among all bidders.
Access to a bidders' library will not be provided at this time. USTRANSCOM will attempt to provide a bidders' library with the draft solicitation.
General N/A N/A N/A Will the government please provide draft versions of the proposal Instructions and evaluation criteria?
Draft solicitation will be provided at a later date for industry's feedback.
General N/A N/A N/A
Past performance evaluation: Given the nature of the specific scope included in the TRANSCOM PWS, we recommend that the government equally prioritize the evaluation-relevant scope to drive Department-wide business reform by integrating transportation and financial processes at the transaction level, which will optimize financial management of the Transportation of Things. TRANSCOM will be better served by focusing on prioritizing TMS-like solutions currently being executed over the agency for which it was delivered.
Recommendation will be taken for further consideration.
General N/A N/A N/A
Can the Government please confirm that the contractor will be responsible for selecting the JTMS to be implemented? If so, can the Government please provide any parameters that the contractor must consider when choosing this technology?
The Government is currently conducting market research; as such, an acquisition strategy has not been determined.
General N/A N/A N/A Will the Government provide Industry an extension of two weeks for the submission of comments?
The Government is able to extend the response date of this Requirements Review RFI until 15 February at 0900.
General N/A N/A N/A Will the Government provide answers to Industry's questions prior to the submission date for Industry comments?
Yes, answers are being provided prior to submission date.
General N/A N/A N/A Does the Government have plans to leverage the Joint Warfighting Cloud Capability (JWCC) vehicle for the JTMS to acquire commercial cloud services?
This determination has not yet been made. Industry comment on items such as this is what this RFI is seeking. A time for specific question & answer, such as this, will be provided during the Draft RFP stages.
