About this file

This document is a solicitation for Trousers, APECS, MARPAT (Marine Pattern) in various sizes, issued by DLA Troop Support on 3 December 2024. The procurement includes 18 different National Stock Numbers (NSNs) covering sizes from XSMALL-XSHORT to LARGE-XLONG. Key technical requirements include submitting three Product Demonstration Models (PDMs) in Medium-Regular size for comprehensive testing, including hydrostatic resistance, laundering, tape ends integrity, and physical surface appearance testing according to MIL-DTL-32158 specifications. If PDMs are not required, a First Article testing process will be implemented, with potential government participation in first lot inspection.

The solicitation mandates strict shade and color evaluation processes, with detailed sampling requirements for fabric rolls and specific testing protocols using AATCC EP 9 standards. Contractors must use Gerber Accumark CAD software version 9 or higher to receive electronic patterns, which will be delivered via DoD Secure Access File Exchange. The government reserves the right to make size changes, including special measurement items outside standard size ranges. Contractors must be prepared to manufacture items according to electronic patterns designed for individual customer measurements, with delivery of special measurement items required within 30 calendar days of contract modification.

Product demonstration models (PDMs) are required; Three Trousers of sample size, Medium-Regular, shall be submitted for manufacturing, visual, dimensional, and end-item testing.

End-Item physical testing shall be performed on two (2) Trousers IAW MIL-DTL-32158 dated 19 JANUARY 2004:

- Hydrostatic resistance (before and after laundering)

- Laundering

- Tape ends integrity (before and after 5 laundering)

- Physical surface appearance (before and after 5 laundering)

Due to the technical complexity in the construction of this item, it is strongly urged that alternate cloth and components not be used. If alternates are used, must be presented with documentation at time of offer. However, the use of alternate materials may result in receiving a lower rating at time of evaluation. Two PDMs will be used for physical testing and will be destroyed in testing.

Justification: The only way that technical personnel can determine if offeror can meet the requirements as specified, is to test the PDMs made of specific cloth and components.

In the event that PDM's are not required First Article will take place. First Article shall be three Trousers submitted for manufacturing, visual, dimensional, and end-item physical testing requirements IAW MIL-DTL-32158 dated 19 JANUARY 2004.

Any failure shall be cause for rejection of the First article.

First Article will take place at DLA Troop Support.

If technical operation deems it necessary, DLA Troop Support will participate in first lot inspection. Should this occur, a ten day prior notice is required.
